HomeMy WebLinkAboutMinutes P&Z 072391CITY OF PALM BEACH GARDENS PLANNING AND ZONING COMMISSION JULY 23, 1991 MINUTES The Regular Meeting of the Planning and Zoning Commission of the City of Palm Beach Gardens, Florida, was called to order by Chairman Jeffrey Ornstein, at 7:30 P.M., in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. The roll was called by the secretary, and present were: Jeffrey Ornstein, Chairman; Mike Rosen, Vice Chairman; Alan Strassler, Joseph Hamzy and James Leatherman, Members. Carl Sabatello and Domenick Lioce, Members; and James Kuretski and Rebecca Serra, Alternate Members were not in attendance. •APPROVAL OF MINUTES OF MEETINGS OF JUNE 25, 1991 Mr. Alan Strassler made a motion to approve the minutes of June 25,.1991. Mr. Mike Rosen seconded the motion. The motion was approved unanimously by a 4 -0 vote. ITEMS BY PLANNING AND ZONING DIRECTOR Mr. Bristol Ellington, City Planner, stated a petition for McDon- ald's Playland will be on the agenda for the next Planning and Zoning Commission Meeting on August 13, 1991. In addition, the McDonald's restaurant has painted the trim on the building aqua blue and the Planning and Zoning Department is requesting color samples of the trim because it has not yet been approved by the Site Plan and Appearance Review Committee. V� WORKSHOP: Text Amendment to the City of Palm Beach Gardens' Zoning Code, Section 159.057 Churches, to allow for Columbariums as a conditional use when used as an accessory to a church or other house of worship; and, Section 159.003, Definitions, to provide a definition of columbarium. WORKSHOP: CU -91 -03 - Recommendation to City Council re: (St. Mark's Episcopal Church) Conditional Use for a columbarium in the chapel garden at St. Mark's Church located at 3395 Burns Road. (7- 42S -43E) Mr. Bristol Ellington, City Planner, gave a presentation of the staff reports dated July 18, 1991. Ms. Sally Gervin, agent for the Petitioner, stated they have no problem with the request from the Police Department to install a gate at the entrance to the chapel garden to prevent vandalism. Mr. Joseph Hamzy expressed concern that this is not non- denomina- tional and there is a need for this in Palm Beach Gardens. Mr. Ellington stated the proposed code change would allow other churches to build columbariums. A discussion ensued. Mr. Ell- ington stated that Mr. Hamzy may be concerned that this may become a commercial type of service. Ms. Gervin stated this idea goes back to when people used to be buried in the church. This provides a comfort for the family - -sort of an extension of the church family. Chairman Ornstein asked if the niches would be open until sold. Ms. Gervin stated the niches would be closed. Chairman Ornstein directed staff to advertise these petitions for a Public Hearing at the next meeting of August 13, 1991 and to place this item on the agenda before any other development peti- tions. • ADJOURNMENT • There being no further business to discuss, the meeting was • • adjourned at 7:55 P.M.
