MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
JUNE 6, 1995

The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, June 6,
1995 at T30 P.M. at the Riverside Community Center.
Members present included Chairman Jeff Sabin, John Elsner, Ronnye Sands, Sandy Gottlieb,
Joanne Steele, Joe Kuveikis, Don Babin, Y.A.A. President, Rick DeKeyser, Y.A.A. Vice
President, Susan Miller, Director /Parks and Recreation, and Dick Cameron,
Superintendent /Parks. Not present: Bette Bates, Mayor Joseph Russo and Brian McLaughlin,
Superintendent /Recreation.
I APPROVAL OF THE MINUTES:
*The minutes from the May 2, 1995 meeting of the Parks and Recreation Advisory Board
were approved as written.
II DIRECTOR'S REPORT:
PARKS AND RECREA'T'ION
*Parks Master Plan was presented to City Council and taken to land design architect for
designs of Gardens Park and PGA National Park. Next presentation to City Council will be
advanced from conceptual plan to actual plan.
Funding of this project will be from impact fees and the City's general capital
improvements budget. Changing the levels of service from 3 to 5 will increase impact fees and
probably will be approved in the near future. New park land acquisitions will come with
referendum.
Phase I will include improvements and renovations for roller hockey and baseball fields
at Plant Drive.
Phase II will include soil tests, clearing and grading of the Klock property.
*Lake Catherine field design will include 3 baseball fields only, additional field will
become a parking lot.
*Oaks Park, Phase I, playground structure has been ordered. The equipment is green and
beige and made of recycled plastics and aluminum and it will have a wood chip carpet.
• Anticipated delivery is two months and the cost is $38,000. Phase II, pavilion, restrooms and
water fountain will be covered by the $100,000 county grant.

*Playscape for Burns Road which needs to be replaced has been put in capital
40 improvements for '95 -'96.
* *UPDATE:
* * Howell Lane we will try to clear along with Ballen Isles:
** Riverside addition for Parks offices and equipment still on hold. New location is being
investigated.
** Foundation property at Lilac and Plant Drive is a possible location for two adult soccer
fields with a picnic and recreation area.
III OLD BUSINESS:
*Visioning is progressing. A Blue Ribbon Committee has been formed for this purpose
and any residents interested are invited to participate. Jeff'Sabin has been selected from this board
to represent Parks and Recreation.
V NEW BUSINESS:
*Nomination of Chairman was on the agenda. Jeff Sabin was nominated and accepted the
chair, but asked the committee to nominate a co- chair. John Elsner was nominated and accepted
the co- chair.
*There will be a Summer Recess for this board, July and August. Our next meeting will
be September 12th. In October, we will resume meetings on the first Tuesday of each month.
V MEMBERS REPORTS:
*General opinion -- B & E Advisory Board should not be combined with our board.
*Jeff Sabin reported that the lights were out on the Burns Road jogging trail.
*Joanne Steele -- Thanked Parks!! -- PBG Elementary loves the baseball fields!
*Sandy Gottlieb reported her car had been broken into while she was playing tennis on our
courts adjacent to City Hall. She informed us that police made her aware that this is a countywide
problem.
*Sandy Gottlieb expressed concern with YAA coaches' conduct and lack of
sportsmanship. She was told this is being addressed and there will be an improvement.
*John Elsner mentioned change in resident/non- resident fees for tennis; also reported a
broken sidewalk that needs to be repaired by the tennis courts.
The meeting was adjourned at 9:15 P.M.
