MILITARY TRAIL PALM BEACH GARDENS, FL 33410 (407) 775 -8270 MINUTES ' PARKS AND RECREATION ADVISORY BOARD MEETING FEBRUARY 1, 1994 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, February 1, 1994 at 7:30 P.M. at our Riverside Community Center. Members present included Chairman Jeff Sabin, Ronnye Sands, Betsey Yerry, Jim Maynor, John Elsner, Braxton Melvin, Bette Bates, Alternate, Councilman Eric Jablin, Dan Eagle, Y.A.A. President, Susan Miller, Director/Parks and Recreation, Brian McLaughlin, Superintendent/Recreation, and Dick Cameron, Superintendent/Parks. Member(s) not present: Sandy Gottlieb. I APPROVAL OF MINUTES: • The minutes from the January 11, 1994 meeting were approved as written. II DIRECTOR'S REPORT: *Bids on roof for Burns Road Community Center have been accepted. The City Council will award bid Thursday, February 3, 1994. The air conditioner will be included in the bid, as an option, if it must be replaced. *Plant Drive Park is being remodeled and building is being renovated as our Teen Center. Playground equipment is being upgraded along with the park. *Teen Drop -In has grown from 10 teens a day to approximately 30 teens a day. *Have contracted concession to the Alexander's. The Alexander's are helping remodel Plant Drive and Gardens Park. *Teen Dances will be held at Burns Road Community Center Gym. These dances have been very popular with the local teens. * PGA Tennis and Basketball Courts have been set up as projects for resurfacing. *New lights are going up at Burns Rd. jogging trail and the front parking lot. *Oaks Park irrigation and landscaping designs are in the works. The "Imagination Station" is being handled by Brian McLaughlin. He is talking with Delray's staff, investigating financing options. Delray's cost was approximately $90,000 for their Imagination Station. *Summer Camps: 5 - 6 year olds will be at Riverside; 7 - 10 year olds will be at Burns; 11 and up will be at Plant Drive. *We will be using the PBCC Theater for our annual dance recital instead of Dwyer High School. RECOGNIZED AS THE #1 PARKS & RECREATION DEPARTMENT IN THE NATION WINNER OF THE NATIONAL GOLD MEDAL AWARD III OLD BUSINESS: *There is $767,400 in credits owed for the Klock property. This was created by the previous administration. *It was suggested that we do all phases of the Klock property at one time and have a town meeting for the bond issue. *Lighting of Lake Catherine ($165,000) should be undertaken now as a separate issue. The board would like it lit by September, 1994. A subcommittee consisting of Dan Eagle and John Elsner was formed to accomplish this goal. *Susan Miller and City Manager Bobbie Herakovich met with the county about a North County Regional Park. The county has lowered the level of service because of the economy. Thus there are no immediate plans for a new regional park. The City can put in an objection to the county. IV NEW BUSINESS: *The Palm Beach Gardens High School baseball games start February 10, 1994. *Part -time staff will be utilized for dragging fields and taking care of bathrooms once games start. *Dave Pania addressed the board regarding " Sportsplex of the Palm Beaches" , which will specialize in year round tournaments in amateur sports such as softball, baseball, flag football, beach volleyball and soccer. They plan to have an amphitheater, concession stand, batting cages, coaches instructional schools, game room, party room, and a supervised children's playground. The theme of the park will be family orientated. • *Dan Eagle would like two permanent roller hockey rinks. The turnout for this year was 108 participants with a waiting list of 100. Next season over 300 participants are anticipated. *Jeff Sabin suggested that the Advisory Board rotate meeting places so they all have a feeling for all of the town facilities. *Pool heater system funding has been started and will be included in the proposed budget next year. Bob Bashwiner, Aquatics Coordinator, has had numerous successful fund raisers and has solicited several donations. *SUGGESTIONS: * ** Keep schools open with Recreation Staff. ** *We need a Skateboard Park. ** *Put in more racquetball walls for children to use in the game "Butts Up." V. MEMBERS REPORTS: *Councilman Eric Jablin reported that the City Council is impressed with the plans for the Klock Property. There is a definite need. The council wants to set aside the environmental areas to other locations. A majority of the council agreed to link the Police and Recreation needs into one bond issue because it involves youth and linking together could be beneficial.
