CITY OF PALM BEACH GARDENS PARKS AND RECREATION DEPARTMENT 4404 BURNS ROAD PALM BEACH GARDENS, FL 33410 (407) 775 -8270 MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING SEPTEMBER 13,1994 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, September 13, 1994 at 7:30 P.M. at Burns Road Community Center. Members present included John Elsner, Sandy Gottlieb, Ronnye Sands, Bette Bates, Joseph Kuveikif, Joanne Steele, Dan Eagle, Y.A.A. President, Rick DeKeyser, Y.A.A. Vice President, Councilman Joseph Russo, Susan Miller, Director/Parks and Recreation, Dick Cameron, Superintendent/Parks and Bob Glancy, Parks Manager. Not present: Chairman Jeff Sabin. In the absence of Chairman Jeff Sabin, Susan Miller conducted the meeting. • I APPROVAL OF THE MINUTES: The minutes from the June 7, 1994 meeting of the Parks and Recreation Advisory Board were approved as written. II DIRECTOR'S REPORT: *Reappointments to the Advisory Board were announced: Sandy Gottlieb, John Elsner, Ronnye Sands, Bette Bates, all appointments expiring July, 1997. Two new members, Joseph Kuveikif and Joanne Steele, were appointed to replace Betsey Yerry whose term expired, and Jim Maynor who resigned. Under a special exception, Jeff Sabin, Chairman, was reappointed by the City Council to serve an extension of one year due to his involvement with the Master Plan, the Comprehensive Plan, and several sub - committees. *Summer Program, Camp Gardens, accommodated approximately 600 resident and a small percent non - resident children between the ages of 5 to 14 years of age. There have been several requests to extend our summer program from 8 weeks to 10 weeks. *Burns Road Community Center, Riverside Community Center and Plant Drive Teen Center were repaired and painted after camp ended and are now back in good shape. Burns Road Community Center still has a few minor leaks in the roof and the skylights which are being taken care of by the contractor. Riverside is getting an addition to give more working and storage space to our Parks • staff. Completion should be in December. RECOGNIZED AS THE #1 PARKS & RECREATION DEPARTMENT IN THE NATION WINNER OF THE NATIONAL GOLD MEDAL AWARD Q% III OLD BUSINESS: • *Lake Catherine lighting remains a hot issue. A subcommittee has been formed and is meeting regularly to keep the homeowners updated. There is much opposition, but a compromise will be made in order to light the fields to accommodate our athletic programs. This is only a bandaid solution, but will help significantly. *The Master Plan and the Comprehensive Plan both are a long way oil. We are looking • towards November, 1995. The growth of our city is already affecting our programs and something must be done so that our services to the community are not interrupted. Councilman Russo realizes the importance of recreation and the impact that it has on our continued growth and success as a city. The Advisory Board must get aggressive and show the City Council the demands and lack of space to justify our needs -- get soccer off Gardens Park, light the fields at Lake Catherine, permanent roller rink in PGA next to the softball fields -- things that can be done without a referendum should be done as soon as possible. *All Advisory Board member terms will expire July, 1997 with the exception of Jeff Sabin. *The Oaks Park development has been slated as passive and still the residents of the Oaks are expressing their concerns and are apprehensive of our version of a passive park. IV NEW BUSINESS: *Budgets have been submitted to the city council and will soon be finalized. *Palm Beach County Development Plans include purchasing property from the Foundation, Frenchman's Forest, off of Prosperity Farms Road and deeding it to the City of Palm Beach Gardens. It could only be used for environmental purposes as a nature center with trails • and observation areas. Our recreational needs survey indicated that the top priority with residents is the lack of nature parks and trails. However, the costs involved in the upkeep of this property and it environmental limitations will be investigated before any decision is made. *Visioning with staff for five years has been set and must be approved. V MEMBERS REPORTS: *General discussion amongst the board members included mention of tennis, soccer, winter baseball, Y.A.A. officer elections and the need for park space near Plat 4. NOTE: Parks and Recreation Advisory Board meetings will be held at the Riverside Community Center until further notice.
