HomeMy WebLinkAboutMinutes RAB 110194w � CITY OF PALM BEACH GARDENS PARKS AND RECREATION DEPARTMENT 4404 BURNS ROAD PALM BEACH GARDENS, FL 33410 (407) 775 -8270 MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING NOVEMBER 1, 1994 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, November 1, 1994 at 7:30 P.M. at the Riverside Community Center. Members present included Chairman Jeff Sabin, John Elsner, Ronnye Sands, Bette Bates, Sandy Gottlieb, Councilman Joseph Russo, Brian McLaughlin, Acting Director/Parks and Recreation, and Dick Cameron, Superintendent/Parks. Not present: Joanne Steele, Joe Kuveikif, Y.A. A. Representative, neither President Don Babin nor Vice President Rick DeKeyser. I APPROVAL OF THE MINUTES: *The minutes from the October 4, 1994 meeting of the Parks and Recreation Advisory Board were approved as written. II DIRECTOR'S REPORT: • RECREATION *Teen Grant in conjunction with Howell Watkins Middle School After- School Program will be $15,000 to the City for our program. A variety of activities will be planned including sports programs, art projects and numerous other activities that interest teenagers. Criteria is dictated by the school board, however, we are responsible to set up our program to run for one and a half hours each day. *Winter Gardens News will be in the mail in four to five weeks. *Our main special event for this time of year is the Howling Hoedown. It was held at PGA National Park.on October 28th. The Haunted House was the biggest attraction. Everything was well planned and organized and the event was extremely successful. *Youth Travel Soccer program is being worked out with the organizers. This program is not under the City, but we are resolving problems that exist. The organizers are working on an insurance release for the City. PARKS *There continue to be a few leaks at the Burns Road Community Center. The contractor will be working on the leaks and correcting the problems until there are no more leaks. *When the Burns Road Community Center is completely dry, the walls will be repaired along with other water damage. *Riverside Community Center's addition for Parks is on hold due to ground contamination. This may be remedied by moving the addition to the north side of the building. • III OLD BUSINESS: *Lake Catherine will be lit! This will increase the usage of the fields mainly during the RECOGNIZED AS THE #1 PARKS & RECREATION DEPARTMENT IN THE NATION WINNER OF THE NATIONAL GOLD MEDAL AWARD IF • months of February and March with the extended hours. Lights are to be turned out at 9:00 P.M. *Oaks Park bids were awarded for the irrigation and the pavilion with grills. Residents of the Oaks are discontent with this decision and favor only a Tot Lot at the Oaks Park. *Capital Improvement Program for the new fiscal year include the repairs to the Burns Road Community Center from previous water damage and the heating of the municipal pool. Both of these projects should be complete in the early part of 1995. In addition, we have acquired three new vehicles for our Park staff maintenance programs. V NEW BUSINESS: *Memo from Kim Glas, City Planner regarding "Update of Recent Development Approvals" was passed out to all members and discussion followed. Growth limitations exist which prevent more development to the east due to impact on roads and existing bridges. An "urban sprawl' created by developing too far west and northwest may be the only way we can go. There are limitations west due to lack of available dry land. All acknowledge a major responsibility toward the need to analyze each neighborhood and development in determining the recreation impact that will be placed on the City from any growth. There have been no solutions to our crisis for additional ballfields. Perhaps we can focus on future developments to fulfill our needs. There may be a viable solution that could be right underneath our noses within the Master Plan. City Hall may be relocated allowing additional ballfields where City Hall presently stands. • *Committees and sub - committees need to be planned to establish the comprehensive plan amendments. - This is also a good time to revise our level of service so that it coincides with the November referendum. V MEMBERS REPORTS: *Members expressed frustrations since they had worked so long and so hard on Lake Catherine lighting and the Oaks Park and were not able to speak at the City Council meetings. *City sign ordinance was brought up but no one was completely knowledgeable of the ordinance. *The meeting was adjourned at 9:20 P.M.
