MILITARY TRAIL PALM BEACH GARDENS, FL 33410 (407) 775 -8270 MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING JANUARY 11, 1994 The City of Palm Beach Gardens Parks and Recreation Advisory Board met on Tuesday, January 11, 1994 at 7:30 P.M. in a conference room at Riverside Community Center. Members present included Chairman Jeff Sabin, Ronnye Sands, Sandy Gottlieb, Betsey Yerry, Jim Maynor, Dan Eagle, Y.A.A. President, Susan Miller, Director /Parks and Recreation and Brian McLaughlin, Superintendent /Recreation. Members not present were John Elsner, Braxton Melvin and Councilman Eric Jablin. I APPROVAL OF MINUTES: Minutes from December 7, 1994 meeting was approved with a correction to the Members Report eliminating Sandy Gottlieb's name. Otherwise, the minutes were approved as written. II DIRECTOR'S REPORT: *Staff is complete with openings from time to time in our part time positions for night staff and gym staff. *Roof pre -bid conference was held January 6, 1994 with bids being opened on January 20, 1994. The bid should be awarded within two to four weeks after they are opened. *Teen Center at Plant Drive should be ready in February. *Field conditions are the best that they have ever been. PGA National Park is not up to par yet partially because of the DOT project which interfered with drainage. The tennis courts and the basketball courts there are being resurfaced in the near future. *Winter programs have started and are going well. Stats are kept and are available. Stats are important for the Bond issue that we are considering. III OLD BUSINESS: *Discussion on the 17 acres behind Klock regarding the credits and the MacArthur Foundation determined that the property can be developed but that the city needs to take the proper steps in preparation for development. Things to be done for 17 acre property behind Klock: *Cost estimate of buyout of land credits *Start report necessary for environment and review with forester • *Contact PW and see about clearing 17 acres *Quotes on clearing, irrigation, and drainage need to be obtained RECOGNIZED AS THE #1 PARKS & RECREATION DEPARTMENT IN THE NATION WINNER OF THE NATIONAL GOLD MEDAL AWARD • *Master Plan includes the entire municipal complex, administration, police department, fire department and ball field complex. We need the council's feelings so that we know how to go with the referendum to determine the Gardens Parks Plan. *Susan Miller will pursue county support and involvement with the possibility of a regional park in Palm Beach Gardens. *The idea of planting fast growing native trees along the canal at Lake Catherine to block the light is noteworthy. *Oaks Park Plan is ready to be presented to the City Council and Phase I which includes lighting the jogging trail, irrigation, sod, bushes and signage is in the budget and is a designated project. Phase II which includes the Tot Lot and the Imagination Station is to be presented to the community including St. Marks, The Oaks, Sienna Oaks and Rainwood. *It is imperative to have Councilman Eric Jablin, our council liaison, tour the fields in order to have council understand our usage situation. IV NEW BUSINESS: *Impact fees are earmarked for new parks. Consequently, creative funding is our answer for the Gardens Park Master Plan. V MEMBERS REPORTS: *City ordinance "Limitation on Continuous Terms of Office" has been requested for our next meeting. *Parks and Recreation Organizational Chart has been requested for our next meeting. *City Council representation has been absent from our meetings and if our liaison is unable to attend our meetings, the board would like to discuss options, perhaps being flexible with our meeting date would be the answer. *Y.A.A. reported on number of participants, the certification of its coaches and the scheduled clinics. Next Parks and Recreation Advisory Board meeting to be at 7:30 P.M. on February 1, 1994 at the Riverside Community Center.
