HomeMy WebLinkAboutMinutes Council 032389CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS MARCH 23, 1989 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL The City Clerk called the roil and present were: Mayor Martino, Vice Mayor Aldred, Councilwoman Monroe, Councilman Kiselewski and Councilman Russo. ANNOUNCEMENTS Mayor Martino announced there would be a meeting of the Planning and Zoning Commission on Tuesday, March 28, 1989, at 7:30 P.M. Mayor Martino also announced the City's Administrative Offices will be closed on Friday, March 24, 1989, in observance. of "Good Friday ". PROCLAMATIONS Mayor Martino read a proclamation proclaiming April 5 - 12, 1989, as "Building Safety Week ". ITEMS BY THE CITY MANAGER STZEETSCAPE PLAN The City Manager stated he received a letter from Mr. Redd of Team Plan, Inc. requesting a Councilmember be appointed to have a meeting with them, the City Manager and Jon Iles to discuss the Streetscape Plan they have developed for the City. Councilwoman Monroe will attend this meeting, as well as the Chairman of the Beautificatir,n and Environmental Committee, but after that meeting, the City Council requested a Special Workshop Meeting be scheduled so the entire City Council could give input into the plan. COUNTYWIDE DRI The City Manager stated he talked to the County re: Countywide DRI, 40 requesting they let the City know what is going on so they can par- CITY COUNCIL WORKSHOP MEETING, 3/23/84 PAGE 2 8 tik�:pdLt:. The CiLy 14aridger also requested that Jupiter be invited to par- ticipate as well. MONUMENTAL SCULPTURE The City Attorr.ay has responded to Mr. Kaye re: Rainbow Monumental Sculpture Agreement and the liability of the City. The City Attorney will` advise the City Council of this information as soon as he receives a response. COUNTYWIDE IMPACT FEES The City Manager and City Attorney met today with the County Engineer and Legal Counsel re: countywide impact fees and were informed that in the ordinance that was passed by the County in September, prior to the elec- tion, there was an automatic clause that fees kicked in in January. The City now needs to go back and look at all PUDs that were approved prior to this and all projects that have not receivzd any permits for any portion of the project so the County can determine what the contribution should have been, what has been paid and how much is owed. REPORTS BY MAYOR COUNCILMAN KISELEWSKI Councilman Klselewski reported on Solid Waste Authority activities this week re: Site 1, and read a paragraph from a letter from a constituent. COUNCILWOMAN MONROE Councilwoman Monroe reported attending the first meeting of the committee that is looking at revisions to the Landscape Code and Tree Preservation Ordinance. Councilwoman Monroe stated almost all people invited were in attendance and they will be comparing our code to others, alone with some original work, to try to improve on what is currently on the books. ITEMS BY THE MAYOR AND CITY COUNCIL VICE MAYOR ALDRED In response to Vice Mayor Martino, Councilman Kiselewski stated he has not followed -up on his conversation with Mr. David Hensa re: having the 2 municipalities in Palm Beach County opt into the County Train Whistle Ordinance in an attempt to make the City's ordinance functional. Councilman Kiselewski will follow -up on this problem. COUNCILWOMAN MONROE In response to Councilwoman Monroe, the City Manager was directed to determine the cost of installing a bicyc'e path from Military Trail to the Community Center on Burns Road and have this information for the City Council at their Workshop Meeting of April 13, 1989. GIFTS FROM FORMER MAYOR FEENEY Each Councilmember, the City Manager and the City Attorney received gifts from former Mayor Dick Feeney. The City Manager stated he delivered a gift to Mayor Feeney today from the citizens and City Council of Palm Beach Gardens in appreciation of his service to the City. COUNCILMAN KISELEWSKI Councilman Kiselewski stated he has been in weekly contact with the DOT re: having the traffic signal at Central and PGA Boulevards turned on, and Mr. Ashley of the DOT has written a letter of negatives to his boss in attempt to have the signal functioning. Mr. Ashley expects an answer to his letter in approximately one week. Councilman Kiselewski felt that when the City Council receives recommen- dations from various boards on the Comprehensive Plan, they should indi- Cate what they would like to see and how the City can achieve those goals. r.ounciiman Kiselewski stated he received many phone calls exp^ ssing CITY COUNCIL WORKSHOP MEETING, 3/23/89 8 PAGE- 4 disappointment in the Italian Street Festival, and stated he would not vote in favor of this event in the future. RESOLUTIONS RESOLUTION 21,1989 The City Council discussed Resolution 21, 1989, appointment of a member to the City's Recreation Advisory Board for a term to expire 717191, filling the va-ancy created by Arthur C. Kaminski. The City Council agreed to ORDINANCES ORDINANCE 30,1988 0 GARDENS PLAZA PUD I, L. appoint Mr. John Elsner as an Alternate member and appoint the present alternate, Mr. Goforth, as a regular member. The City Council will con- sider adoption of Resolution 21, 1989, at their Regular Meeting of 4/6/89. The City Council discussed, in detail, Ordinance 30, 1988, rewrite of "Chapter 155: Signs" of the City's Code of Ordinances. The City Council made several revisions to the proposed ordinance, up tc Page 8, and r— bested the City Clerk make the amendments. The City Council will further workshop the remaining pages of the Sign Code at their meeting of 4/6/89. Mr. Donald Miller of First Partners Companies addressed the City Council re: amending 4.5 -acre "Gardens Plaza" PUD, with certain uses as permitted in the City's CG -1 (General Commercial) Zoning District, created by Ordinance 3, 1985, within SE4 of Section 6- 42 -43, on the southeast corner of PGA Boulevard & Fairchild Gardens Avenue, providing for a three year extension of the permissible time for completion of the project. The City Council expressed concern with equipment on the roof of the first building and stated no such items can be placed on the roof of the second building. Councilman Russo requested an inflation factor be included in any applicable impact fees. J.D.M. COUNTRY CLUB The City Council reviewed amendments to the Rough Draft Ordinance for the rezoning of 1311.51 acres, ncluding site commonly known as "J.D.M. Country Club" located, in general, between PGA & Northlake Boulevards and N. Military Trail & Turnpike, from present City zoning classifications of RS -2 (Residential Single Family District) and PDA (Planned Development Area) and Palm Beach County's zoning classifications of AR (Agricultural District)(Comparable to City's Zoning Designation of AG) and RM (Residential Multiple Family, Medium Density District) (Comparable to City's Zoning Designation of RM) to City's zoning classification of PCD (Planned Community District). The City Council 'requested Richard Walton prepare , list of what the Planning and Zoninr Commission recommended that is not included in the Ordinance, and requested he make amendments to the ordinance to incor- porate the thoughts of the City Council. It was the concensus of the City Council to schedule a first reading on the ordinance for this project for the City Council Regular Meeting of 4/6/89. INTERLOCAL AGREEMENT_ The City Council discussed the Interlocal Agreement between, the City and Palm Beach County re: General Aviatior Airport. The City Council, requested the following amendments to the Interlocal Agreement: (1) totally delete the 3rd "WHEREAS" paragraph on Page 1; (2) City Attorney rewrite 4th "WHEREAS" paragraph on Page 1; (3) first line.
