WORKSHOP MEETING

OCTOBER 26, 1989
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Vice Mayor Aldred in the Assembly Room of the
Municipal Complex, 10500 North Military Trait, Palm Beach Gardens,
Florida; and opened with the Pledge of Allegiance to the Flag.
ROLL CALL The secretary called the roll, and present were Vice Mayor Aldred,
Councilwoman Monroe, Councilman Kiselewski, and Councilman Russo.
Mayor Martino was not in attendance as he was out of town.
ANNOUNCEMENTS Vice Mayor Aldred announced there would be a meeting re: the Comprehensive
Land Use Plan on Wednesday, November 1, 1989, at 7:30 P.M.
ESENTATION BY
RKS & RECREATION
uIiFECTDI2 Mr. Doug Hood, Directo,- of Parks and Recreation, announced the City's
Parks and Recreation Department of the City has won the Nat`onai Gold
Medal Award for the best Parks and Recreation Department in the country.
Mr. Hood thanked the City Council for their support over the years, and
thanked the City Manager for his support and freedom in trying new ideas
with his Department.
Vice Mayor Aldred thanked the Recreation Department for the job they have
done and congratulated them on winning this award.

ADVISORY ART
COMMITTEE The City Manager stated the Art Advisory Committee met last Monday evening
and received the resignation of one member, Will Ray, due to other corcnnt-
amerits, The City Manager stated the City Council will need to appoint
another member.
STREETSCAPE Mr. Scott brown of team Plan, Inc., addressed the City Council stating

they have completed the additional services requested for finalizing the
Streetscape Plan and requested a scheduled meeting with the City Council
to present this plan. It was the co -,censu cf the City Council to meet
after the Beautification and Environmental Committee has had an'oppor-
tunity to review the plan and give comments to the City Council. The City
Council felt the December 14, 1989, Workshop Meeting may be the available
date for this presentation.
Mr. Dick Orman addressed the City Council re: proposed plans for a public
golf course for the City. Mr. Orman stated the proposed site for this
golf course is on Northlake Boulevard to the west of Beeline Highway, in
the reserve future annexation area of the City.
Mr. Orman reviewed plans for a turnkey golf course, including
development /construction costs, additional expenses and operating
expenses. At the time the property is accepted and dedicated to the City,
Public Golf Corporation would offer to manage it. Mr. Orman gave 1
aetailed presentation of the area proposed to be used for the golf course,
outlining preserve areas.
It was the concensus of the City Council to have a special meeting to
answer issues they have raised, and after they have had an opportunity to
review the material presented by Mr. Orman. The City Council felt this
should be a more informal meeting, however, wanted the press notified of
the meeting. The City Manager was authorized to work with Mr. Joe Wise to
determine more specific costs. and the ccst of a feasibility stuay.
Councilman Kiselewski stated he received a letter from DOT st7; -ing -,hey

November 13, 1989, at 7:30 P.M. at the North County Courthouse, Room 102,
and one on November 14, 1989, at the District Office in Ft. Lauderdale.
COUNCILWOMAN MONROE
Councilwoman Monroe stated last night she attended the meeting of the
Landscape and Tree Preservation Ordinance Committee and felt they were
making progress.
REPORTS FROM MAYOR

KISELEWSKI
Councilman Kiselewski stated the Council received a letter from Jan
Winters, County Administrator, encouraging the City to stay in the
County's Environmental OrdinancA. the Ci,y Manager stated the County
would like to meet with the municipal attorneys in the north end of the
County to develop a common ordinance for all municipalities.
Councilman Kiselewski felt the City would not be able to control its own
environment unless it opts out of the County's ordinance.
Tho City Manager was authorized to work with the County re: their proposed
ordinance.
Councilman Kiselewski stated he has contacted Don Henderson at DOT re: on-
ramp for I -95 going west on PGA Boulevard. Mr. Henderson stated they will
look at the signage and make the necessary improvements if needed.
Councilman Kiselewski stated there is another problem in that area stating
PGA Boulevard is down to two lanes there due to entrances to I -95, and
requested information re: traffic capacity for two lanes.
COUNCILWOMAN MONROE Councilwoman Monroe questioned whether there was a need for two westbound
left turn lanes at the intersection of Military Trail and PGA Boulevard,
f °eling that two northbound lanes may be more needed. The City Manager

stated he has been in contact with Palm Beach County re: this intersec-
tion, and there are plans for another through lane. The City Nanager
stated he has a meeting with the County next week to discuss intersection
improvements and this is one that will be discussed.
COUNCILMAN
KISELEWSKI
Councilman Kiselewski stated he was not able to attend the Grand Opening
of the new Ames Department Store, however, he requested City staff inform
the new owners to put the rides for children back inside the store.
RESOLUTIONS
RESOLUTION 22,1989
Councilman Russo stated there are two small changes to the Agreement bet-
ween the City and Palm Beach County re: General Aviation Airport, as
follows:
Page 3, Item 6, will be changed to read: "Nothing in this Agreement shall
preclude either party from litigating against the other an matters comple-
tely unrelated to and not contemplated by this Agreement.,,
Page 5, Item 15, will be changed to read: "The parties hereto expressly
convenant and agree that in the event either party is in default of its
obligations herei:,, the party not in default shall provide to the party in
default thirty (30) days written notice to cure said default before exer-
cising any of its rights as provided for in this Agreement ".
The City Council expressed no concerns with these changes. Vice Mayor
Aldred stated the City Council will consider approval of this Agreement at
their Regular Mceting of November 2, 1989.
ORDINANCES
ORDINANCE 36,1989
Vice Mayor Aldred stated this evening was an open public input workshop
for the purpose of members of the public expressing their concerns with
the Siena Oaks project,
Richard Walton, Director of Planning and Zoning, stated there was a

Village Manager of North Palm Beach, the Forester, City Manager, etc., and
the petitioner has agreed to all conditions attached to the Ordinance.
Mr. Walton reviewed all revisions made to the proposed plans, which incor-
porate concerns expressed by the City Council at previous workshop
sessions.
Attorney Raymond Royce, attorney for the applicant, addressed the City
Council, stating the conditions attached to Ordinance 36, 1989, accura-
tely reflect the conditions set forth at the meeting. Attorney Royce
stated he had a rough draft of the sates center this evening, however,
would submit formal plans and materials to the Planning and Zoning
Department tomorrow.
The City Council directed the words "shall be used" be deleted in Section
2, immediately before the colon. Condition # 7, was amended to read
"Homes on lots 1 through 40 shall have a minimum of two (2) trees with a
minimum caliber of three (3) inches planted in the rear yards, prior to
receiving a Certificate of Occupancy ". Condition # 12 was amended to
read: "All conditions contained in the letter from David Plummer and
Associates executed by Kahart Pinder, City Traffic Engineer, dated
September 7, 1989, shall be made a part of this approval.
Attorney Royce stated he would be prepared at the next meeting to show
what lots the models were to be built on, and stated those models will be t
real units that will remain in place.
Vice Mayor Aldred opened the meeting to inout from the public. There were
no comments from the public.
Councilwoman Monroe requested further information re: plans for tree pre-
servation and reason for and replacement of trees to be lost.

Ordinance 36, 1989, will be further workshopped by the City Council at the
Workshop Meeting of November 9, 1989.
ITEMS FOR DISCUSSION
AMENDMENTS TO
MERIT SYSTEM BOOK The City Council discussed amendments to the Merit System Rules and
Regulations Book as recommended by the Merit System Board, including
secondary employment of employees, reimbursement of educational expenses,
and employment of relatives.
Pegarding employment of relatives, the City Co,. °cil directed the City
Attorney to revise the existing nepotism ordinance to permit the City
Manager to approve the employment of relatives for those employees who are
not supervisors and requiring for approval by the City Council for those
applicants related to employees that are supervisors.
The Ciiy Council expressed no further concern with the remainder of the
amendments recommended by the Merit System Board.
ADJOURNMENT There being no further business to discuss, the meeting was adjourned at
10:35 P.M.
