PARKS AND RECREATION ADVISORY BOARD
January 16, 1990
The City of Palm Beach Gardens Parks and Recreation Advisory
Board met on Tuesday, January 16, 1990, at the Community Cen-
ter. Those present were Chairman Chuck Campbell, Ellen
Finnerty, Betsey Yerry, John Elsner, Alan Shisgal, Jeff Sabin,
and Councilman Joe Russo. Also present were Parks and Rec-
reation Director Doug Hood, and Assistant Director Sue Ruskay.
Lynne Bundick stopped.by.to say that she was going to resign,
due to her husband's job transfer.
• The meeting was brought to order by Chuck Campbell. Sue said
that the Comprehensive Plan is completed and she will try to
get copies of it for all the Board members. The first topic
discussed was the tennis court facilities. John gave statis-
tics on resident and nonresident memberships, which really
didn't show the importance of adding more courts.. A sugges-
tion was made to make a study of court usage, and the number
of people turned away. This information should be presented
to the City Council. It was agreed that this information
might help the council vote to add more courts to the present
facility, or build a new complex. John said it was feasable
to add more courts to the north end of the present facility.
We are using two public courts at PGA for tennis clinics. The
high school courts do not have lights, and they will charge us
to use the courts. Chuck gave each one of the board members
a copy of the letter that he sent to the City Council. The
council voted to put new lights on all ten tennis courts. This
action will start after the ballfield lights are finished.
Lake Catherine was the next topic of discussion. Ellen asked
if the five acres in front of the development which is along
MacArthur Blvd. will be left in its natural state. Doug said
that the plan now is for it to be left natural. Joe mentioned
that the county school board is interested in buying the Lake
Catherine land. This issue is still not settled as of yet.
• Chuck asked if one of the ballfields at the Sports Complex
could have a grass infield. Doug said no until the Little
League boundaries are set.

The subject of the Y.A.A. programs was brought up for dis-
cussion. Doug and Chuck went to the Y.A.A. meeting. It was
. decided at the meeting that the city will run the youth basket-
ball program next year. Chuck feels that the Y.A.A. baseball
program is trying to improve itself. The Y.A.A. is not signing
residents first for the baseball and softball programs. Joe
is going to present the nonresident issue to the City Council.
The nonresidents are filling up the programs.
The meeting was interrupted by a group of men wanting to set
up a Jupiter /Gardens.traveling soccer team. They want to
form an organization to build select soccer teams to compete
in travel leagues. This league would consist of Division I
and Division II teams. They want to combine the two areas
to build a more competative team. The leagues are for girls
and boys from ages 10 to 18. They want the Recreation pro-
grams to feed into these teams for all ages, and provide
fields for play. They will have a seven member board com-
posed of at least three from Palm Beach Gardens. The teams
will be insured by the Florida Youth Soccer Assoc. Doug
supports this, if it is Jupiter - Tequesta and Gardens kids
only. Doug requested that all PBG coaches have final approval
by him. The Advisory Board decided to okay this new program.
The next topic was an update on the Sports Complex on Mac-
Arthur Blvd. Doug said it is to be completed by March 1,
1990. Watkins Junior High asked Doug for permission to
use these fields and he said it was okay. DiVosta,wiired
the fields for scoreboards and put in extra conduits. They
also are working on a deal for lighting the parking lot. The
Complex will include a A mile jogging trail and a passive
park area.
The next topic discussed was the Summer Program for 1990.
If the Riverside building is not ready, the Recreation Dept.
will use portables. There will not be a lottery this year.
They are going to try and have registration earlier.
It was brought to the Boards attention that the city will be
acquiring seven acres of a Nature Preserve from the Siena
Oaks project next to Allamanda school. It will be a home for
gopher tortoises, and it will have walking trails. Plants
and trees will be tagged for identification.
The last item discussed was the Y.A.A. again. The general
concensus was that the Y.A.A. would be run better by the
Recreation Dept. Joe said that he would bring this issue
up at the next City Council meeting. The board will wait to
see what the council decides. Also mentioned was that DiVosta
will not be building another recreation center as previously
thought. We will be getting the land and a parking lot in-
stead. Chuck wants to keep the nine acres on Burns Road by
the Klock building solely for recreation purposes, and not
commercial.
