MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
DECEMBER 5, 1995

The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, December
5, 1995 at 7:30 P.M. at the Burns Road Community Center.
Members present included Co- Chairman John Elsner, Ronnye Sands, Sandy Gottlieb, Bette
Bates, Joanne Steele, Dave Panaia, Y.A.A. President, Susan Miller, Director/Parks and
Recreation, Dick Cameron, Superintendent/Parks, Brian McLaughlin, Superintendent/Recreation
and Mayor Joseph Russo. Not present: Chairman Jeff Sabin and Joe Kuveikis.
0 In Chairman Jeff Sabin's absence, John Elsner conducted the meeting.
APPROVAL OF THE MINUTES:
*The minutes from the October 10, 1995 and the minutes from the November 7, 1995
meeting of the Parks and Recreation Advisory Board were approved as written. (Note: There
was no quorum for the November meeting so the minutes could not be approved at that meeting.)
II DIRECTOR'S REPORT:
PARKS AND RECREATION
*Holiday Bazaar, Tree Lighting and Holiday Concert, Snack with Santa are the major
special events planned by Katie Gibson, Special Events Coordinator. There are "Toys for Tots"
drop-off boxes at both our community centers, and a "Santa Mailbox" at Burns Road Community
Center.
*Parks staff continues to work diligently to keep fields up with little down time. Part time
staff may need to be increased.
III OLD BUSINESS:
*Synopsis of update on Project List 95 -96:
1 - Roller Hockey - out to bid 1 -9 -96, anticipated completion April, 1996
• 2 - *Lake Catherine Lights - piggyback bid, anticipated completion January, 1996.

0 *This piggyback bid was awarded to American Lighting Company.
3 - Klock - out to bid 2 -1 -96, anticipated completion January, 1997.
4 - Playscape - piggyback bid, anticipated completion May, 1996.
5 - Oaks Pavilion - out to bid 12- 10 -95, anticipated completion April, 1996.
6 - Plant Dr. Press Box - out to bid 12- 12 -95, anticipated completion March, 1996
7 - PGA Softball Field Lights - piggyback bid, anticipated completion March, 1996
PGA Softball Field Fence - piggyback bid, anticipated completion March, 1996
8 - Oaks Tennis - out to bid 4 -7 -96, anticipated completion July, 1996
9 - Parks Storage Building - out to bid 4- 17 -96, anticipated completion July, 1996
10 -Lake Catherine Parking - out to bid 6 -1 -96, anticipated completion Sept. 1996
All anticipated completion dates are contingent approval and award of bids by city council and
does not allow for changes of engineering or other variables that can occur.
• N NEW BUSINESS:
*Status on Gardens Presbyterian Church property discussed and agreed by Advisory
Board members that this issue should be an "ALERT" preceding current minutes when sent to
City Manager, Assistant City Manager and City Council. This advisory board feels strongly that
if the city passes up the purchase of this valuable property, it would be a mistake! ! !
*Dave Panaia, YAA President, complimented Susan Miller on how far Parks and
Recreation has come in the last few years. The improvements and hard work of this department
are recognized and appreciated. He supports the idea that Parks should have wages re- aligned
to reward staff and to motivate them to keep up the great work! An increase in staff is needed to
continue the quality of service we are now providing to keep up with the ever- growing Demand
on the city and YAA for all sports.
YAA would like city to do administrative work for their leagues and plan to meet with
Bobbie Herakovich and Susan Miller in an attempt to coordinate an agreement between the city
and YAA. Communication is of utmost importance for the new system and relationship to be
effective.
YAA is in favor of advertising as a fund raiser. Fees now cover only 60% of the
operating expenses. 40% must come from Fund Raising. Advertising through signage is the
option to keep sports affordable for families of all levels of income.
*Interlocal School Board agreement does not really do much for the city while the city
provides field maintenance and activity space continuously for the schools.

• V MEMBERS REPORTS:
*Ronnye Sands expressed concern of lengths of terms on advisory boards expiring all at
the same time. She feels that having all new board members may be a disadvantage since issues
remain on agendas for long periods of time.
*Co- chairman Robert Elsner complimented department on the creativity of the cover on
Gardens News Winter, 1996 edition.
*Joanne Steele mentioned the lack of a sign or banner to announce the new pool heater
and that pool is year round for public use.
*Mayor Joe Russo likes things progressive and welcomes changes that upgrade parks,
facilities, and special events.
The meeting was adjourned at 9:15 P.M.

*Our neat meeting will be January 9,1996 at Burns Road Community Center at
7 :30pm.
'The monthly agendas will be distributed at the beginning of each meeting instead
of being mailed with the minutes.
