SPECIAL REGULAR MEETING
CITY OF PALM BEACH GARDENS
OCTOBER 22, 1992
The Special Regular Meeting of the City Council of the City
of Palm Beach Gardens, Florida, was called to order by Mayor
Martino at 5:00 P.M., in the Assembly Room of the Municipal
Complex, 10500 North Military Trail, Palm Beach Gardens,
Florida; and, opened with the Pledge of Allegiance to the
Flag.
Present were Mayor Martino, Vice Mayor Russo, Councilwoman
Monroe, and Councilman Jablin.
PUBLIC HEARINGS
ORDINANCE
1992 Mayor Martino opened the Public Hearing, which was duly
advertised 10/7/92 and 10/27/92, and held on the intent of
Comprehensive Land Use Plan Amendment #91 -2.
Rich Walton, Director of Planning and Zoning, addressed the
City Council stating this amendment was transmitted in June,
1991. Mr. Walton stated it was intended to have been
adopted by the end of 1991, however, with the receipt of the
ORC report in October, 1991, additional information was
requested from DCA relating to the 10,000 acres of the
MacArthur Foundation tract. Mr. Walton stated the ORC
report relating to the items now on first reading received
no objections from the DCA. Mr. Walton stated they are
requesting the City Council approve the amendments of the
Future Land Use Map with the 3 changes and the modification
to the text in the Capital Improvements Element to include

the Riverside Drive Recreation Center in the Capital
Improvements Element.
Councilwoman Monroe requested Bobbie Herakovich, Director of
Recreation, review the comments from the last City Council
meeting and begin the process of assembling data for changes
in the next Comprehensive Plan amendment.
Vice Mayor Russo stated he would like the 3.5 acres per
1,000 residents raised to what the City actually has and
keep the level of service we have now.
There being no further comments, Mayor Martino declared the
public hearing closed.
Per a consensus of the City Council, the Deputy City Clerk
read, by title only, on second and final reading, Ordinance
23, 1992.
Councilwoman Monroe made a motion, seconded by Vice Mayor
Russo, to adopt Ordinance 23, 1992. The motion was
unanimously approved by the City Council.

MONROE Councilwoman Monroe requested the backup material from the
9/17/92 City Council meeting and information regarding the
revised, adopted tennis fees. Councilwoman Monroe also
requested a copy of the pending list be submitted to the
councilmembers. Councilwoman Monroe questioned if the time
extension for the Bridge Center was approved, including the
condition recommended by Mr. Pinder.

JABLIN Councilman Jablin requested a discussion on the draft letter
ADJOURNMENT
being sent to Commissioner Marcus. Councilman Jablin felt
Commissioner Marcus was looking for a very strong statement.
Councilman Jablin felt there were changes which could be
made to make the letter stronger. Councilman Jablin
requested staff do the comparison of the historical
development patterns to the Land Use Map in less than 6
months.
After further discussion, there was a consensus of the City
Council to send the letter to the County Commissioners as
drafted. The Council directed Mr. Walton to follow up
tomorrow with a letter to County staff re: list of projects
the City has approved within the last 5 years, which would
show the County Commissioners that the City had a sizeable
reduction from our original Comp Plan densities.
There being no further business to discuss, the meeting was
adjourned at 8 :30 P.M.
