HomeMy WebLinkAboutMinutes RAB 101095� l PARKS & RECREATION DEPARTMENT 4404 BURNS ROAD PALM BEACH GARDENS, FL 33410 PHONE (407) 775 -8270 - FAX (407) 775 -8280 CITY OF PALM BEACH GARDENS MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING OCTOBER 10, 1995 SUSAN MILLER Director The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, October 10, 1995 at 7:30 P.M. at the Burns Road Community Center. Members present included Chairman Jeff Sabin, Co- Chairman John Elsner, Ronnye Sands, Sandy Gottlieb, Joanne Steele, Joe Kuveikis, Susan Miller, Director/Parks and Recreation, Dick Cameron, Superintendent/Parks, Brian McLaughlin, Superintendent/Recreation and Mayor Joseph Russo. Not present: Bette Bates and Dave Pania, YAA President. Chairman Jeff Sabin arrived late therefore, Co- chairman John Elsner conducted the meeting. He called the meeting to order but before going into the formal agenda, recognized citizens who were in attendance but not on the agenda. He explained the procedure for getting on the agenda for a meeting and then allotted 15 minutes of the meeting for them to express citizen concerns. They were all residents of the Oaks and most of their concerns were about Oaks Park. The Oaks Park is being built in three phases with the first phase completed in last year's fiscal budget. Fiscal budgets dictate additions to the park which will include a pavilion with storage area, and tennis courts. Other possibilities are additional benches, landscaping and signage. Citizens that addressed the board were Michael Castellano, Harry Becker, Alice Sallee, and Florence Donofrio. Chairman Jeff Sabin assured the citizens that as a board we merely pass on recommendations to City Council, but that there input is valued and appreciated, but they are just a segment of Palm Beach Gardens' population. Susan Miller stressed that we will work with the citizens of this community and thanked this group for their interest and for attending our meeting. I APPROVAL OF THE MINUTES: *The minutes from the September 12, 1995 meeting of the Parks and Recreation Advisory Board were approved as written. II DIRECTOR'S REPORT: PARKS AND RECREATION *Lake Catherine still in mediation, final agreement needed before we can go ahead with • the lighting and other changes in design and landscape, board wants to recommend to city council that the target date for these improvements be no later than February, 1996. *Plant Drive Park needs more playground equipment. The new playground equipment that was recently purchased is not enough for the size of the park and the population that plays there. (Before additional playground equipment is purchased, it was suggested that Tequesta WINNER OF THE NATIONAL GOLD MEDAL AWARD f i Park be visited. They recently redesigned their play area and used a sand base. *Klock is being cleared and we have aerial photos. Engineers are working on drainage, design and getting permits. City Manager is working to get this through council with a target date of August, 1996 for Klock soccer facility. III OLD BUSINESS: *Visioning was reported on by Jeff Sabin who read a list of new developments that are being planned for our city. Park areas will no longer be accepted by the city as part of a development. Mayor Joe Russo would like to see disclosures put in contracts by developers. *When a park is underway, phases should be posted as to what is being done and when. This way residents curiosity would be satisfied. *YAA had elections of officers: Dave Panaia, President, Glen Roesch, Vice President, Ellyn Hughes, Treasurer, Rick DeKeyser, Secretary. YAA and City working together for continued successful cooperative recreational programs within our city. Agreement being worked out but more details are needed and improved communications must be a shared goal. Don Babin, Past President, worked hard on bringing about new bylaws. V NEW BUSINESS: *Major parksite at Hood Road is under consideration and will include ballfields and not be a passive park. The Foundation is being approached with creative ways we could finance either by lease or pay as we grow. *Church property negotiations are ongoing. The church is having problems finding a suitable and affordable location for their joint congregation. *Board recommends a cover sheet go on the minutes that go to city council members as an ADVISORY ALERT to highlight the most pressing issued that need councils attention. V MEMBERS REPORTS: *Sandy Gottlieb complimented Sam Harley's funeral procession and the participation by the city. *John Elsner observed grounds people working in a hazardous situation without safety goggles while working on sidewalks and expressed concern. Also, he participated in Kick, Pass and Punt as a volunteer and hopes more kids get involved next year. *Joanne Steele recommended we budget to put signs in parks as needed. *The meeting was adjourned at 9:15 P.M.
