MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
MARCH 1, 1994
The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, March 1,
1994 at 7:30 P.M. at our Riverside Community Center.
Members present included Chairman Jeff Sabin, Ronnye Sands, John Elsner, Sandy Gottlieb,
Bette Bates, Alternate, Councilman Eric Jablin, Dan Eagle, Y.A.A. President, Susan Miller,
Director Parks/Recreation, Dick Cameron, Superintendent/Parks and Brian McLaughlin,
Superintendent/Recreation. Not present: Braxton Melvin, Betsey Yerry, and Jim Maynor.
I APPROVAL OF THE MINUTES:
The minutes from the February 1, 1994 meeting of Parks and Recreation Advisory Board
were approved as written.
• II DIRECTOR'S REPORT:
*The Burns Road Community Center roof has been an embarrassment and has caused
many cancellations of scheduled activities due to the numerous leaks. Bid was awarded and
includes the air conditioning unit. Leaks in sky lights must be fixed first.
*The Teen Center at Plant Drive Park has been a priority with Public Works and Parks
and will be completed for a March Grand Opening.
*All our city parks have really benefitted from our new mowers and park equipment and
the continued hard work and efforts from our parks staff. We now have evening and weekend
staff that will enable us to improve our service to the public.
*Newsletter for the Spring will be mailed out next week for the classes that begin the
week of March 14th. The next newsletter which will have the summer programs will be out the
end of April.
III OLD BUSINESS:
* The teen group has grown to 30 and 40 teens dropping in each day. At the new facility
at Plant Drive Park, the concession stand will be open for business every day and this will
probably make more teens aware of our "Drop -In" program and activities. The Teen Dances are
planned for once a month and the turnout is getting close to 300 teens. The Teen Center is a
much needed facility.
*Lake Catherine Sub - committee Report by Dan Eagle and John Elsner indicated that after
checking with the County Impact Fee Coordinator, Ann Waters, that impact fees could be used
for intent to benefit the zone. The lighting we want to get for Lake Catherine will double the
present capacity from approximately 25 hours to 50 hours per week. For a small fraction of the

• cost of new fields, we can double the usage. Sub - committee will get the specs for the lighting,
look at options and funding and then present to Bobbie Herakovich, City Manager, as a formal
proposal. If the city manager approves the proposal after check with the city attorney regarding
the legality of using the impact fees, it will be put on the agenda. Obtaining a bid takes around 60
days.
In a formal motion it was unanimously agreed that the Parks and Recreation Advisory
Board will present a proposal to light Lake Catherine to the City Council.
*The Imagination Station a playground structure is under consideration for Palm Beach
Gardens parks. Brian McLaughlin is talking to people, compiling information and working on
cost and funding for this addition.
*The Oaks Park continues to be discussed and meetings with St. Marks continue. At this
point, tennis courts, pavilions, jogging trail and restrooms are the only plans we are working with.
*Palm Beach County Comprehensive Plan is being discussed. Susan Miller will have
meetings with the county staff to get this resolved and will keep the board informed.
DCA - Department of Community Affairs prepared a presentation to the county and Kim
Glas, Greg Dunham, Rich Walton and Jeff Sabin attended and proposed objections. The
development of the Dyer landfill into a district park with equestrian trails and ballfields that are
being planned, will not serve our needs as a regional park.
IV NEW BUSINESS:
*Gardens Park Master Plan has been tied in with the city's comprehensive plan and has
become complicated by committees. The deadline for a ballot and the procedure to get on the
ballot as a public referendum must be investigated.
In a formal motion it was unanimously agreed that we go ahead with the bond issue for
Gardens Park Master Plan for a November referendum.
Councilman Eric Jablin understands our situation and our frustrations and is willing to
make our feelings known to the city council.
*Baseball and softball signup schedules are to be coordinated with Y.A.A., schools, and
recreation and should be published.
V MEMBERS DISCUSSION:
*Camp Gardens will not have the half day program for the 4 and 5 year olds this year
because we do not have the facilities to accommodate this program. The 5 year olds will be
included with the 6 year olds this summer and will be in an all day program. The four year olds
are too young for an all day program. We will look into athletic camps for 4 years olds as an
option.
*An explanation was sought as to why ages for athletics differ from town to town and
facility usage seems to be the only reason.
*Inquiries were made regarding Dave Pania's Sportsplex, but no one has heard any new
information since he made his presentation at our January meeting.
