space and personnel to render full postal services in concert with their
businesses. They have received a firm commitment from one marahant.
But, hccaalce they want to circumvent any feeling that they have pre -
selected a merchant, they wish to receive the minimum of three letters
of interest. They intend to send follow -up letters asking the merchants
to rccont, ider, weighinq the advantages. It would take approNimately 45
days for them to implement a contract.
As a part of their program to comply with the mandate that the, reduce
their energv consumption better thin 10% (through dO1T;OtQV1Z0LJOn and
locating carrie_ ^-tics closer to where mail is delivered), they have
submitted through their district and reoion their plan to locate in our
area this; facility to deliver r „ail out of,
they now fall under the National Frivironmental Protection Act, and have
to perfor3n that type of service before they can locate a facility in an
area. As soon as the approvals eie rccr- _I, they will he looking for
on approximate five -acre tract for this annex. Depending on what prime
sites are available, they plan to locate tt within our City or a "little
bit” north, east. or west of here.
Mr. Smith responded to inquiries of the Council and general public, as
follocis:
1. since 1972, their Dome, tic P1ail Manual has specifically forbidden any
house- -type delivery to exist new. lhi.; manual, recently revised,
allows for Lou exceptions: (1) on a house that is built on a vacant
lot Within an old established delivery area that has only house -type
boxes; and (2) on the home of a disabled person that lives alone and
unable to leave thE, house and qu to hi-,/her curhside for mail.
The reaaon for this is economics - it costs them approx. $72 it year
for carries to deliver to a curbside box; $129 to deliver to house
bogies. In an eight -hour day, they can make 600 -700 curbside
deliveries - the maximum of 400 house box deliveries.
2. They will bring the City up- to -dat(e on the contract branch and carrier
nnne', rtn soon on the inl orinatzon becomes available.
Theic As r,o specific criteria for the location of a full -scale post
office. They do have standards for service. The property they
acquire for the carrier annex will be capable of fulfilling their
Future needs.

4. As soon as it is solidifies, they will provide the Lity a compli-
mentary copy of their letter of solicitation to the merchonts.
. There may be a point in time that the SSPC doesn't produce the
revenue necessary for them to maintain it.
6. An additional contract hi,-inch would he located within the area,
if, in the future, it was necessary for them to maantain their
standards of service.
6. They are receptive to suggestions, in writing, as to a location for
a contract -b—ch.
