MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
NOVEMBER 7, 1995

The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, November
7, 1995 at 7:30 P.M. at the Burns Road Community Center.
Members present included Chairman Jeff Sabin, Co- Chairman John Elsner, Ronnye Sands, Dave
Panaia, YAA President, Susan Miller, Director/Parks and Recreation, Brian McLaughlin,
Superintendent/Recreation. Not present: Sandy Gottlieb, Bette Bates, Joanne Steele, Joe
Kuveikis, and Mayor Joseph Russo.
In the absence of a quorum, Chairman Jeff Sabin conducted the meeting but no issues could be
voted on.
I APPROVAL OF THE MINUTES:
*The minutes from the October 10, 1995 meeting of the Parks and Recreation Advisory
Board were not approved due to the lack of a quorum.
II DIRECTOR'S REPORT:
RECREATION
*Klock property clearing is at a standstill with nowhere to dispose of the debris, and
drainage plans from Lindahl Browning Engineering have not been provided yet. Chairman Jeff
Sabin will look into possible SWA carting debris away and mulching it at an affordable price.
Klock Soccer Facility is still targeted for use in August, 1996.
*Lake Catherine agreement, we have been told, was signed. One of the stipulations is
"lights out" at 9:30 P.M.
*Both projects, Klock and Lake Catherine, are in the budget and are approved.
*Oaks Park RFP for the park shelter will be submitted soon.
*Municipal Swimming Pool is now heated and can be used all year round for programs
and swim teams.
PARKS
• *Master Plan priorities are Klock property, roller hockey rinks, Lake Catherine lights,
Plant Drive PBGHS baseball facility, and the new PBGHS softball field.

• III OLD BUSINESS:
*Location for a new municipal complex on the existing site was discussed. We will lose a
park, two public tennis courts, a tennis pro shop, play areas for both adults and children and a
pavilion. The church property would be the best location for the public tennis courts and park.
(Hindsight regarding the DiVosta's building was mentioned and lamented. However,
DiVosta's building is still available and would make an excellent location for a Public Works
building with plenty of available space for other city needs.
IV NEW BUSINESS:
*Dave Panaia, YAA President, spoke to the board about the change in management style
with the new board that has been elected, along with the new methods of operation whereby rules
and regulations for all sports and scheduling, and coaches and participants with be enforced.
YAA will run more efficiently, like a business.
*YAA priorities include coordinating of sports schedules, qualifying coaches with
regulated training sessions, acquiring additional storage space and improved working relations
with Parks and Recreation.
*YAA is writing to Gardens Times to have their name removed from Dan Eagles' column.
He is expressing his own personal opinions not the opinions of YAA. If necessary, other steps
will be taken, if Gardens Times does not abide by this written request.
*YAA is interested in two new sports -- "Paint Ball" and "Mikado ".
V MEMBERS REPORTS:
• *Nothing new was reported by any of the board members in attendance.
*YAA President expressed concern that the Mako Sharks PBG Swim Team has dwindled
and was interested in hearing the plan of action for the future of the PBG Swim Team.
The meeting was adjourned at 9:15 P.M.

1995 at Burns Road Community Center at 7:30pm.
