HomeMy WebLinkAboutMinutes Council 091489 SpareCITY COUNCIL SPECIAL REGULAR MEETING 40 CITY OF PALM BEACH GARDENS SEPTENeER 14, 1989 The Special Regular Meeting of the City Cou;,cil of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8:00 P.M. in the Asse:,�' y Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The City Clerk called the roll, and present were: Mayor Martino, Councilwoman Monroe, and Councilman Russo. Councilman Kiselewski and Vice Mayor Aldred were not in attendance as they were out -of- -town. APPROVAL OF MINUTES The minutes of the Regular Meeting of 917/89 were unanimously approved as amended. ,920CLAMATIONS Mayor Martino read a proclamation proclaiming the week of 9117 - 23/89 as IV Constitution Week. RESOLUTIONS RESOLUTION 70, 1989 Bristol El.ington of the Planning and Zoning Department addressed the City Council re: Resolution 70, 1989, approval of Temporary Sales Center for +'•p .inl� Prn rrQgtpd 5/18189 via Ordinance 8, 1988. Mr. Hank Skokowski of urban Design Studio addressed the City Council re: Resolution 70, 1989, stating the Petitioner has responded to concerns of the City Council and has amended plans accordingly. The City Council requested, and the petitioner agreed, to pave 63 parking spaces now and leave 7 in reserve. The petitioner also agreed to tie the access road to the engineer's approval." The conditions of approval, attached to Resolution 70, 1989, were amended ® as follows: M CITY COUNCIL SPECIAL REGULAR MEETING, 9/li/89 IJ PAGE 2 Condition # 2. LAavc first sentence as it reads, taking out what is writ- ten in parenthesis. Condition N 3, will read "If the permanent entry road to JP4 Country Club is not completed in time for the opening of the Sales Center, the tem- porary access road shalt be permitted subject to the approval of the City Engineer." Condition A Q. insert in the blank - "90 days from completion of the entry road ". Condi,ion # 5. is revised to read "Sixty (60) days from passage of Resolution 70, 1989, the petitioner agrees to screen construction materials, etc., from view on PGA Boulevard with some type of temporary screening such as used on ballfields, etc. for temporary everts, and be at least six feet in height." Per a concensus of the City Council the City Clerk read, by title only, referencing amendments to the conditions of approval, Resolution 70, 1989, Resolution 70, 1989, was unanimously approved by the City Council. SOLUTION 78, 1989 Per a concensus of the City Council the City Clerk read, by title only, ORDINANCES ORDINANCE 25, 1989 E Resolution 78, 1989, approval of the Plat for "Golf Estates villas ", approved 6/1/89 via Ordinance 5, 1989. Resolution 78, 1989, was unanimously approved by the City Council. Per a unanimous vote of the City Council the City Clerk read, by title only, on first reading, Ordinance 25, 1989, levying a tax on real and per- sonal property located within the corporate limits of the City for the year ending 12/31/89; affixing a total valuation and tax rate thereon; adopting a fiscal budget for the Fiscal Year beginning 10/1/89 and ending 9130/90, inclusive; aporopriating funds for expenditures. Mayor Ma,tino declared the Public Nearing open, which was advertised via the Proposed Property Tar Bills sent to residents. Mr. Ron Murphy, Bristol Club, PGA National, addressed the City Council re: CITY COUNCIL SPECIAL REGULAR MEETING, 9/14/89 0 ADJOURNMENT 0 APPROVAL n PACE 3 Ordinance 25, 1989, expressing his concern with rising taxes in Palm Beach County. Mr. Ken Schulster, 20 Selby Lane, expressed his concern with rising taxes for retired people on fixed income, and what the citizens were getting for their tax dollars. The Mayor Martino outlined City services and pointed out th,t the millage rate for the City has decreased and that the rise in taxes was due to higher appraisals of property and increased County and Special District taxes. The City Council will consider second reading and adoption of Ordinance 25, 1989, at their Regular Meeting of September 21, 1989. There being no further business to discuss on the Special Regular Meeting agenda, the meeting was adjourned at 9:15 P.M.
