CITY OF PALM BEACH GARDENS
OCTOBER 13,1994
The Workshop Meeting of the City of Palm Beach Gardens, Florida, was called to
order by Mayor Clark at 7:30 P.M. in the Assembly Room of the Municipal
Complex, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened
with the Pledge of Allegiance to the Flag.
The Deputy City Clerk called the roll and present were Mayor Clark, Vice Mayor
Monroe, Councilman Russo, and Councilwoman Furtado. Councilman Jablin
arrived at 7:40 P.M.
Mayor Clark stated the announcements were as posted on the City's Bulletin Boards,
County Commissioner Karen Marcus requested that the City amend their
Comprehensive Plan to match the County's southern alignment of Flamingo Road.
Planning and Zoning Director Rich Walton reported major concerns were that no
thoroughfare needs analysis had been done; that police and fire departments had
requested that they have access; that there were possible environmental concerns
near the proposed southern alignment; and remarked that the City could support the
southern alignment but had felt that there was possibly still a need for a northern
road. Vice Mayor Monroe requested a map be prepared showing the whole

picture. Commissioner Marcus stated that the County had done extensive research
and that all of that material was available to the City. She CArnmented that after

reviewing all of the research information that the County had chosen the southern
realignment. Vice Mayor Monroe reminded those present that the I -95 and PGA
Boulevard exchange and surrounding roadways were used by many people besides
Palm Beach Gardens residents. It was the consensus of the City Council to have
staff proceed by reviewing the County's research materials, and proceed to work
toward amending the plan in early 1995. Mayor Clark called for comments from
the public.
SARAH MAL.ONE Ms. Malone stated she would like to make sure that the application for amendment
to make the City's thoroughfare plan consistent with the County's plan be submitted
to DCA in December, 1994. She also commented that the back connector road to
Alternate A1A might not need to be put on the thoroughfare plan - -that it could be
considered when The Sanctuary development came in- -since a road put in now
might not be consistent with the developer's plan. City Manager Herakovich
remarked that the development order discussed additional access roads in the future
for The Sanctuary, and a local road would not have the same effect as the current
plan for Hood Road.
BILL MOORE Mr. Moore explained his view in favor of the southern realignment of Hood Road
in that this would be a better reliever than one closer to Donald Ross Road.
FRENCHMEN'S CREEK
RESIDENT The resident stated that he believed that most people present at the meeting wanted
Flamingo Road kept as is and not extended anywhere. He stated that Flamingo
Road currently dead -ended at the southern all cut of Frenchman's Creek

property, and that Frenchman's Creek had asked for an Across road starting 1/2 mile

from Alternate A1A into their property.
City Manager Herakovich reported she had toured the area west of the City with the
City's Fire Chief, the West Palm Beach Fire Chief and the County's Fire Chief,
scouting for a location for a joint fire station. They had determined that the ideal
location would be west on Northlake Boulevard prior to reaching Beeline Higiway.
The City Manager stated this would be the first time that three governments had
worked together in such a way, and that this would be a huge savings to the . .
taxpayers.
ITEMS FOR DISCUSSION:
COMPREHENSIVE LAND
USE PLAN AMENDMENT
PROPOSAL (PARKWAY
DESIGNATION) Planning and Zoning Director Rich Walton reported that DCA had raised three
objections to the proposed amendments to the Comprehensive Plan. Kim Glas
explained the first objection related to the PDA Overlay and that DCA had not
understood where the eastern boundary of the Loxahatchee Slough was located.
The proposed response would be to redefine the Slough's location in other terms.
The second and third objections related to future parkways with the
misunderstanding that actual roadways were being proposed which was not the
case; the City was merely trying to protect a concept that anything that would go
in that area would have to be a parkway and have pedestrian and/or bicycle paths
provided; and that staff was instructed by DCA to respond with more infbm�tiorF a
to alleviate those concerns. For edificadon of the City Council, Ms. Glas stated the

PDA Overlay required that any properties west of the turnpike with a minimum of
250 acres must be developed as a PCD or PUD and must be within 12 mile of the
urban service area, and since the Slough would never be developed the next logical
site to be developed would be the Gentle Ben site. She reported some discussion
that West Palm Beach might provide temporary utilities to some areas but after
development those areas would be serviced by Seacoast, and that further
interpretation by the City Council would be needed for some areas. Other items
discussed were concurrency for large developments and requirements that would
trigger a DRI.
RICK WARNER Mr. Warner stated they had been trying to attract a number of major employers to
the area, and that one company with which many discussions had been held was
looking for a much smaller site than 250 acres - -he believed that the 250 -acre
designation should apply to residential but not to industrial use. Vice Mayor
Monroe verified that the 250 -acre concept was meant for mixed -use developments.
It was the consensus of the Cary Council to place the amendment on the agenda for
approval at a future meeting.
LANDSCAPING GRANT
FOR PGA BOULEVARD
AND I -95 The City Council extended their thanks to staff members who had worked on the
landscaping grant proposal. City Forester Mark Hendrickson introduced Mr.
Richard Pereira who explained that FDOTwas currently working on plans for three
interchanges in Palm Beach County, Boynton Beach Boulevard, Palm Beach Lakes
Boulevard and PGA Boulevard, and expected completion of those plans in February

1995, with actual construction expected in August and September of 1995. Mr.
Robbins, Landscape Architect with Reynolds, Smith and Hills, Inc. reviewed the
plan for the landscaping which utilized xeriscape for minimum maintenance and
native plants. One of the main themes used in the plan was massing of
Washingtonian Palms to give a tropical flavor and to make a bold statement so that
passing traffic would gain an impression of the landscaping and colors, and would
make the intersection recognizable from a long distance away. Mr. Robbins gave
a detailed explanation of the plan, and responded to Vice Mayor Monroe's concerns
that maintenance would be very low. City Manager Herakovich explained that one
of the requirements of the grant was that the City enter into a maintenance
agreement which would begin in the 1995 -96 fiscal year. It was the consensus of
the City Council to grant approval of the conceptual plan, with minor comments
regarding keeping grass and other maintenance at a minimum.
PARKS AND RECREATION
NEEDS Parks and Recreation Director Sue Miller reviewed staffs report based on
recommendations previously made by the Parks and Recreation Advisory Board.
Ms. Miller reported that a parcel of land owned by the City within JDM located
adjacent to Possum Hollow was earmarked as a possible practice soccer field, since
it was not large enough for a ball field; and that acreage for parks and recreation N
had not been able to keep pace with the 1990 surge in population. Vice Mayor
Monroe commented that the full seasonal population might not be needed when
considering some sports, for example, softball, since many of the seasonal residents

were older and not involved in that activity; or when considering the acreage
needed for recreation. City Manager Herakovich explained that the national
standard was 10 acres per 1,000 population and the City's adopted level of service
was 2.5 acres per 1,000 and that the City was relying on neighborhood, private,
state, and county levels to meet that ten acres. It was determined that the recreation
acreage needed to catch up with the population and that a plan needed to be set in

motion that would provide for long -term goals. Immediate needs discussed were
the need to light existing fields, and moving the soccer fields. Also discussed was
tha possibility of grants for land acquisition, and reciprocal agreements with the
schools. Ms. Miller suggested moving the high school ball tea-s to Plant Drive
Park to relieve the current ball field that the high school was using. Another major
need mentioned by Ms. Miller was for a nature center. It was the consensus of the
City Council to develop Gardens Park and acquire lands for additional park sites,
and to develop a roller hockey rink at PGA Park.
MILITARY TRAIL - COST
OF MOVING UTILITIES Assistant City Manager Greg Dunham reported the cost to relocate the utilities to
the back of the extra 10 -foot right -of -way provided by the MacArthur Foundation
on both sides of Military Trail between Hood Road and Donald Ross Road could
approach $775,000, not including the cost of moving the telephone equipment. City
Manager Herakovich stated a tree line could still be planned, but it would include
power poles, and that the cost of moving specific poles could be presented to the Y
City Council at their next meeting.

ADJOURNMENT There being no further business to discuss, motion was made by Councilman Russo,
seconded by Vice Mayor Monroe, and unanimously approved, and the meeting was
adjourned at 9 :40 P.M.
