HomeMy WebLinkAboutMinutes P&Z 051094• CITY OF PALM BEACH GARDENS PLANNING AND ZONING COMMISSION MAY 10, 1994 MEETING SUMMARY The Regular Meeting of the Planning and Zoning Commission of the City of Palm Beach Gardens, Florida, was called to order by Chairman -Elect Carl Sabatello at 7:30 P.M., in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. The roll was called by the secretary and present were: Chairman -Elect Carl Sabatello, Daniel Honig, Phillip Lyddon and William Mignogna, Members; and Thomas Pastore and Michael Posner, Alternate Members. Chairman Jeffrey Ornstein and Diane Carlino, Members, were absent. ITEMS BY THE PLANNING AND ZONING DIRECTOR • Rich Walton, Planning and Zoning Director, explained the memorandum entitled, "Minimum Engineering Guidelines and Standards for Private Roads in Residential Planned Developments - Emergency Access, Dead -End Streets, Cul -de -sacs, and T- Turnarounds," which was distributed to the Commission. These guidelines were discussed at the April 28, 1994 City Council meeting. Chairman -Elect Carl Sabatello said that he and Chairman Jeffrey Ornstein were in attendance at the April 28, 1994 City Council. He said Chairman Ornstein represented the Commission's views on the issue. Daniel Honig asked if the guidelines were adopted by City Council. Mr. Walton said these are policy and guidelines until they are formally adopted into the Land Development Regulations. He said that these are minimum standards. 0 1 • Mr. Sabatello said that the development known as Diamond Head in PGA National was approved by the City Council. APPROVAL OF MINUTES FOR APRIL 26, 1994 MEETING Michael Posner made a motion to approve the minutes of the April 26, 1994 Planning and Zoning Commission meeting. Mr. Phillip Lyddon seconded the motion. The motion was approved by a 6 -0 vote. WORKSHOP: Petition PUD- 94 -06, by Henry Skokowski of Urban Design Studio, agent for MacArthur Holding A, Inc., for Planned Unit Development site plan approval to construct 40 single - family custom homes on 24 acres on Parcel 12 of the BallenIsles Planned Community District. (14- 42S -42E) Mr. Sabatello said the company for which he works has done some business within the BallenIsles PCD. He added that the company is in negotiations with one of the parcels is being discussed tonight. He said he will identify the parcel before it is discussed. Bristol S. Ellington, City Planner, reviewed the May 5, 1994 staff report on the above- referenced petition. William Mignogna asked if the City requires cul -de -sacs to have sidewalks around it. Mr. Ellington said the City's subdivision regulations call for sidewalks around cul -de -sacs. Henry Skokowski, agent for the petitioner, reviewed the project. In response to concerns expressed in the City Engineer's memorandum, Mr. Skokowski said the petitioner is willing to provide a sidewalk along the western portion of the access tract while deleting the sidewalk along the western edge of the main project roadway. Mr. Skokowski said he is not certain what concerns the City Engineer David Getz has about the circular access for Lots 1, 2 and 3. He said the design is unusual, but workable. He • 2 said he does not understand what Mr. Getz finds "confusing" or "conflicting" about the is design. Mr. Walton said Mr. Getz's memorandum speaks for itself. Mr. Skokowski argued for the Commission to accept the circular access design for Lots 1, 2 and 3. He said it seems that the City Engineer's concerns are not technical concerns. He said the radii have been met. Daniel Honig said he agrees with the sidewalk change proposed by Mr. Skokowski. Mr. Honig suggested sidewalks around the northern cul -de -sac. Thomas Pastore said the sidewalks should go around the cul -de -sac. In response to a question from the Commission, Nader Salour, petitioner, said homes in this community will start at $800,000. • Mr. Posner, Mr. Mignogna and Mr. Lyddon agreed that the sidewalk should continue around the cul -de -sac. Mr. Lyddon said the cul -de -sac would look odd without the sidewalk. He said he agrees with Mr. Skokowski's suggestion of moving the sidewalk from the main road to the western edge of the access tract. Mr. Sabatello said he would like to see the sidewalk at the access tract and along the main road. In discussing the proposed circular access for Lots 1, 2 and 3, Mr. Honig said he can see the confusion with the design. He suggested moving the gate south to allow the lots to have direct access to the main road. Mr. Skokowski said the gates have to be at the current location in order to meet the car 3 • stacking requirements. Mr. Honig said he can see Mr. Skokowski's point. He said he could agree to the plan, subject to City Engineer's approval. Mr. Pastore said he defers to the Planning and Zoning Department staff and the City Engineer to work out the proper access for the three lots. Mr. Posner said he was in favor of the circular access. He said he likes the look of it. Mr. Pastore said he hated to go against staff on a technical issue. Mr. Mignogna said there would not be a stacking problem with a development of only 40 houses. He said he did not like the idea of a third gate for the project. He said he would like to see the gates pulled back. Mr. Salour said the stacking distance is needed in case one of the residents has a party. • Mr. Lyddon said he sees problems with an exit lane going into the entrance lane. However, he said he does not want to see a dead end access to the three lots. Mr. Sabatello said he would prefer to keep the gate at its current location for the car stacking. He said he did not have a problem with the circular access design, but he would like the issue cleared up with the City Engineer. Mr. Lyddon suggested a cautionary signal at the opening of the exit gate into the entrance lane. Mr. Skokowski said he will try to get together with the City Engineer to work out the concerns. Mr. Lyddon and Mr. Mignogna said they would agree to the circular design if the City Engineer signed off on it. 4 Mr. Pastore asked if staff has a concern with the moving of the sidewalk. Mr. Walton said he will confer with the City Engineer. Mr. Honig suggested replacing the circular access with a long driveway for Lot 1. Mr. Sabatello said he does not want to sacrifice good design with these new standards. WORKSHOP: Petition PUD- 94 -08, by Henry Skokowski of Urban Design Studio, agent for MacArthur Holding A, Inc., for Planned Unit Development site plan approval to construct 90 zero -lot line homes on 16.52 acres on Parcel 17 of the BallenIsles Planned Community District. (14- 42S -42E) Mr. Ellington reviewed the May 5, 1994 staff report on the above - referenced petition. Mr. Skokowski, agent, reviewed the project. In response to a written comment from City Engineer David Getz, he said the sidewalk was on the western side of the western entrance because of aesthetic reasons. Mr. Skokowski said the guest parking spaces were added to the site because of City • Council's previous concern for guest parking in higher density projects. He also stated that the proposed fountains will be relatively small. Mr. Walton stated that more information should be submitted to the City on the specifics of the fountains. Mr. Sabatello said the fountains and its water use should be addressed by the petitioner. Mr. Honig asked if the street lights will be gas lights. Joel Channing, developer of the project, said there will be gas lights. Mr. Honig said he would like to see sidewalks on both sides of the street because there will be many families with children living in the project. Mr. Channing noted that all the streets will be constructed with pavers. Mr. Posner noted that the sidewalk should be moved to the eastern side of the eastern exit. 5 • Mr. Pastore agreed with Mr. Posner. Mr. Chammng said that this housing product will have little appeal to families. Krent Wieland, landscape architect for the project, reviewed the landscape plan for the project. He said the interior landscaping will be a "visual space" and not a "people space." Mr. Mignogna said he would like to see a sidewalk in front of every house. Mr. Lyddon said the project looks good. He questioned why there were not sidewalks on both sides of the roadway. Mr. Mignogna said he believed there will be many children living in the project. Mr. Posner said he did not have a problem with the sidewalk on one side of the street. He said he preferred to see the green space instead. Mr. Channing reviewed the building elevations and the colors. Mr. Honig and Mr. • Mignogna said they liked the colors. Mr. Honig asked what would be the square footage of the units. Roy Davidson of BallenIsles Development Company said the square footage will range from 1,800 square feet to 2,600 square feet. Mr. Sabatello said there may be a concern about repetitive elevations. Mr. Wieland explained the concepts for the water fountains. Mr. Salour said that irrigation water could be used in the fountains. WORKSHOP: Petition PUD- 94 -07, by Henry Skokowski of Urban Design Studio, agent for MacArthur Holding A, Inc., for Planned Unit Development approval to construct 32 custom estate homes and 64 custom detached homes on 32.27 acres on Parcel 13 of the BallenIsles Planned Community District. (14- 42S -42E) Mr. Sabatello said he had a conflict of interest with this petition and will not participate in the Commission's discussions. • 6 Mr. Ellington, City Planner, reviewed the May 5, 1994 staff report on the above - referenced • petition. Mr. Skokowski, agent, reviewed the project. He said there are two different sections within the site with two different price ranges. He said he agrees with the City Engineer's comments that the entrance road should be 24 feet. Mr. Wieland reviewed the landscaping plan for the site. Mr. Mignogna asked if there was a water feature in the lake. Mr. Skokowski said there will be. Mr. Mignogna said he would like sidewalks all the way around the project. Mr. Honig said there should be a sidewalk at the northern tip of the project. He said this plan is better than the plan previously submitted. • Mr. Posner suggested that the sidewalk be moved to the outside of the roadway in the southern portion of the project. Mr. Salour said that would be acceptable. Mr. Lyddon said a continuous loop for the sidewalk is preferable. Mr. Honig said the petitioner will see more and more families moving into projects such as this. Responding to a question from the Commission, Mr. Davidson said the price range for the northern portion will be $450,000 to $600,000 and the southern portion will be $275,000 to $325,000. New Business Mr. Honig complimented the City for the new flag in front of City Hall. 0 7 Mr. Sabatello questioned about the newsrack ordinance and temporary signs in the City. • Adjournment • There being no further business to come before the Commission, the meeting was adjourned at 10:08 P.M.
