HomeMy WebLinkAboutMinutes Council 032494WORKSHOP MEETING CITY OF PALM BEACH GARDENS MARCH 24, 1994 The Workshop Meeting of the City of Palm Beach Gardens, Florida, was called to order by Mayor Clark at 8.05 P.M in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida. ROLL CALL The Assistant Deputy City Clerk called the roll and present were Mayor Russo, Vice Mayor Monroe, Councilwoman Furtado, Councilman Jablin and Councilman Russo. ITEMS FOR DISCUSSION DISCUSSION OF ITEMS 1 AND 2 OF SAM CARSILLO'S CONCERNS Item 1 was the issue of the sidewalk which Mr. Carsillo felt had been placed too close to the road at the 1 -95 underpass on Burns Road. During discussion it was determined that two funds, the road impact fees fund and the gas tax fund, would possibly be available for funding changing the sidewalk and also widening the bridge on Holly Drive where the sidewalk is also believed to be too close to the road. It was the consensus of the City Council to have staff research the availability of funds with recommendation for approval at the next City Council meeting, rather than wait until the 1 -95 expansion would be done since that might take more than five years, and the City Council felt the situation was a possible danger to residents. Item 2 was the need for a due date for completion of the helicopter pad at Palm Beach Gardens Medical Center. City Manager Herakovich reported she had written to the new hospital administrator regarding the urgency f .TTV rOTTNf TT, woRKRN(1P MF.RTTNC: 41?4/94 P Ar',F. of this situation and had not yet had a response. Vice Mayor Monroe suggested that the City Manager meet with appropriate hospital staff and Traumahawk personnel in approximately two weeks to establish interim safety guidelines for helicopter landings until the helipad could be built. Councilman Russo stated that Item 3, although not scheduled for discussion at this meeting, needed to be clarified. Mr. Carsillo's concern was that the City was not getting their fair share of return for the million dollars they pay Palm Beach County. Councilman Russo asked staff to look at this issue before the discussion of this matter at a future meeting. CABANA COLONY POOL Sue Miller, Parks and Recreation Director, reported she, the City Manager, and the City's pool staff had inspected the Cabana Colony Pool and her recommendation was that it would not be practical for the City to assume the operation of this pool because of the condition of the pool and the funds that would be required to restore and operate it as well as the fact that it would be used primarily by non - residents. Councilman Russo stated his position that he would be willing to help Cabana Colony run their pool, however the City had no funds available. FALSE ALARM ORDINANCE City Manager Herakovich reported there was a false alarm ordinance on the books that had not been enforced. Assistant Police Chief Dennis O'Rourke reported an average of 475 residential and 171 business alarms per month, of which many ofthese were abuse alarms. He suggested that a charge be instituted to be made after a certain number of abuse cases, and that guidelines be 8 CITY C()INCTT. WORTCCT40P WFTTNC. 104104 PACTF. I established for alarm companies. Councilman Russo agreed and stated all alarms should be required to have a disabling feature. Vice Mayor Monroe questioned whether any distinction needed to be made between an alarm that only creates a sound and an alarm that also alerts the police. Councilwoman Furtado suggested if a person had an alarm that kept going off they be given a checklist of things to do to possibly stop the alarms. Vice Mayor Monroe stated the fees charged should be sufficient to cover all the costs and time spent by the Police Department The consensus of the City Council was to direct staff to prepare an ordinance incorporating the points discussed. LAND DEVELOPMENT REGULATIONS It was the consensus of the City Council to modify PGA Boulevard design guidelines, to require all development along PGA Boulevard to rezone to PCD or PUD districts, and to prohibit "big box" use and outdoor sales along PGA Boulevard. In regard to landscaping, it was the consensus of the City Council to stop the maintenance of landscaping on residential streets by the City to the extent possible, to direct staff to check how other cities maintain medians, and to refer to the Citywide Streetscape Master Plan which was never adopted to identify those portions of that plan which might contain landscaping ideas for intersections of major boulevards. Direction to stair regarding a timeline for adoption of the City's Land Development Regulations was to continue on track to put these in place as soon as possible.
