JANUARY 12, 1989
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Vice Mayor Martino at 8:46 P.M., subsequent to the
adjournment of the Special Regular Meeting; in the Assembly Room of the
Municipal Complex Building located at 10500 North Military Trail, Palm
Beach Gardens, Florida.
ANNOUNCEMENTS
Vice Mayor Martino announced there would be a meeting of the Site Plan and
Appearance Review Committee on Tuesday, January 17, 1989, at 7:30 P.M.
PROJECT SAFE PLACE
PRESENTATION
Mrs. Barbara Schrewsbury, Director of the "Children's Home Society of
Florida" gave a brief presentation to the City Council re: "Project Safe
Place ", linked with "Safe Harbour Runaway Center" for children ages 10 -17,
requesting the use of the City's fire stations as "safe places" for

runaways to go so that Harbour" could send a representative to pick
them up. The City Council had no objections to this request and directed
the City Attorney to draft a resolution for their consideration.

POOL
The City Council had no objects to an agreement for the use of the City's
municipal swimming pool by Howell Watkins Junior High School, and
requested this item be placed on the next agenda for their approval.

REPORTS
COUNCILMAN
KISELEWSKI Councilman Kiselewski gave a report on the action of the Palm Beach County
Commission re: relocation of the landfill Site N 1 and expressed his con-
cern with this action.
VICE MAYOR
MARTINO Vice Mayor Martino reported that the Planning and Zoning Commission had
some meetings this week re: J.D.M. proposal and complemented the
Commission on behalf of the Council and residents of the City for
resolving all issues presented.
Vice Mayor Martino stated he attended the Palm Beach Gardens Civic Band's
first concert and stated this band will be heard from and appreciated in
this City for years to come.

COUNCILMAN
KISELEWSKI Councilman Kiselewski stated there was a accident yesterday at PGA
Boulevard and Central Avenue and felt it was time that the traffic
signal was working to avoid any further accidents. Ed Mitchell, Assistant
to the City Manager, was directed to contact the DOT and the County to
attempt to get this signal in working, condition.
Councilman Kiselewski acknowledged receiving conies of pages of code
violations that were being taken care of by the Code Enforcement Officers.
COUNCILWOMAN
MONROF Councilwoman Monroe requested an update of the following items ano when
the City Council can expect to see these items on the agenda: rewrite of
the Sign Code, workshop for Streetscape Plan, and an ordinance to increase

the ffcr area oa, Boulevard. The City Attorney auvised that
the Sign Ordinance had to go back before the Planning and Zoning
Commission before it came back before the City Council. The City Attorney
was requested to draft an ordinance to increase the landscape buffer strip
on Northlake Boulevard.
VICE MAYOR
MARTINO Vice Mayor Martino, on behalf of the City Council, residents and
employees, expressed sympathy for the family, friends and employees, in
the loss of Captain Edward Clark of the Palm Beach Gardens Police
Department. Vice Mayor Martino requested the City i.ouncil and all present
to observe a moment of silence in memory of Captain Clark.

Mr. Sam Carsillo, resident of Palm Beach Gardens, addressed the City
Council with several concerns, including, trucks on PGA Boulevard, hospi-
tal helicopter pad, City -owned library, train whistles, blind spot on
Central Avenue, bicycle paths, speeding on Dahlia Avt,luc, John Kiedis
memorial, single - member districts, need for new public works yard, search
for a police chief, and the pilot trash program. Ed Mitchell, Assistant
to the City Manager was requested to write a letter to the DOT re: trucks
on PGA Boulevard; Vice Mayor Martino will write a letter to the Municipal
League requesting all municipalities join in the County Ordinance re:
train whistles; and the City Clerk was requested to notify the Public
Works Department re: blind spot on Central Avenue.

uses permitted being those as set forth in the CG -1 (General Commercial)
Zoning District of the Palm Beach Gardens Code, proposed to consist of a
two -story 53,200 sq. ft. retail center, including restaurant use not to
exceed 6,064 sq. ft. and be located on 4.5 acres, more or less, fronting
on the south side of PGA Boulevard, east of Fairchild Gardens Avenue,
directly across from "The Gardens" regional shopping mall.
Mr. Skokowski reviewed revised plans, which incorporated thoughts of the
City Council from previous workshop meetings. Mr. Skokowski stated if an
agreement could be worked out with "Gardens Plaza" then there would be two
ingress /egress areas to the site; if not, then there would be only one.
The City Council approved of this revision. The City Council requested
the petitioner's engineer and City engineer determine if there is
enough room for a decceleration lane and if there is enough room the
wr ordinance be worded so that it could by done in the future if needed.
Mr. Skokowski discussed the tree survey, pointing out trees that would be
preserved. The City Council requested the entrance sign be reduced in
size and requested a drawing showing the proportions of the Hermans'sign.
Signs on the second floor will be perpendicular to the front of the
building.
The City Council directed the City Clerk to schedule a Public Hearing and
second reading of Ordinance 50, 1988, for tneir Regular Meeting of
February 16, 1989. Before that date, the City Councii will have at least
one additional workshop meeting to discuss traffic for this project.

existing 1600 sq. ft. bank (City Federal) and 91 -room limited - service "The
Gardens Suites Hotel ", to be located on a 1.85 -acre parcel cn the east
side of U.S. Highway #1.
It was the concensus of the City Council, and the petitioner agreed, that
there be only one ingress /egress for this site. The parking issue was
resolved by the petitioner agreeing to use 10' wide parking spaces around
most frequently used areas, and %V wide on other areas. The petitioner
requested the bank building, once the lease is expired .nd if the bank
decides to relocate, be approved as an ancillary building with uses per-
mitted in the PO District of the Palm Beach Gardens Code. The petitioner
was willing to limit the PO uses that they could use. The City Council
requested the petitioner come back before the City Council when the bank
relocated to obtain approval fcr that site.
The City Attorney was requested to amend Ordinance 53, 1938, to include
the thoughts of the City Council, and directed the City Cierk to schedule
a Public Hearing and second reading of Ordinance 53, 1988, for their
Regular meeting of February 3, 1989.
ITEMS FOR DISCUSSION
USED Ci,R DEALERSHIP Mr. Brindell, representing Mr. Bev Smith, addressed the City Council
requesting their thoughts on the possible location of a used car
dealership on the northeast corner of Roan Lane and Northlake Bouelvard.
Mr. Brindell stated this was a 1.498 acre parcel and what is proposed is a
4.5 million dollar facility, with a 1570 square foot, one -story sales
building. There would be no repairs or body shop facility and no loud
speakers.

It_ teas the concensus of the City Council that, while they could not pre-
judge what they would do in this instance, that if the petitioner is
interested in this project he should file the necessary documents with the
City and apply for a PUD.
GARDENS MEDICAL
PARK PUD
Attorney Robert Banks, authorized agent for Mr. Greg Zielinski, General
Partner. of Gardens Medical Associates, fee simple title owner of lands of
Phase II, and Dr. Zbigniew Scheller & Anna Maria Scheller, fee simple
title owners of lands of Phase III, addressed the City Council re:
amending "Gardens Medical Park" PUD, 3355 urns Road, Palm Beach Gardens,
created 1111YI83 by Ordinance 17, 1983, and amended 12/19/85 by Ordinance
28, 1985, providing for: (1) extension, by three years, of the permissible
time for completion of the project.
Mr. Richard Walton, Director of Planning and Zoning, stated he has
reviewed the site plan, and it appears to meet the current code. however,
requested the petitioner appear before the Site Plan and Appearance Review
Committee to review landscaping and signage o insure compliance wit'-
existing codes if they are amended prior to issuance of building permit.
Mr. Walton further stated the applicant should comply with the Traffic
Performance Standards of the City and pay Traffic Impact Fees which are
current at the time of issuance of a building permit. The applicant
requested that only half of these fees be paid if only one building is
completed since there are 2 different owners for Phase II and Phase III.
The City Council expressed concern that Attorney Banks did not knuw if
buildings in Phase II and III would be condominiums like Phase I because
of maintenance problems, and requested he have more information on this

The City Council requested the City Attorney draft an Ordinance for
their review.
CAR WASH" Mr. Jim Fullwood addressed :he City Council re: amendment to site /signage
plan for "Mr. Bubbles" Auto Wash, proposed to be located within .982 -acre
"Tract 6" of the 32.25 -acre "Gardens East Plaza" PUD, created 6118/87 by
Resolution 46, 1987, to be part of the 77.358 -acre "Gardens East" PCD
approved 312/77 by Ordinance 2, 1987. Mr. Fullwood stated he wanted to
take the facility and turn it east and west instead of north and south,
stating this would also provide for a better traffic flow. The City
Council and the petitioner agreed to one sign on the roof of the facility
facing the center, one on the wall, and an identification sign facing the
center.
The City Attorney was requested to draft a resolution for their con-
sideration.

plans for architectural elevations, landscaping, site lighting and parking
lot of "Marriott Hotel" approved 1111/87 by Ordinance 2G, 1987, on RCA

Attorney Royce stated the petitioner is requesting to change the
appearance of the exterior elevation to give it more variation. One
loading dock has been angled so that it does not stick straight out; one
parking area on the west side of the building has been tilted adding more
green space on the I -95 side; and planters and awnings have been added to
