The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino, subsequent to the adjournment of the Special Regular Meeting. ROLL CALL The Secretary called the roll, and present were: Mayor Martino, Councilwoman Monroe, and Councilman Russo. Councilman Kiselewski and Vice Mayor Aldred were not in attendance as they were out -of -town. ANNOUNCEMENTS Mayor Martino announced there would be a meeting of the Policemen's Retirement Trust Fund Monday, 9118/89, 5:30 P.M. at the Central Fire Station; and a City Council Regular Meeting, Thursday, 9/21189, 8:00 P.M. ®EMS BY THE in the Assembly Room. CITY MANAGER PROSPERITY FARMS The City Manager reported on meetings re: right of way on Prosperity Farms Road and the planning process for imprrvemrnts to that road. The City Council will discuss this further at their Regular Meeting of 9/21/89. REPORTS BY THE MAYOR AND CITY uOUNCIL MAYOR MARTINO The Mayor �.aorted that the Planning and Zoning roard met Tuesday. The minutes of this meeting are on file in the City Clerk's office. Mayor Martino reported he and the City Manager attended a conference in Orlando re: impact fees. The Mayor suggested the City consider hiring a consultant, perhaps Dr. Nicholas, to help with the City's Impact Fee plans. The Council agreed that Dr. Nicholas come to a City Council ® meeting to make a presentation. 7� Mayor Martino reported meeting with residents re: Lake Cather,ne. Sill Bevelle, resident of Palm Beach Gardens, presented a copy of a letter from his committee stating they have found a compromise impossible and they will continue to monitor the site plan as it progresses. The Mayor thanked the residents for their participation in tnis project. Councilwnman Monroe felt the City Newsletter could include a synopsis of what projects are being considered or passed by the City Council. Mayor Martino felt the Newsletter could contain a forecast and that the Newsletter could be issued 8 times a year. RESOLUTIONS RESOLUTION 80,1989 It was the concensus of the City Council to appoint Selema Oxnevara, David Miller and James McGrath to the City's Art Advisory Committee as well as Will Ray as the representative of the Palm Beach County Council of Arts and Howard Ostrout as the representative of the Northern Palm Beaches Chamber of Commerce. The City Council will consider adoption of Resolution 80, 1989, t their Regular Meeting of 9/21/89. ORDINANCES ORDINANCE 23,1989 The City Clerk was directed to correct the Section of the Code referenced in Ordinance 23, 1989, to read Section 156 instead of 151. The City Council expressed no concerns with Ordinance 23, 1989, repealing Section 156.03 (8), which pertains to membership of the Site Plan and Appearance Review Committee and substituting in its place a new Section 156.03 (B) which provides that the membership of said commiittee shall be the members of the Planning and Zoning Commission. ORDINANCE 24,1989 The City Council expressed no concerns re: Ordinance 24, 1989, repealing paragraph (A) of Section 32.51 of the Palm Beach Gardens Code and pro- viding that the Planning and Zoning Commission shall consist of 7 members and 2 alternate members and amending paragraph (C) of said S,,ion to pro- vide that members and alternate members shall be appointed by Resolution. The City Council will consider second reading and adoption of Ordinance 24, 1989, at their Regular Meeting of October 5, 1989. ITEMS FOR DISCUSSION COMPREHENSIVE LAND USE PLAN Mr. Scott Herrington of Resource Engineering made a presentation to the City Council re: the City's Comprehensive Land Use Plan submitted to the State 7/7/89, making suggestions on how to prepare comments for the DCA meeting and preparations that should be done by the City in the next 30 days. NORTHLAKE CENTRE Bristol Ellington of the Planning and Zoning Department addressed the City Council re: rezoning of 4.648 acres from Palm Beach County designation of RM (Multiple Family Residential District - Medium Density) to PUD (Northlake Centre) with underlying zoning of PO (Professional Office), located on the south side of Northlake Boulevard and on the east and west sides of Dania Drive. Mr. Joe Legan, authorized agent for Northlake Commercial Properties, made a presentation re: a general overview of the proposed project, including elevations. Traffic was discussed, and the petitioner agreed to have a study done rc: ingress /egress to this property. The petitioner discussed ® signage, which included a total of 4 signs. The petitioner was advised that it was the concensus of the City Council to maintain the 20 foot CITY COUNCIL WORKSHOP MEETING, 9/14/89 0 PAGE 4 landscaped buffer strip along Northlake Boulevard. The petitioner was also directed to get letters from Waste Management and the Fire Department with their concerns or approvals for this project. Kahart Pinder, City Traffic Consultant, discussed impacts this project would have on surrounding roadways and his concerns with problems at the intersection. The petitioner was directed to get a letter from Palm Beach County stating they had no concerns with traffic. Councilwoman Monroe expressed her concerns with the remainder of develop- ment on Northlake Boulevard and Military Trail and wanted to be sure that the roads would be able to handle additional traffic. Mayor Martino stated th's petition would be workshopped on the 28th and would like the traffic questions answered at that time. The Mayor also requested more information re: interfacing with the neighboring proper- ties, building materials, colors. NORTHLAKE CENTRE The City Council expressed no concerns with the annexation of 4.648 acres ANNEXATION located on the south side of Northlake Boulevard and on the east and west sines of Dania Drive. M -31A TRACt PGA NATIONAL Bristol Ellington of the Planning and Zoning Department addressed the City Council re: creation of a PUD on N11-31A Tract of the PGA National PCD, pro- posed to consist of 61 one- and two - story, semi - custom single family homes, discussing conditions recommended by the Planning and Zoning Commission and staff for approval of this project. The City Manager stated there would be a need for one electric and one water meter per home since lots along the gaff course propose homes with apartments over the garages. Mr. flank Skokowski of Urban Design Studio, showed detailed plans, CITY COUNCIL WORKSHOP MEETING, 9114/89 PAGF 5 Including floor plans, and stated the petitioner agreed with all con- ditions of approval, except Condition 1, minimum cross - sections. Mr. Skokowski presented sames of colors and materials proposed for the pro - ject. The City Attorney was directed to prepare the necessary documents for the Council's consideration at their Regular Meeting of 9121/89. THE ISLAND Mr. Ted Sabatello, developer of "The Island" at PGA National, addressed the City Council re: need for vacation of easement on certain lots within this project. The City Council will consider a resolution for vacation of the easements at their Regular Meeting of October 5, 1989. Mr. Sabatello was directed to prepare a petition 'c the amendment to the PUD for zero- lot-line units and go through the Planning and Zoning Commission before coming before the City Council. LAKE CATHERINE Bristol Ellington of the Planning and Zoning Department addressed the City Council re: Rezoning of 85.92 acres from PDA & RH to PUD with the uses designated in RS -2 and RM, and site plan approval for the construction of 298 dwelling units (3.49 du's) and a 10.79 acre park (Lake Catherine) located 575 feet north of Northlake Boulevard on the east and west side of MacArthur Boulevard. STEVE GODF'REY Mr. Steve Godfrey, traffic consultant for the petitioner, stated they have done traffic studies on the impact of this project on surrounding roadways and felt the impact was minimal. Mayor Martino requested the petitioner alert Palm Beach County re: needs of time for traffic light on Northlake Boulevard. Councilwoman Monroe requested a traffic count be done on Lighthouse Drive and MacArthur Boulevard. The City Council requested more detail on traffic impacts on Silverthorne and 91st Street. Na -mr Ma-tino CITY COUNCIL WORKSHOP MEETING, 9114/89 to 0 ADJOURNMENT APPROVAL 0 PAGE 6 requested documentation re: paving of roads and the donation of property to the City for the park. Mayor Martino also requested testing of the lake water. Attorney Royce presented a check list on the park donation that inlcluded the development of a 10.79 acre park. Attorney Royce stated the developer would be paying $150,000 for School Impact Fees. Mayor N' -.rtino felt there should be an interlocal agreement with the School Board re: impact fees, and requested the petitioner construct a pedestrian bridge for students at Howell Watkins to cross MacArthur Boulevard. Mayor Martino directed the City Attorney to prepare the necessary ordi- nance for the Council's consideration of first reading at their Regular Meeting of 9/21/89. The Mayor stated the Council will hold a Public Informational Workshop at their Workshop Meeting of 9/28189 to receive any comments from the public on this project. There being no further business to discuss, the meeting was adjourned at 12 :15 A.M.
