HomeMy WebLinkAboutMinutes P&Z 022790a CITY OF PALM BEACH GARDENS • PLANNING AND ZONING COMMISSION FEBRUARY 27, 1990 REGULAR MEETING The Regular Meeting of the City of Palm Beach Gardens, Florida was called to order by Chairman Don Vogel, at 7:30 P.M. in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. The roll was called by the secretary, and present were: Don Vogel, Chairman; Domenick Lioce, Jack White, Mike Rosen, Alan Strassler, Members; and Joseph Hamzy and Rebecca Serra, Alternate Members. Jeffrey Ornstein and James Leatherman were not in at- tendance. Items by the Planning & Zoning Director • Mr. Rich Walton, Director of Planning & Zoning, addressed the Commission stating at the last City Council meeting, the Council directed him to put together a Technical Advisory Board to work with staff and the consultant the City is hiring to develop Land Development Regulations. The Council is looking for about eight to ten people. Mr. Walton inquired as to whether or not any of the Planning and Zoning Commission members were interested in being on the Advisory Board. Rebecca Serra, Joseph Hamzy and Don Vogel expressed interest. PUBLIC HEARING: Z -89 -09 - Recommendation to City Council re: (Wynfield PCD, F.R.A. Millpond) Rezoning from Palm Beach County designation AR, Agricultural Residential District and RS, Single - Family Residential District, to Planned Community Development (PCD) for a 1,700 -unit residential community and a 19 -acre vil- lage center on 595.26± acres, located on the east side of Alter- nate A -1 -A, west of Prosperity farms Road, approximately one mile north of PGA Boulevard, and south of Frenchman's Creek and 1 Frenchman's Landing. (Adv. 11/27/89) (Recessed from 12/12/89 and 1/23/90) (31 & 32- 42S -43E) • The Public Hearing was recessed to March 27, 1990 at the request of the Petitioner. Recommendation to Citv Council re: PUD -90 -01 (Preston Courts) Amendment to Preston Courts PUD to reduce the number of units from 30 to 25, reducing the overall density from 6.26 d.u. /acre to 5.22 d.u. /acre on Parcel M -18 within PGA National PCD. (15- 42S -42E) Mr. Bristol Ellington, City Planner, addressed the Commission and presented the staff report. Mr. Bob Frein, agent for the peti- tioner addressed the Commission with a brief history of the project. Mr. Frein stated in Spring of 1988, this project was approved for 17 duplex lots for 34 units within M -18 in PGA National. In the Fall of 1989, the petitioner came back before the Planning and Zoning Commission and City Council introducing a • zero lot line single - family unit with the same elevations and same tone as the duplex. The Council approved a reduction from 34 units to 30 units, mixing 18 duplex units and 12 single - family units. Because the market has much more strongly reacted to the single- family units, the petitioner is requesting to further reduce the density and discontinue building any of the duplex buildings. There are six duplex units in place. The units are all trimmed in white and there are three pastel colors every third building. Mr. Joseph Hamzy expressed concern that the 7.5' side setbacks are too small. Mr. Mike Rosen moved to recommend approval to the City Council 2 for the above - referenced Amendment to a Planned Unit Development. • Mr. Joseph Hamzy seconded the motion. Mr. Nick Lioce amended the 2 motion to make the approval subject to setback requirements as • set forth in staff's recommendation #2 and include the condition of approval which states that the hedge material around the pool area shall be cold - tolerant species. Mrs. Rebecca Serra seconded the motion. The amended motion passed unanimously with a vote of 7 -0. WORKSHOP: AX -90 -01 - Recommendation to City Council re: (Briger Annexation) Annexation, under Palm Beach County Development Regulations, of 682.63 ± acres, located between Donald Ross Road and Hood road, east and west of Interstate 95, within Sections 26 and 35, Township 415, Range 42E. (26 & 35 -41S -42E) Mr. Ellington gave a presentation of the staff report. The Com- mission directed the petitioner to return for a Public Hearing on March 27, 1990. The Commission expressed concern with the "pockets" of unincorporated area which would be created as a result of this annexation. • WORKSHOP: AX -90 -02 - Recommendation to City Council re: (Starwood Annexation) Annexation of a 81.9 ± acre site located approximately 1,300 feet west of Prosperity Farms Road, immedi- ately north of Frenchman's Landing and east of Crystal Pointe residential subdivisions. (29- 41S -43E) • PREAPPLICATION REVIEW: Z -90 -02 - Recommendation to City Council re: (Starwood PUD) Rezoning of 81.9 acres from Palm Beach County designation RS, Single- Family District, to Planned Unit Develop- ment (PUD), with site plan approval for a 135 single- family de- tached residential community (1.6 d.u. /ac.), neighborhood park and preserve area. Located approximately 1,300 feet west of Prosperity Farms Road, immediately north of Frenchman's Landing and east of Crystal Pointe residential subdivisions. (29 -41S -43E) This Public Hearing was recessed to March 27, 1990 at the request of the Petitioner. PREAPPLICATION REVIEW: PUD -90 -03 - Recommendation to City Council re: (PGA National Shoppes on the Green) Reinstating the expired Planned Unit Development (PUD) for PGA National Shoppes on the Green within PGA National Planned Community District. (10 -42S -42E) 3 • The Commission directed the Petitioner to return for a Recommen- dation to City Council with an as -built certified parking survey (calculation and location of parking) including the proposed 25,130 square foot addition per the approved construction plans. OLD BUSINESS Chairman Vogel requested copies of City Council Highlights for the period of January 4, 1990 through February 8, 1990 be provid- ed for each Commission member at the next meeting. NEW BUSINESS Mrs. Rebecca Serra questioned if the PGA National Shoppes on the Green reinstatement of the PUD could be reviewed under new ordi- nances. Mr. Walton stated it should be reviewed as a PUD not as a reinstatement. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 8:30 P.M. The next meeting of the Planning and Zoning Commission will be held on Tuesday, March 13, 1990 at 7:30 P.M.
