HomeMy WebLinkAboutMinutes Council 0208901" CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS FEBRUARY 8, 1990 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Vice Mayor Aldred in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida, at 8 :00 P.M.; and opened with the,Pledge of Allegiance to the Flag. ROLL CALL The Secretary called the roll, and present were Vice Mayor Aldred, Councilwoman Monroe, Councilman Kiselewski and Councilman Russo. Mayor Martino was absent as he was in Tallahassee with the City Manager and Attorney Brant. ANNOUNCEMENTS Vice Mayor Aldred announced there would be a meeting of the Planning and Zoning Commission on Tuesday, 2/13/90, at 7:30 P.M. in the Council Room and on Wednesday, 2/14/90 at 7:30 P.M., there would be a meeting of the Beautification & Environmental Committee at the Community Center. PROCLAMATIONS Vice Mayor Aldred read a proclamation proclaiming 1990 as the 45th anni- versary of The Visl`_';C Nurse Association. ITEMS BY THE CITY MANAGER GOODWILL INDUSTRIES Bob Dugas of Goodwill Industries, addressed the City Council regarding the dropoff trailer located on Military Trail adjacent to the MacArthur Holiday Inn. Mr. Ougas stated the trailers are manned seven (7) days a week between 5:00 A.M. and 5 :00 P.M. Goodwill Industries would like to stay in this location and is willing to provide landscaping around the trailer to make it more aesthetically appealing. It was the consensus of tha City Council for Goodwill Industries to put together a workable scheme for landscaping and ensure the trailer was manned during the hours of 8:00 A.M. to 5:00 to avoid any pile up around CITY COUNCIL WORKSHOP MEETING, 2/8/90 PAGE TWO the trailer. The City Council also agreed to allow the City Forester, Mark Hendrickson, to suggest plantings which are drought resistent for the landscaping area. SPACE ALLOCATION/ Ed Mitchell, Assistant to the City Manager, reported on the presentations FACILITY NEEDS STUDY scheduled for 2/15/90 at 7:00 P.M. from 2 firms which responded to the requ -st for a Space Allocation /Facility Needs Study. TEAM PLAN, INC. Mr. Mitchell announced Team Plan, Inc. will provide an update and hopefully finalize the Roadway Beautification plan on 3/1/90. REPORTS BY THE MAYOR AND COUNCIL COUNCILMAN KISELEWSKI Councilman Kiselewski reported that he is the Chairman of the Joint ® Transportation Disadvantage Group whose first meeting is tomorrow. �0�1MEN7S FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA DONNA ALESSI Donna Alessi, 9035 W. Highland Pines Drive, introduced to the City Council 3 Howell Watkins Junior High School 8th graders and requested the City Council consider providing a place for teens to go on weekends. Councilman Russo explained the concept of the Boys and Girls Club of North Palm Beach to Ms. Alessi and the students and emphasized their need to become involved with the project. RESOLUTIONS RESOLUTION 13. 1990 Rich Walton, Director of Planning and Zoning, addressed the L,ty Council regarding Croquet Villas, o Planned Unit Development, to be located on Parcel M3 within PGA National Community, with proposed construction of Aft 19 sinclP- family, one and two story, zero lot line patio homes. Mr. IN CITY COUNCIL WORKSHOP MEETING, 2/8/90 0 PAGE THREE Walton reported Planning and Zoning has approved the petition with 5 additional conditions. Hank Skokowski, agent for PGA National Venture, addressed the City Council and stated the Petitioner agrees with all the conditions with the exception of #5. Mr. Skokowski felt the 8' separation would be suf- ficien'„ as there are few instances were 2 two -story homes would be side- by-side. Manny Angles, architect for Urban Design, addressed the Council detailing the site plan and setbacks for the one and two story units. Councilman Kiselewski requested the Petitioner secure a letter from the Fire Chief stating he has no problem with gaining access behind the units. The City Council expressed no further concerns with this proposal. 46EMS FOR SCUSSION PUBLIC GOLF COURSE Councilman Monroe addressed Bob Norris regarding any new developments in working with the County on the Traffic Performance Standards. Mr. Orman addressed the question and stated Kahart Pinder is revising numbers after receipt of new data and will be meeting with Charlie Walker in the near future. In response to Councilman Kiselewski, Mr. Norris stated a report will be provided to the City Council re: comparables on cost of construction. The pricing of the construction will be from 3 construction companies: Ranger, Getler & Sons of Ft. Pierce and Chatham. Mr. Norris reported they will be meeting with the City Manager and City Attorney on Tuesday to further discuss the contract. El CITY COUNCIL WORKSHOP MEETING, 2/8/90 0 TRACT 2, PGA NATIONAL COMMERCE PAGE FOUR PARK Rich Walton, Director of Planning and Zoning, addressed the City Council regarding the site plan approval request for a 8,453 square foot research, development and manufacturing company located on Tract 2 within the PGA National Commerce Park Planned Unit Development. Planning and Zoning recommended approval of the site plan with 11 conditions. Jim Stergas of gbsAh architects, addressed the City Council regarding the landscaping and signage. Mr. Stergas stated they have saved a large stand of pine trees in front of the proposed building and propose to have one low yard sign at the entrance off Hiatt Prive,with no signage on the building. The City Council expressed concern with the appearance of the back of the building abutting Northlake Boulevard. Staff was directed to ascertain the minimum buffer on Northiake Boulevard and report to City Council. Condition Ai, requiring final approval of the architectural plans from PGA Property Owners Assocaitien, Inc. wss deleted. All other conditions were acceptable to the Petitioner. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 9:55 P.M.
