HomeMy WebLinkAboutMinutes Council 021491• CITY COUNCIL PUBLIC INFORMATIONAL WORKSHOP CITY OF PALM BEACH GARDENS FEBRUARY 14, 1991 The Public Informational Workshop of the City Council of the City of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8:00 P.M. in the A.sembly Roorr. of the Municipal Complex, 10500 North Military Trail. Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The Secretary called the roll, and present were Mayor Martino, Councilwoman Monroe, Councilman Kiselewski and Councilman Russo. Vice Mayor Aldred was not in attendance as he had another business appointment. To SIGN CODE Mayor Martino stated the meeting this evening was to discuss amending portions of The Sign Code, Ordinance 38, 1989. Mayor Martino stated there were se-,eral workshops on this issue and at that particular time there was a moratorium placed on certain sections of the coee to be discussed this evening. After discussion by the City Council, the following amendments were made to t,.e proposed changes for Ordinance 38, 1989: 1. Under Section 155.02 - Definitions, under Public Road Eight -Of -way, add "owned or" between "right -of- -way" and "dedicated ". 2. Under Section _155.02 - Definitions, under window, delete "clear" between "with" and "glass ". 14V COUNCIL PUBLIC INFORMATIONAL WORKSHOP, 2/14/91 PAGE 2 3. Under Section 155.10 - Flat /Wall Signs, Section (C), second paragraph, add "respectively" between "(B)" and "then ". 4. Under Section 155.10 - Flat /wall Signs, Section (C), sixth paragraph, under Menu Sign, fourth line, add "its area" between "and" and "will "; delete "measured towards" and add "applied toward" between "be" and "the ". 5. Under section 155.10 - Flat /wall Signs, Section (C), sixth paragraph, under Menu Sign, fifth line, delete "V after 11(20)" and add "percent" after "(20) ". 6. Under Section 155.15 - Signs Lighted by Flashing or Intermittent Illumination; Moving Signs and Neon Illumination, last paragraph, last line, change "Section 155.15(C)" to "Section 7. Under the Chart for 3emporary Signage, under column entitled Sign 'hall No Be Erected Before, add "Development Order Issued" for Type of Sign designations, 1) Sale - Portion of Building; 2) Rent /Lease Building; dnd 3) Rent /Lease - Portion of Building. 8. Under Tvpe of Sign, Special Event /Sale add "For Profit ". 9. Add to the Chart a new section, under Tvpe of Siqn "Special Event /Sale (Non - Profit) "; under Max. Size Sq. 40 Lit. EF3LESTfTN days before event "; under Sign Shall Be Removed By "1 day after sale /event "; under Notes & Remarks "Shall comply with Council approved Administrative Policy ". Under Chart, Temporary Signage, Section "Directional Special Event" under Sign Shall Not Be Erected Before delete "1 day before event "; under Sign Shall Be Removed By delete "1 day after "; and, under Notes & Remarks change to "Shall comply with Council approved Administrative Policy ". 11. Under Section 155.17 - Temporary Signs Allowed, sixth paragraph, Section (F) shall read as follows: "when the Time period expires for use of signs designated in the Chart set forth above, then a sign no greater than 6 square feet shall be allowed. The message on the sign shall contain only one of the following, Space Available; Space for Rent; vacancy; or, For Sale, together with a telephone number.'. Mr. Englestein, President of The Engle Group, 6611 South Flagler Drive, West Palm Beach, addressed the City Council and expressed concern regarding the City Council allowing off -site sandwich -board type signage for directional purposes for projects off of the main arterial roads. Mr. Bob Johnson, Executive vice President of the Home Builders and Contractors of Palm Beach County, 1299 Calls Circle, addressed the City Council and commended the City Council for the progressive Sign Code Ordinance and
