MILITARY TRAIL PALM BEACH GARDENS, FL 33410 (407) 775 -8270 PARKS AND RECREATION ADVISORY BOARD February 5, 1991 The City of Palm Beach Gardens Parks and Recreation Advisory Board met on Tuesday, February 5, 1991, at the Community Center. Those present were Chuck Campbell, John Elsner, Betsey Yerry, Ronnye Sands, Braxton Melvin, Chuck Goforth, Councilman Joe Russo, Ellen Finnerty, Assistant Director Sue Ruskay, Director Doug Hoods and alternate Sandy Gottlieb. Mr. Hood opened up the meeting by going over the plans for the Riverside Center. The changes in the front of the . building include new doors and windows. Vinyl, carpet, and tile will be used throughout the building. It will have a large open lobby. Mr. Hood passed around samples of a new flooring that is being considered for the multi- purpose room. The name is Taraflex Sport Floor. Jupiter Recreation Depart- ment has used this in their Center and it has held up very well. The base floor for this flooring has to be perfectly flat, before applying the flooring. Landscaping in the front and the parking lot will be done by the city. The revised plans and bids will be presented to the Council all at once. We are using two contractors from the area to bid on the work They are: Gruber Construction and the other is Buddy Brown. There will be adult and child -sized restrooms. The Teen Center will be staffed separately. It will be geared toward 13, 14, 15 year olds. The patio area will be enclosed with screening. Mrs. Sands reminded Mr. Hood to check on putting insulation between the walls wherever possible. The kitchen will have two four - burner stoves, industrial ice maker, and dishwasher. There will be a lot of storage areas throughout the building. The parking lot on Ironwood Drive will be of-shellrock and railroad ties. Mr. IIood said that the building is to be fin- ished before the Summer Program. The Summer Program will start June 17th thru August 9th. Mr. Russo suggested that double doors need to be put in on the side of the multi- purpose room for fire escape reasons, instead of the small door in the front, • All ceiling tiles will be replaced. A sprinkler system will be installed. The City has received a $31,000 federal grant for recycling. Some of it will be used to purch -ase recycled picnic tables and car stops for the parking lot. RECOGNIZED AS THE #1 PARKS & RECREATION DEPARTMENT IN THE NATION WINNER OF THE 1989 NATIONAL GOLD MEDAL AWARD Mr. Goforth Mr. Campbell ball team. K extended an invitation to Mr. Hood and for the opening game for the high school base- Mr. Hood told the board members about Dr. Ellen O'Sullivan from East Connecticut University. She is doing a research project funded by the National Recreation & Parks Association on National Gold Medal Award winning communities. She spent two days here and was very impressed with our facilities and programs. It was an honor to have her here. Mr. Hood also told the Board about a person who came to install a new com- puter program from Kansas State University for scheduling ath- letic events. She was from University of Florida. Mr. Campbell suggested volunteers for umpiring games to help cut costs for the Youth Athletic Association. Mr. Iiood said that it would not be a good idea because of the abuse from the fans. Mr. Hood suggested that they hire an adult umpire and let the teenagers keep the score book. Mr. Campbell sug- gested that an ad be put in the Newsletter for volunteers, including senior citizens. It was agreed that professional umpires are too expensive. Foul ball nets will be installed at the Lake Catherine Complex, and new press boxes at Gardens Park. The Y.A.A. will be Helping with the funding of these projects. • Mr. Campbell passed around some agendas to the board members. Mrs. Ruskay said that the Comprehnsive Plan for Recreation will be finalized this month. The plan is based on 31 acres per 1000. The point was made that the census figures for Palm Beach Gardens are wrong for 1990, so the Comprehensive Plan figures were not changed. Mr. Campbell suggested that the figures should be changed to 5 acres per 1000 based on our growing population. The Board discussed the rest of the agenda. There is a Regional Park included in the Comprehensive Plan. Cabana Colony will not be annexed by the City, so their pool will not be added to the city's facilities. Mr. Campbell suggested that Gardens Park could be beautified by adding cement around the dugout areas. The C -17 canal area north of PGA is not a possibilty for another city park. The five acres at Lake Catherine will be a passive area. The Howell Watkins ball fields will be incorporated into the Lake Catherine fields and maintained by the city. It was suggested that the 17 acres on Burns Rd. be just a grassy area for anyone to use. Mr. Russo said that the Council feels that the 17 acres should be a passive area and not more ball fields.
