WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
JANUARY ?6. 1989
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 9:00 P.M.in the Assembly Room of
the Municipal Complex, 105C3 North Military Trail, Palm Beach Gardens,
Florida, subsequent to the adjournment of a Special Regular Meeting.
ROLL CALL The Deputy City Clerk called the roll and present were: Mayor Feeney,
Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe, and Councilman
Kiselewski.
PROCLAMATIONS Mayor Feeney read a proclamation proclaiming February, 1989, "American
History Month ".
ITEMS BY THE
CITY MANAGER It was the concensus of the Council to place on next week's agenda the

recommendation of the City Manager re: authorization for Capital
Improvements Program for their consideration of approval.
FIRE DEPARTMENT
BANQUET Vice Mayor Martino, Councilman Kiselewski and Councilwoman Monroe stated
they will be attending the Fire Department Banquet on Saturday, January
28, 1989.
TRUCKS ON
MILITARY TRAIL The City Manager stated he has received a response from the State re:
trucks on Military Trail and will be meeting with trem tomorrow.
OPEN HOUSE -
SEACOAST UTILITIES The City Manager reminded the Council they were invited to an Open House
being held by the Seacoast Utility Authority on Sunday, January 29, 1989,
from 3:00 - 5 :00 P.M. The City Manager stated monies for the Open House
Is being paid by the various consultants.

stating the ri'.y received some comments from the County which
addressed a number of parcels In the north end of the County and
requests additional information by February 3, 1989. The City Council
requested Mr. Walton work on these questions and discuss the information
further at the February 2, 1989, City Council Regular Meeting.

KISELEWSKI
Councilman Kiselewski reported he attended last week's Solid Waste
Authority meeting where Commissioner Howard tried to stop a move by the
Authority's attorney to sue the County in an attempt to delay them for 30
days.

The City Council agreed to a meeting on February 13, 1989, with
surrounding municipalities to liscuss the Comprehensive Land Use Plans in
an attempt to coordinate the thoughts of all municipalities. The City
Council requested Administration to re- �,uieuuled the Comprehensive Land
Use Plan Committee meeting for that date.

MONROE
Councilwoman Monroe stated she has received complaints re: police officer
and crossing guard at Holly and Gardenia not being there when needed and
requested the City Manager look into this problem.

KISELEWSKI
In response to Councilman Kiselewskl, the City Manager stated the City has
received 232 replies to advertisements for Police Chief. The applications
will be reviewed by the Merit System Board and narrowed down to 20 appli-
cations to be reviewed by the City Council.

ORDINANCES
ORDINANCE 53,1988 A representative for "Gardens Suites Hotel" was not in attendance to
discuss Ordinance 53, 1988. Therefore, this item was postponed until the
next Workshop Meeting.
ITEMS FOR
DISCUSSION
"GARDEN LAKES" Mr. Michael Houston of Urban Design Studio addressed the City Council re:
amending 103.4 -acre "Garden Lakes Commercial /Multi - Family Residential PUD
created 2/16/78 via Ordinance 18, 1977, providing for the construction of
a buffer landscape and wall along their easterly and northerly property
lines fronting on North Military Trail and the Interstate -95 off -ramp.
Mr. and Mrs. Fogle, residents of "Garden Lakes" on the Military Trail side
expressed their concern that the wall was more than b feet in height.
Councilwoman Monroe requested the petitioner provide the City Council,
before the next meeting, of other fences in the area that would compare to
what is proposed.
The City Attorney was directed to prepare the necessary documents for
first reading.

CLUB _ Hank Skokowski of Urban Design Studio addressed the City Ccuncil re:
rezoning 1311.51 acres, including site commonly known as "J.D.M. Country
Club" located, in general, between PGA & Northlake Boulevards and N.
Military Trail & Turnpike, from present City zoning classifications of
RS -2 (Residential Single Family District) and PDA (Planned Developmcnt
Area) and Palm Beach County's zoning classifications of AR (Agricultural
District) (Comparable to City's Zoning Designation of AG) and RM

City's Zoning Designation of RM) to City's zoning classification of PCD
(Planned Community District).
A brief presentation was made by Mr. Joe Lee, who originaily designed the
golf courses at J.D.M., stating his plans for the improvements. Mr.
Godfrey of Kimley Horne addressed the City Council re: traffic flow and
improvements.
Mr. Augustin Hernandez of Palm Beach County School Board addressed the
City Council requesting the petitioner donate land within the PCD for the
location of a school on site.
The City Council requested a brief presentation and time to review the
material and will go into more depth for this request at their next
workshop meeting.
The City Council requested staff to make recommendations for their con-
sideration to appoint a committee re: amending Section 153.40 Purpose, of
Permit Procedure: Preservation of Trees and Vegetation, of Chapter 153:
Landscaping, of the City's Code of Ordinances.
There being no further husincss to discuss, the meeting was aciourned at
11:15 P.M.
