MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
NOVEMBER 2, 1993
The City of Palm Beach Gardens Parks and Recreation Advisory Board
met on Tuesday, November 2, 1993 at 7:30 P.M. at the Burns Road
Community Center.
Members present included Chairman Jeff Sabin, John Elsner, Betsey
Yerry, Y.A.A. President Dan Eagle and Susan Miller, Director /Parks
and Recreation. Not in attendance: Ronnye Sands, Sandy Gottlieb,
Braxton Melvin and Councilman Eric Jablin.
I APPROVAL OF MINUTES:
Minutes from October 5, 1993 meeting were approved by all
present with no need for additions or corrections.
II DIRECTOR'S REPORT:
*Superintendent of Recreation position is open again.
Candidate that was selected was counter - offered by his
employer.
*Teen Supervisor, Trish Price, is doing an excellent job.
Participation in her programs is tremendous and warrants
additional part time staff to supervise the activities.
*First Teen Dance on October 22nd with a Halloween theme
drew 200 area teens.
*Our Teen Programs need additional space due to their
popularity. Plant Drive Park building is being considered.
*Burns Road Community Center new roof estimates are much
higher than anticipated in the area of $250,000 due to the
fact that the air conditioning system will also have to be
replaced. We must now go to City Council to explain the
need for additional funds to complete this project in this
fiscal year.
*Park conditions are being addressed and the new system is
working well with the new equipment. The turf management
and fertilizer schedule has been implemented. What we need
now is "down time" to restore the fields until the Master
Plan is in place.

• II OLD BUSINESS:
*Master Plan costs are being reviewed.
*Preliminary cost and conceptual lighting plan for Lake
Catherine is integral part of Master Plan.
*Master Plan should be presented to the residents for their
input and support. This will be needed in order to get City
Council's approval. Y.A.A. and the soccer leagues needs to
make City Council aware of their support of the Master Plan.
*Master Plan needs to gain momentum. Y.A.A. needs to make
City Council aware of their support, as well as the soccer
leagues.
*Good news! Kim Glas has informed us that the 17 acre Klock
property can be used for recreational use. Jeff Sabin will
follow through on this with a letter of intent to City
Council for the usage of this property.
*Clearing, grading and sodding this property with Bermuda
Grass creating new open fields could work at this time.
Dick Cameron can work up costs for this.
*Dan Eagle made a motion to get permission to clear Klock
17 acres immediately and have grounds cleared, graded, and
sodded. John Elsner seconded the motion.
*Susan Miller advised Chairman Jeff Sabin to direct a letter
of recommendation to her regarding the clearing, grading,
and the sodding of the Klock property so that she can do
40 a written recommendation to the City Manager for this
project to be done.
*Chairman Jeff Sabin to write a letter to City Council
inviting them on a tour of our fields. The tour to be done
on a Saturday in the near future will begin with Breakfast
for all at The Pastrami Company.
*Strategic Plan needed.
*YMCA funds are limited and has nothing new to report.
*Chairman Jeff Sabin on behalf of the Parks and Recreation
Advisory Board will write a letter of appreciation to the
City Council recognizing all of Ellen Finnerty's efforts
and hard work throughout the many years she has served on
this board.
III NEW BUSINESS:
*Jogging trail lighting has been ordered and is on the way.
*Florida Power and Light will be contacted by Dee to find
out about their program of providing free security /safety
lighting.
*Susan Miller, Director /Parks and Recreation will notify
the City Manager in writing that we have two openings on our
• Advisory Board, one opening to replace Ellen Finnerty and
the other is for an alternate.
*A letter will be sent to Bobbie Herakovich to address tennis
• fees and swimming pool fees.
*Roller hockey is being set up in parking lot of Gardens
Park with an enrollment of 150 participants.
*Our Recreation Department is encouraging a mandate on
certification of all coaches for all sports that we sponsor.
IV MEMBERS REPORTS:
*Dan Eagle recommended contacting either Coke or Pepsi seeking
grants that they may give for athletic fields.
*Betsey Yerry reported on the Seniors and indicated the
increase in registration fees was accepted with only a
little resistance.
*John Elsner praised the Country Western event.
