MILITARY FRAIL PALM BEACH GARDENS, FL 33410 (407) 775 -8270 PARKS AND RECREATION ADVISORY BOARD April 2, 1991 The City of Palm Beach Gardens Parks and Recreation Advisory Board met on Tuesday, April 2, 1991, at the Community Center. Those present were President Chuck Campbell, John Elsner, Ronnye Sands, Councilman Joe Russo, Ellen Finnerty, Assistant Director Sue Ruskay, and Jeff Sabin. Mr. Campbell opened the meeting by asking for any agenda items. Mrs. Finnerty said she would like to discuss the parking prob- lems at the Lake Catherine Sports Complex. She also mentioned • that the foulball nets are doing a good job. The games are being staggered and there is still a parking problem. Cars are being ticketed for improper parking. People can park at the junior high school. Mrs. Finnerty suggested putting shell - rock on the south side of the ball fields. Mr. Campbell sug- gested taking down the permanent outfield fences and making more parking in the back along the canal. Mrs. Finnerty still contends that there are not enough ball fields. Mr. Russo said that the City is still trying to come up with a grassy area behind the Klock building on Burns Road where teams could practice. The Board asked if the $100.00 nonresident fee is being imple- mented. Mrs. Ruskay said that the plan is no new nonresidents and a fee of $15.00 charged to nonresidents. Mr. Russo said that lie will bring the nonresident issue to the attention of the City Council, because the original policy is not being implemented, except for no new nonresidents being allowed in the Y.A.A. programs. Mrs. Finnerty pointed out that if we need more recreation facilities and there is still nonresidents in our programs; the Council will not approve. The nonresident program needs to be implemented. The Riverside building is presently being remolded and should be ready by June 1st. Mr. Campbell expressed concern • about the noise level in the building - be sure to insulate between walls or sound absorbers on the walls. Ile said to make sure that there is a large double door off of the multi- purpose room. Mrs. Ruskay said yes, but they could not hold their meetings there. Maybe they could coordinate with our Teen Supervisor. Mrs. Ruskay said that the Teen Programs will start in the Fall of 1991. The building on Riverside needs to be offically named. The Council needs to make a decision on.this, because Mr. Hood needs to order a sign make for the building. The cushioned floor for the multi - purpose room has been ordered. The cost is about $20,000 for the flooring. The City is thinking about putting in a weight room for the employees of the city at the Riverside building. The golf course will be ready in June or July. The golf course will be separate from the Parks and Recreation de- partment. It will be run by its own general manager. The resident cards went on sale April 1st. The golf course will have a club house. The new Community College Cultural Center will be able to be used by the city, if the college is not using the center. The land for this center is being donated by the city. • Mr. Russo said that Mr. Eissey said that the city could use the ball fields at the Jack Nicklaus Complex, when the Com- munity College and Benjamin school are not using them. This needs to be persued, and then let the Y.A.A. know the avail- ability. The dance recital is on May 17th and 18L-h, and the seating is still a problem. Hopefully, next year the dance recital could be at the new Cultural Center or the new high school. Mrs. Sands suggested that something be done about- Lhe front entrance to this Community Center. Also she suggested that the locks on the stall doors in restrooms be replaced, and new counter tops in the restrooms. Mrs. Ruskay suggested that the area in front of the Community Center be cemented and benches be put out there. It was also suggested that some of this Board meet with the B &E Committee about putting trees around the jogging trail. Mrs. Sands suggested that some of the trees behind the Center be put around the trail. Mr. Russo suggested that we go to the Council and ask to have funds allocated to paint, clean up, and landscape this Center. Mr. Russo asked about the plans for the 4th of July. IIe said that the Mayor suggested a parade for the Desert Storm re- turnees. Mrs. Finnerty suggested having the parade late in the day and then followed by the fireworks. It was mentioned that President Bush wants this 4th of July to be the biggest celebration of all for the returnees. Mrs. Ruskay suggested some entertainment after the parade and before the fireworks. 3 Mrs. Sands suggested that all recreation employees take a C.P.R. course or a first -aid course. She said 1--hat we need to keep a blanket here in the Center for someone suffering from shock. Mrs. Finnerty said she was disappointed in the Advisory Board Breakfast. Several board members said Lha.t it should be changed to a dinner during the week, and move the date to the first part of December. It was also suggested that they have some sort of agenda, and share ideas from each board. The meeting was adjourned at 9:15 P.M.
