MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
JANUARY 10, 1995
The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, January 10,
1995 at 7:30 P.M. at the Riverside Community Center.
Members present included Chairman Jeff Sabin, Ronnye Sands, Bette Bates, Joanne Steele, Joe
Kuveikis, Susan Miller, Director/Parks and Recreation, Dick Cameron, Superintendent/Parks and
Councilman Joseph Russo. Not present: John Elsner, Sandy Gottlieb, Don Babin, Y.A.A.
President, Rick DeKeyser, Y.A.A. Vice President.
Prior to the meeting being called to order by Chairman Jeff Sabin, Susan Miller, Director/Parks
and Recreation was welcomed back from her maternity leave by all board members.
I APPROVAL OF THE MINUTES:
*The minutes from the December 6, 1994 meeting of the Parks and Recreation Advisory
• Board were approved as written.
II DIRECTOR'S REPORT:
RECREATION
*Director's agenda and outlook for 1995 will be included in February's Advisory Board
meeting.
PARKS
*Fields in all city parks are in good shape. The only problems that exist are due to the
unusually wet season we have had causing drainage problems that we are not able to correct.
Drainage is a Water Management problem which restricts what we can do to correct it. Softball
and baseball fields at Lake Catherine are being re- built. Soccer fields at Gardens Park have been
re- seeded and fertilized and are looking good.
*Klock property has been given the "go ahead" regarding the environmental concerns and
can now be cleared and seeded and put to use in 1995 to temporarily help with field usage
dilemma.
III OLD BUSINESS:
*Visioning meeting is scheduled for January 23rd at 6:30 p.m. at Riverside Community
Center.
*Capital Improvement Budget for this year includes the pool heater and blanket,
renovations to the Burns Road Community Center due to the extensive water damage from the
• roof leaking, and the purchase of vehicles for park maintenance. Nothing else has been budgeted
for this fiscal year.
RECOGNIZED AS THE #1 PARKS & RECREATION DEPARTMENT IN THE NATION
WINNER OF THE NATIONAL GOLD MEDAL AWARD
. *Oaks Park is on hold. At the December meeting of our Advisory Board it was
recommended that a committee be formed for the development of this park site to include
representation from the Oaks and Joe Kuveikis and Ronnye Sands representing Parks and
Recreation Advisory Board. We have not heard of anything new regarding this issue and have
not be notified of a committee meeting for this purpose.
*Lake Catherine lighting is on hold. The homeowners have initiated a law suit against the
city and we have not signed the interlocal agreement with the County as clarification is necessary
regarding non - resident field usage.
*Roller Hockey now has someone who will donate the rink to the city, but we still have
to find the right location to put it. Drainage is the major hold up for the site we had wanted to
use at PGA National Park.
Northcorp parking lot was mentioned as being the right size and the right location for a
roller hockey rink. Possibly Y.A.A. will investigate that as an option for this sport.
V NEW BUSINESS:
*Planet Ice the new ice rink in Palm Beach Gardens is scheduled to open by June, 1995.
*Palm Beach Gardens Municipal Golf Course management is promoting a low priced
"January to June -$5 green fee - including a bucket of balls" as a special to residents. This was
being marketed door to door.
*E.A.R. Process (Evaluation Appraisal Report) is an 18 month study and comprehensive
review. Must tie funding sources in with comprehensive plan. A new planner is needed to get
. this process going.
A comprehensive plan sub - committee is being formed under the guidance of Jeff Sabin.
Joanne Steele and Joe Kuveikis volunteered to work on this sub - committee.
*New Developments before Planning and Zoning at this time, including both residential
and commercial projects, were listed for Jeff Sabin by Kim Glas.
Abaco on Donald Ross Road will not be a joint park with PBG and Jupiter. This would
not be to our advantage.
V MEMBERS REPORTS:
*Joanne Steele enthusiastically reported on work being done on the municipal pool
including the restrooms and sliding glass doors.
*Athletic Coordinator position is open.

of being mailed with the minutes.
