HomeMy WebLinkAboutMinutes Council 022593X CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS FEBRUARY 25, 1993 The Workshop Meeting of the City Council of the City of Palm Beach Gardens, Florida, was called to order by Councilwoman Monroe at 8:00 P.M., in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The City Clerk called the roll and present were Councilwoman Monroe, Councilman Jablin and Councilwoman Furtado. Vice Mayor Russo arrived at 8:25 p.m. Mayor Martino was not in attendance due to an illness. solution 19, 1993 Steve Delai, Battalion Chief Palm Beach County Fire Rescue, addressed the City Council and reviewed the amendments made to the proposed Interlocal Agreement. Mr. Delai also reviewed the process to be used to bill insurance companies and patients for services. After further discussion, there was a consensus of the City Council to amend the Interlocal Agreement as follows: 1. Page 1, 2nd Whereas, 2nd line, change "their" to "its ". 2. Page 2, next to last line; Delete "It is County's intention to" and insert "The County shall ". 3. Section 8. Options; first line; delete "shall attempt to" and insert "may". 4. Page 2, 1st line; change 1110" to "11 ". Councilwoman Monroe stated she had spoken with Dr. CITY COUNCIL WORKSHOP MEETING, 2/25/93 PAGE 2 Buttaravoli, Medical Director of Palm Beach Gardens Medical Center Emergency Room, stated there were no complaints from the hospital regarding the medical service of North County Ambulance. Councilwoman Monroe stated she did not under why the City would want to commit extra dollars to contract with Palm Beach County, however, she would continue to keep an open mind regarding this matter. In response to Councilman Jablin, Chief Arrants stated the fire service automatic aid would be able to continue past the agreement. There was a consensus of the Council to place this item on the Consent Agenda for the 3/4/93 Regular Meeting. Pirry Merman Barry Merman, Palm Beach Gardens, addressed the City Council and expressed several concerns regarding the proposed Interlocal Agreement. Pat Smith Pat Smith, Palm Beach Gardens, addressed the City Council regarding the lack of a termination clause in the Interlocal Agreement. Attorney Brant stated the only course of action open to the Council should Palm Beach County breach the contract would be for the Council to withhold payment and litigate the issue. Councilwoman Monroe requested Attorney Brant provide Council with language to provide for a reasonable time period should a breech of contract. `.er Allen Peter Allen, North County Ambulance, addressed the City CITY COUNCIL WORKSHOP MEETING, 2/25/93 PAGE 3 Council stating they would continue to service Palm Beach Gardens until another service took over and suggested the City maintain a backup plan should Palm Beach County not receive the Certificate of Need. Ron Beasley Ron Beasley, Professional Firefighters and Paramedics of Palm Beach County, addressed the City Council and thanked the City Council for their astute dealing in this issue.
