SPECIAL REGULAR MEETING
CITY OF PALM BEACH GARDENS
SEPTEMBER 13, 1990
The Special Regular Meeting of the City Council of the
City of Palm Beach Gardens, Florida, was called to order
by Mayor Martino at 6:30 P.M. in the Assembly Room of the
Municipal Complex, 10500 North Military Trail, Palm Beach
Gardens, Florida.
ROLL CALL
The City Clerk called the roll, and present were Mayor
Martino, Vice Mayor Aldred and Councilman Kiselewski.
Councilwoman Monroe and Councilman Russo were not in
attendance, as they were out of town.
ORDINANCE 21, 1990
Per a unanimous vote of the City Council, the City Clerk
read, by title only, on first reading, Ordinance 21, 1990,
providing for adoption of the City's Budget for the
1990/1991 Fiscal Year; and adoption of tentative budget;
announcing the Percent by which the Recomputed Proposed
Millage Rate is less than the Rolled Back Millage Rate.
Councilman Kiselewski made a motion to adopt the City
Council's tentative budget in the amount of $14,032,438;
seconded by vice Mayor Aldred. The motion was unanimously
approved by the City Council.
Councilman xiselewski made a motion to adopt the tentative
roll back budget of -.53% below roil back for the fiscal
year 1990/1991; seconded by vice Mayor Aldred. The motion
was unanimously approved by the City Council.

Vice Mayor Aldred made a motion that the Public Hearing
® portion of the Special Regular Meeting be recessed until
8:00 Y.M. this evening; seconded by Councilman Kfselewski.
RECONVENE Mayor Martino reconvened the Special Regular Meeting at
8:00 P.M., September 13, 1990, and declared the Public
Hearing open, which was duly advertised by the Palm Beach
County Property Appraiser, and held on the intent of the
adoption of the City's Budget for the 1990/1991 Fiscal
Year; and adoption of Tentative Budget; announcing the
percent which the recompute proposed millage rate is less
than the rolled back millage rate. Mayor Martino stated
the City of Palm Beach Gardens is presenting a budget
which has a millage rate of 3.430, reduction of
approximately 7% from the fiscal year 1989/1990; however,
this does include new personnel for the Police Department
and Fire Department, as well a new equipment for both
departments; renovation of Fire Station #2 on Campus
Drive; and new equipment.and renovation to the new
recreation building on Riverside Drive.
The City Manager stated we will begin paying on two new
pumper trucks this year, with the total cost being
approximately $300,000; and new computer equipment in the
Police Department. The City Manager stated the City had
normal increases, which incli,des health insurance, garbage
and trash, and gasoline.

Sam Carsillo addressed the City County re: fire station
located near the Steeplechase area.

T1lL City Manager reported the Census Bureau counted 22,000
people in the City of Palm Beach Gardens and if stands,
would reduce the City's revenues over $1 million this

year, with greater reductions in future years. The City
Manager stated the City has been able to identify
approximately 1,400 more homes, and a higher occupancy
rate than indicated by the Census Bureau.
There being no further comments from the public, Mayor
Martino declared the Public Hearing closed.
There being no further business to discuss, the meeting
was adjourned at 8:17 P.M.
