PARKS AND RECREATION ADVISORY BOARD MEETING
SEPTEMBER 8, 1992
The City of Palm Beach Gardens Parks and Recreation Advisory Board
met on Tuesday, September 8, 1992 at the Burns Road Community
Center.
Members present included: Chairman Chuck Campbell, John Elsner,
Ronnye Sands, Betsey Yerry, Ellen Finnerty, Braxton Melvin, and
alternate Sandy Gottlieb. Staff present included: Parks and
Recreation Director Bobbie Herakovich. Others in attendance
included: Joe Russo, City Council liaison.
I Old Business
A. Property behind the Klock Bldg. on Burns Rd.
*The Storage facility was approved for the property facing
Burns Road
*The property that the City owns is designated for public use
• *The members suggested that a new policy be formed disallowing
commercial zoning next to public park property
*The Parks & Recreation Advisory Board would like to see
renderings of the 17 acres
B. The Oaks
*Property is cleared and staked
*St. Mark's school put up a fence bordering the property for
safety reasons and informed the City Council of their
concerns
*The drainage ditch on the property is a real concern to
everyone on the Advisory Committee
*The ordinance says that an 11 acre park would be donated to
the City with a one mile jogging trail and a parking lot with
not less than 30 spaces on a stable surface. The developer
met these conditions.
*Out of the it acres donated, 2.9 acres are water
*The area is too small for a one mile jogging trail, so it
will be shortened.
*It was suggested that the developer should seed and irrigate,
instead of installing the jogging trail
*The Advisory Board would like to know the amount of funds
remaining in the Impact Fee Fund
C. Summer Program for 1992
*Needs to have better communication with parents over schedule
changes and cancellations of trips
*Need more speciality trips - especially for teens
*Closed lunch was a good idea
*Gardens Elementary worked out well
*Parents liked the "Extended Care Program"
*Generally, the improvements made were well received
II New Business
*Director Herakovich suggested that the Advisory Board plan
a work program for the upcoming year and be pro- active in
making recommendations on policies or land acquisition for
recreation. Members suggestions were as follows:
*Work on planning a new Regional Park
*Find out the date for the next Comprehensive Plan amendment
and try to increase the population /recreational land ratio
*Work on a "needs assessment" for the community. The board
will work on questions for this survey and then put them in
the Newsletter.
*Review Y.A.A. "wish list"
*Concerns of the Parks & Recreation Advisory Board include:
not to have drainage land on park property, no commercial
zoning next to park property, and future planning for a
Regional Park.
Review of the Bylaws was tabled until next month. Meeting was
adjourned at 10:00 P.M. Next meeting will be held Tuesday, October
• 13, 1992 at 7:30 P.M. at the Burns Road Community Center. Members
are to bring questions for the proposed "needs assessment ".
