MILITARY TRAIL PALM BEACH GARDENS, FL 33410 (407) 775 -8270 MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING MARCH 16, 1993 The City of Palm Beach Gardens Parks and Recreation Advisory Board met on Tuesday, March 16, 1993 at 7:30 P.M. at the Burns Road Community Center. Members present included Chairwoman Ronnye Sands, Ellen Finnerty, Betsey Yerry, Jeff Sabin, John Elsner, Braxton Melvin and Y.A.A. President, Tom Heller. Members not present included: Sandy Gottlieb and Council Liaison Joe Russo. Staff present included: Parks and Recreation Director Bobbie Herakovich and Assistant Director Sue Ruskay. • I APPROVAL OF MINUTES: Minutes from the February 2, 1993 were approved by all present with no need of additions or corrections. II DIRECTOR'S REPORT: *Special Event - Battle of the Wings was extremely successful and attended by over 1,200 people. 1st place went to Bay City Bistro, 2nd place to Palm Beach Ale House, 3rd place went to One Thai Restaurant. *Sand has been added to Playscape and Tanglewood playground to keep playgrounds in compliance with safety standards. *Burns Road roof problem still unresolved. There are many problems complicating the means for a solution. Ultimately a new roof will be required. We are looking for the best warranty in selecting a roofing product. *Concurrency management and recreational impact fees will be very important to the future of parks. *Alternative Transportation Corridor is a City master plan concept which would create a beltway or green way between the street and sidewalk linking PBG with Jupiter. Size has not been established but should be considerably wider than a • normal sidewalk. RECOGNIZED AS THE #1 PARKS & RECREATION DEPARTMENT IN THE NATION WINNER OF THE NATIONAL GOLD MEDAL AWARD *Jeff Sabin asked about creating a park district such as Boca • has. However, there are pros and cons to this idea. *Advisory Board member's terms will have to be redefined. Alternate Sandy Gottlieb must be approved by the City Council. This has not been done yet. *Clay for the jogging trail at Burns Road Community Center is here and ready to be laid. There is a need for clay to be added to the baseball field in various areas. *Chairwoman Ronnye Sands expressed concern about the summer fitness programs and was assured they would be continued and that there would be no break this year. III OLD BUSINESS: Needs Assessment Survey discussed and recommendations made. For the most part, the survey as sent to the Advisory Board members was accepted with a few additions and a few deletions. Format more than content to be worked on. *Target date for survey to be late April. A bulk mailing will be considered as well as a separate tear out section in the Summer 93 Gardens News as methods of distribution. *The survey will be mailed to a random sample of residents, • which would include approximately 10% of our households. The survey will include a cover letter from Chairwoman Ronnye Sands. *City Council members will have the opportunity to approve the survey. *John Elsner expressed concern about the handling of the results of the survey. Ronnye Sands has contacted a stat man, Jim Brenneman, who will be getting together with Bobbie Herakovich to exchange ideas. IV NEW BUSINESS: * Ronnye Sands would like to see a new bulletin board added to list weekly and monthly events at Burns Road Community Center. *A sample of a Parks and Recreation Department computerized registration receipt (with a message of an upcoming event inserted) was passed around for all to see. *Summer and new programs were mentioned. Possibility of holding a canoeing beginners program on Lake Catherine or on the Thompson River was discussed. *Ellen Finnerty would like to see the Oaks Recreational area perhaps utilized for softball practice. *St. Marks is interested in enhancing the use of the . Oaks Recreational area as a joint venture with the city. *Ellen Finnerty questioned the use of banners to advertise our town events indicating that she feels that it would create a "hometown" atmosphere. *Suggestions were made to improve our Gardens News such as listing names and responsibilities of staff at both centers so residents know whom to call. *Advisory Board wants an announcement to appear advising residents to be on the look out for our survey; and to indicate that results will appear in the following Gardens News, surveys returned will be eligible for a drawing (prizes to be decided). *Plant Drive Park playground is in need of lighting. *When people are using the parks over the weekend, restrooms are not open. Have heard many complaints about this. *Klock property hopefully will be changed from public use to recreational use. *There is a definite need for more racquetball courts in • our city.
