MILITARY TRAIL PALM BEACH GARDENS, FL 33410 (407) 775 -8270 PARKS AND RECREATION ADVISORY BOARD May 3, 1990 The City of Palm Beach Gardens Parks and Recreation Advisory Board met on Tuesday, May 1, 1990, at the Community Center. Those present were Chairman Chuck Campbell, Betsey Yerry, Ellen Finnerty, John Elsner, Jeff Sabin, and Braxton Melvin of the Y.A.A. Also present were the Assistant Director of Parks & Recreation Sue Ruskay, and Councilman Joe Russo. The meeting was brought to order by Chuck Campbell at 7:15 P.M. He asked for topics of discussion at this meeting. They in- cluded the tennis court lights, Dick Aldred's letter about nonresidents, the problems at the Sports Complex, the summer • program, new programs, more recreational land, and the News- letter. 0 The parking is a big problem at the Lake Catherine Sports Complex on game days. Sue said that they were trying to find a solution to the parking problem. Chuck suggested that the Y.A.A. not schedule games so close together. Ellen expressed concern about children playing with the sanitary alert device. She suggested that it be fenced off or covered. Another con- cern was about a pipe that small children might crawl into. The homeplates are coming up. Fou.lballs are hitting people on adjoining fields. Chuck suggested that a standings board be put up at the Sports Complex and at Burns Road. Sue thought that the Advisory Board should write Mr. Hood a letter ex- plaining all of these concerns. The question of the dedication of the Sports Complex was raised. There has not been a date set as of yet. The Board agreed that the landscaping and cement walkways complimented the Sports Complex. Chuck suggested that the city should put more cement around the ballpark at Burns Road. Maybe the B &E Committee could do some work,at the Burns Road Complex. Jeff said that there are not enough trash re- ceptacles at the Sports Complex. The suggestion was made to put recyclable containers at the ballfields. The children seem to really enjoy playing ball on the new fields. RECOGNIZED AS THE ##1 PARKS & RECREATION DEPARTMENT IN THE NATION WINNER OF THE 1989 NATIONAL GOLD MEDAL AWARD 2 Joe discussed the issue of the impact fees. The city is annexing pocket areas that have very little recreational • land to offer. This means more people and less parks. The Recreation Department is supposed to get the 17 acres of land on Burns Road. Joe said the city codes are being restructured. Braxton said that the baseball program needs more practice area. Maybe the 17 acres of Burns Road land would help re- lieve this problem. The problem of the nonresident issue came up again. It was decided to try again to get on the City Council's workshop agenda. Joe suggested that the Advisory Board write a letter to get on the agenda. The Advisory Board feels that the suggestion made by Dick Aldred would not be the best solution. His suggestion is that each nonresident pay a yearly fee of $100.00 per family, and they would only get into a program after all residents were accepted. Sue mentioned that the $100.00 fee would affect many programs at the Community Center. Some of the programs affected would be tennis leagues, men's softball, and the art program. Ellen made a point by saying a blanket policy will not work for the entire recreation department. It was suggested that Sue or Doug put information in a letter to City Council about what programs would be affected by this $100.00 nonresident fee. Chuck said that he feels there is a need for more land to • be set aside for "open space" recreation. Joe will try to get these issues presented at a May Workshop Meeting with the City Council. Tennis court lights were the next item up for discussion. Sue said we are waiting on a detailed description for the bids from American Lighting. Bids will then be presented to the City Council, and they will vote on which one will be awarded the bid. Hopefully they will be completed by August of 1990. They are going with Musco lighting and fiberglass poles. There is still a need for more courts. We are using the high school lighted courts two nights a week for league play. The Naval Reserve building will be vacant by May 16th. There are plans being made for the renovation of this building as soon as possible. The Teen Center will be in the back corner of the building by the patio. They will have their own entrance and restrooms. The Senior Citizens will have their own room also, which they kill can use all year around. A suggestion was made to have the Parks & Recreation Advi- sory Board meetings at City Hall. The traveling soccer league was not formed, because the J.T.A.A. did not want any Gardens children in the program. 3 The Palm Beach Gardens Newletter will be done by the Rec- reation Department, and it will be delivered bi- monthly. The Advisory Board needs to appoint two alternate members. Also they would like to have a senior citizen representative, and the President of the Y.A.A. on the Board. Jeff would like to see some new programs introduced. He suggested that a tear -out survey be put in the Newsletter. The meeting was adjourned at 9:00 P.M.
