MILITARY TRAIL PALM BEACH GARDENS, FL 33410 (407) 775 -8270 PARKS AND RECREATION ADVISORY BOARD October 1, 1991 The City of Palm Beach Gardens Parks and Recreation Advisory Board met on Tuesday, October,-I, 1991, at the Community Center. Those present were Chairman Chuck Campbell, Braxton Melvin, Jeff Sabin, Ronnye Sands, Ellen Finnerty, Y.A.A rep- resentative Dave Panaia, City Council Liasion Joe Russo, and Assistant Director Sue Ruskay. Mr. Campbell started off the meeting by asking for agenda items. Mrs. Finnerty wanted to discuss the vacant lot in Rainwood that is owned by the city. Mr. Campbell wanted to talk about the Little League program. Mr. Russo said that the City Council will vote this coming Thursday on the resurfacing of the • tennis courts. Mrs.-Ruskay said that the city is taking ap- plications-for the Directors position until October 25th. They are advertising the position through the F.R.P.A. Job Mart and Newsletter. Then the city will start interviews. Mr. Campbell said the Y.A.A. had a meeting to discuss par- ticipating in the Little League program. The Y.A.A. also is being restructured. Mr. Panaia explained the restructuring of their system. The Y.A.A. voted in favor of the Little League program. The boundaries for this program will be the city limits. The boys baseball program should be greatly im- proved,through this program. The post season play will be longer. The program also offers clinics for coaches and um- pires. Mr. Panaia, the Parks and Recreation Department, and Public Works are working together to get the ball fields in better condition and better utilization. Mrs. Ruskay said that they are going to have an expert come in and find an answer to the drainage problem at the ball fields. There have been alot of complaints about games being cancelled. The ball fields need to be recrowned. Mr. Russo suggested that some of the money that has been alloted for new press boxes, be used to improve the ball fields. Mr. Panaia stressed that more money is being spent on manpower trying to maintain these fields, then money spent on improving the fields. Mr. Panaia and Mrs. Ruskay agreed that the Lake Catherine fields were built incorrectly. Some of the Men's Softball teams are leaving to play elsewhere. Mr. Panaia told everyone that there has been several cases of vandalism at the Lake Catherine Complex in their offices. They would offer some security there, plus they could have their office there with phones to answer questions about the Y.A.A. • programs. Mr. Sabin asked about ball field lights being in- stalled at the Lake Catherine Complex. This will not happen anytime soon, because funds have not been allocated for this. Mr. Campbell said that there is an 8 acre tract on Northlake Boulevard, which could be sold to get additional recreational funds. Mrs. Finnerty asked about the vacant lot located in the Rain - wood development. Residents would like to have this area im- proved. They would like to see it leveled and some trees, plants, and irrigation added. It is city property and is a drainage area for the development. Mrs. Ruskay said that it needs to be maintained by the city. Ther is no money in the budget for these improvements. Mrs. Ruskay told everyone that the front area at the Burns Road Community Center will be improved by putting in a de- signed pavement, trees, and benches. The funding is avail- able for this project. The question was asked, is there a B &E Committee and if so, they need to be contacted. Mrs. Ruskay also informed everyone that the restrooms at the tennis pro shop will be renovated, and a new counter will be installed in the pro shop. Mrs. Finnerty asked how many units are in the Gardens East development. Mr. Russo said about 900. The Board wants to • know more about the impact fees from these developments. The Board would like to see the Impact Fee Ordinance. Mr. Campbell would like to know the balance in this fund. Mr. Russo said the money can only be used for the purchase of land. Everyone on the Board would like an updated copy of the Comprehensive Plan for Parks and Recreation. Mr. Russo said that Gardens East will be paying an impact fee and also for the widening of Burns Road. Mr. Campbell went over the bylaws for the Parks and Recre- ation Advisory Board. The term for each member is 3 years. The Board is composed of 7 appointed members and 1 alternate. He asked if anyone was interested in being the chairman. There was no comment. Mrs. Ruskay defined the Facility Agreement with the public school system. The agreement states that city can use the facilities at the schools in Palm Beach County, and in turn they can use the city's facilities, with each having first priority over their own facility. There will be no charge for the use of each facility. The question was raised about the city refurbishing Howell Watkins ball fields. Mrs. Ruskay said that she will look into this. Mr. Panaia said that he needs a letter from the City Manager about the city's policy for the nonresident issue. 3 The next Newsletter will be out in November. The Y.A.A. will have an article in the next Newsletter. The Y.A.A. needs an agreement between them and the City about using the Lake Catherine Complex for their office.
