PLANNING AND ZONING COMMISSION
AUGUST 23, 1994
MINUTES
The Regular Meeting of the Planning and Zoning Commission of the City of Palm Beach
Gardens, Florida, was called to order by Chairman Jeffrey Ornstein at 7:30 P.M. in the
Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach
Gardens, Florida, and opened with the Pledge of Allegiance to the Flag.
The roll was called by the Secretary:

Also present were Mayor David Clark, City Manager Bobbie Herakovich, Assistant City
Manager Greg Dunham, and City Attorney Thomas Baird.

Richard Walton, Director, Planning and Zoning Department, reported the Land
Development Regulations (LDR's) were adopted at the August 18, 1994, City Council
meeting and copies would be available at the next meeting.
ITEMS BY CITY COUNCIL LIAISON:
Mayor David Clark reported on action taken by the City Council at its August 18, 1994,
meeting.
APPROVAL OF MINUTES:
Ms. Diane Carlino made a motion to approve the minutes of the August 9, 1994, Planning
and Commission meeting. The motion was seconded by Mr. William Mignogna. The
motion was approved by a 4 -0 vote. Mr. Carl Sabatello abstained since he was not present
at that meeting.
SITE PLAN & APPEARANCE REVIEW
Final Site Plan Approval: Petition SP- 94 -06, by Jeff Krautler, agent for T.P.I. Restaurants,
Inc., for the renovation of the exterior of the existing Shoney's restaurant and the
• installation of additional landscaping along Northlake Boulevard. Located at 4280
Northlake Boulevard. (24- 42S -42E)

Bristol Ellington reviewed the staff report dated August 18, 1994. He reported the
petitioner had revised the site plan to be in compliance with the Sign Code.
Mr. Jeff Kraulter, agent, explained the building is being remodeled to improve its
appearance so that it is similar to other Shoney's restaurants. He further explained $10,000-
$12,000 is proposed for additional landscaping and that the green roof is part of their
corporate image. Regarding the eastbound turn lane which would affect the northeast
corner of the Shoney's site, Mr. Kraulter stated legal documents are being prepared to allow
for the construction of this turn lane. The owner of the adjacent shopping center will be
responsible for the relocation of landscaping affected by the construction of the turn lane.
Chairman Ornstein stated the pale green color sample submitted was an improvement over
the former glazed dark green, but that a white or grey color would be more acceptable to
him. However, he believed the color of the roof should be more compatible with that of
the adjacent shopping center. He further stated he believed the present red stucco metal
roof was more compatible to the Center than the green color proposed.
Mr. Tom DeGeorgio, architect for the project, pointed out that Blockbuster Video had been
allowed to use a bright blue, back -lit awning on their building. He argued that compatibility
could be things other than color such as style and consistency.
Ms. Diane Carlino stated she did not have a problem with the lighter green color and was
happy to see that more landscaping would be installed around the building. She further
stated she would rather see the green roof than not have the building improved at all.
Mr. Bill Mignogna stated he did not believe the green was compatible with the present color
at the adjacent center.
Mr. Sabatello initiated discussion regarding the colors of the stucco, shutters, and trim. He
stated he did not like the red trim on the facade of the building or the dusty rose on the
shutters. He believed all the colors should be more subdued and softer and that the
shutters should match the stucco. Further, he stated if these changes were made, the green
roof would not be too much of a problem.
Chairman Ornstein stated the petitioner should submit a rendering of the proposed colors,
and the petitioner responded that additional color elevations would be provided at the next
meeting.
Discussion ensued regarding the compatibility of outparcels at other shopping centers,
particularly at the Promenade.
Mr. Krautler stated Palm Beach Gardens would become the national headquarters for the
restaurant chain and that 35,000 square feet of space had been leased in a building at the
corner of PGA and Military Trail.
Mr. Sabatello asked if taller, fuller landscape materials could be used along the north

elevation of the building to soften the blank wall.
Mr. DeGeorgio stated he could match the building's colors to the shopping center if
necessary and that he could return to the Commission with a couple of renderings.
Chairman Ornstein stated a rendering should be shown using colors which best suited the
pale green roof.
Mr. Pastore stated he believed the light green roof color was a big improvement over the
former dark green color submitted.
Mr. Mignogna stated he would like the colors on the elevations to be more compatible with
those of the Center. He further referred to the islander shutters and asked if they worked
were compatible with the rest of the Center. Mr. Ornstein stated he did not have a problem
with the shutters but that should blend with the color of the building, with the tower perhaps
being accentuated more. Mr. Krautler stated the tower was being emphasized with the sign.
Chairman Ornstein stated the petitioner should return with a proposal which would more
accurately reflect what is to be considered.

There being no further business, the meeting was adjourned at 8:15 p.m. The next meeting
will be held September 13, 1994.
