MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
OCTOBER 13, 1992
The City of Palm Beach Gardens Parks and Recreation Advisory Board
met on Tuesday, October 13, 1992 at the Burns Road Community
Center.
Members present included: Chairman chuck Campbell, John Elsner,
Ellen Finnerty, Ronnye Sands, Braxton Melvin. Staff present
included: Parks and Recreation Assistant Director Sue Ruskay.
Others in attendance included: City Council liaison, Joe Russo.
I Old Business
*The Board wanted to know what is going on with the 17 acres
on Burns Road behind the Klock building. They would like to
• see it turned into a grassy area for ball practice for now.
*The Oaks parks site will be a jogging trail only with gravel
parking.
*The P &R Advisory Board agrees that there is a need for more
ballfields,
*What is going with the.Regional Park?
II Y.A.A.
*The question was raised as to why the Y.A.A. President is not
attending the P &R Advisory Board meetings.
*The communication seems to be breaking down beween the Y.A.A.
and the Parks & Recreation Department over scheduling. There
is a Recreation Department representative going to their
meetings.
*Tom Heller is the new president of the Y.A.A.
III New Business
*Plant Drive Park basketball courts, lighting, and the fencing
are being redone.
*The press boxes at Gardens Park are being finished.

*The City hired a consulting company to find solutions for the
bad conditions of the ballfields at Gardens Park, and
submitting a proposal for maintenance of these fields.
*The Public Works staff needs to be trained as to the proper
maintenace.
*The 4 main causes for the grass problems at Gardens Park are:
Overuse of the fields, irrigation system is not adequate,
the park employees are in need of park maintenance training,
and they do not have the proper equipment.
*There is a new storage building at Gardens Park.
*Why don't we use the soccer fields at 'PGA Park more, either
for soccer play or practice fields for Y.A.A.
*Mr. Russo asked if the Seniors had purchased their new
electric bingo machine yet.
IV NEEDS ASSESSMENT
*The needs assessments should be prioritized lists of specific
items. Some areas might be; Seniors, Youth, Community
Programs, and Summer Programs.
• *It will give the department a general concensus of the
public, it will be good for brain storming for programs, it
will show the projected needs of the community.
*The Board felt that the program evaluations should be done
at the end of each program.
