HomeMy WebLinkAboutMinutes Council 051189CITY COUNCIL WORKSHOP MEETING ® CITY OF PALM BEACH GARDENS MAY 11, 1989 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino a2 8:00 P.M. in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The Deputy City Clerk called the roll and present were: Mayor Martino, Vice Mayor Aldred, Councilwoman Monroe, Councilman Kiselewski, and Councilman Russo. ANNOUNCEMENTS Mayor Martino announced there would be a Special Meeting of the City Council (Public Hearing on the proposed Comprehensive Land Use Plan /Map) on Monday, 3/1-1/89, at 7:30 P.M; a meeting of the Merit System Board Am on Tuesday, 3/16/89, at 7:30 P.M.; and a Special Meeting of the City wr Council to interview applicants for the position of Police Chief on Saturday, 5/13189, at 8:00 A.M. ITEMS BY THE MAYOR AND CITY COUNCIL MAYOR. MARTINO COUNCILMAN KISELEWSKI I] It was the concensus of the City Council to place Ordinance 13, 1989, amending the retirement benefits for the City's employees; and Ordinance 14, 1989, modification to the PCD code which will increase the 300 sq. ft. per dwelling unit to 400 sq. ft., on first reading at the City Council Regular Meeting of May 18, 1989. It was the concensus of the City Council to have the City Attorney draft an ordinance modifying Section 159.044 (a) of the City's Codes to include a 55 foot setback to include not only PGA Boulevard, but Donald Ross Road, Hood Road, Central Boulevard and Jog Road. It was further directed that this ordinance be scheduled for first reading. REPORTS COUNCILMAN KISELEWSKI Councilman Kiselewski stated he will continue in his efforts to obtain an answer to the train whistle problem, and will report to the City Council when he has more infcrmation. COUNCILWOMAN MONROE Councilwoman Monroe reported she attended a meeting on the proposed high school site, and walked this site with several people attending this meeting. Councilwoman Monroe stated she will report more when Ordinance ® COUNCILMAN 10, 1989, is discussed later in the agenda. RUSSO Councilman Russo stated he attended a meeting of the Volunteer Fire Department where concerns were expressed that the County is not responding to fires they were contracted to, in accordance with the In ".eriocal Agreement, specifically Steeplechase. The City Manager was requested to discuss this problem with the Fire Chief and forward a letter to Lhe County. VICE MAYOR ALDRED Vice Mayor Aldred reported attending a meeting of the Beautification and Environmental Committee. Vice Mayor Aldred stated this Committee was working on a beautification program and would submit a report to the City Council prior to budget discussions. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA RS. MR. ROBERT SOLOMON Mr. Robert Solomon addressed the City Council expressing his opposition to the lottery system that will be used by the Recreation Department for the summer program. It was the concensus of the City Council to continue with the lottery system this year to see how it works or until a better solution was disco- vered. ORDINANCES ORDINANCE 5, 1989 Mr. Richard Walton, Planning and Zoning Director, addressed the City Council re: Ordinance 5, 1989, creation of "Golf Estates Villas" Medium • Density Residential PUD, proposed to consist of 14 townhouse units and be located on Lots 13 -16, Block 53, PGA National Golf Club Estates Plat # 2 (1.445 acres with Section 12- 42 -42), fronting on the west side of N. Military Trail, immediately north of the tri -plex located on the northwest corner of Holly Drive and Military Trail. Mr. Walton statea the applicant has provided the City a new site plan. Mr. Walton further stated that the City Forester has commented that the trees along Military Trail need to be spaced instead of clumped together. Councilman Kiselewski felt the trees along the rear and south property lines should be spaced 20' apart as well. Councilman Russo will meet with Mr. Walton to discuss impact fees for this project. The City Council will consider second reading and adoption of Ordinance 5, 1989, at their Regular Meeting of May 18, 1989. CITY COUNCIL WORKSHOP MEETING, 5/11/89 PAGE 4 ORDINANCES 9, 11, AND 12, 1589 Mr. ;,icatard Walton, Planning and Zoning Director, addressed the City Council re: Ordinance 9, 1989, annexation of 2.57 -acre parcel within Section 8 -42 -43 on the west side aJ Prosperity Farms Road, approximately 700' south of RCA BoulevarS; Ordinance 11, 1989, rezoning of above referenced 2.57 -acre parcel from Palm Beach County Designation of RS (Residential Single Family) to Planned Unit Development (PUD) for a Social Club Headquarters (non - profit), under the City's RS -4 (Residential Single Family District) zoning classification; and Ordinance 12, 1989, modifica- tion to the City's Comprehensive Land Use Plan /Map adopted 11121/85 by ordinacne 22, 1985, providing for a change in the delineation of the City's boundaries for the above - referenced 2.57 -acre expansion and simultaneously providing for "Residential 0 -5 units per acre" land use designation. The City Attorney stated this project would have to appear before the Site Plan and Appearance Review Corrmitiee for approval of parking and landscaping before they would get a Certificate of Occupancy. The City Council requested the City Attorney amend the Ordinance to proh­ bit meetings from midnight to 8;00 a.m. and limiting, kitchen facilities to what is existing. The City Council requested the Building Official look at this project since this is a residence being converted to a meeting place, which will subject it to many additional requirements. ORDINANCE 10, 1989 Mr. Ken Skrimser, representinq the School Board of Palm Beach County, addressed the City Council re: Ordinance 10, 1989, creation of a PUD, with those uses permitted in the City's GU - Governmental Use zoning district, enabling development of a High School on a 60 -acre parcel located on the CITY COUNCIL WORKSHOP MEETING, 5/11/89 0 PAGE 5 sou }n side of Donald Poss Road, between Military Trail and Central Boulevard within Section 25- 41 -42. Mr. Augustin Hernandez of the Planning Department for the School Board, introduced the architect who gave a detailed explanation for the proposed building of the high school facility. The environmental specialists for the School Board discussed the environmental plans, stating they will meet the requirements for all environmental agencies. A discussion ensued as to setbacks on Military Trail ano Central Boulevard, and the petitioner agreed to adhere to the setback require- ments, particularly the parkway system, with few exceptions. Mayor Martino stated this was a Public Informational Workshop and ® requested members of the audience address the City Council with any con- cerns. Ms. Rosa Durando, Mr. Chuck Potter, Ms. Karen Edwards, Ms. Candy Kaylor, Ms. Jane Sheer, Mr. Steve Farnsworth, and Ms. Zola Hartman addressed the City Council expressing their oppozition to this site being used, based on environmental issues. Ms. Susan Adams, Ms. Harriett Nolan, Ms. Carol Poppick, Mr. Bill Pendry, and Mr. Tom Sansbury addressed the City Council expressing their support of this site being used for the construction of a high school. Councilwoman Monroe stated she has heard the environmental issues, has walked the site, and stated she would like more acreage tied into the plan to preserve more of the area. Councilman Russo agreed that he would like more acreage, and stated he was in favor of the school being built on this is site. Vice Mayor Aldred reemphasized what limitations the City Council had with this issue and stated he was in favor of this site being used for CITY COUNCIL WORKSHOP MEETING, 5111/89 40 11 ADJOURNMENT PAGE 6 the construction of t�e high school. Mayor Martino stated this project is approximately 1% of the 6,000 acres in this area and felt preservation could be planned for other areas included in the 6,000 acres. Mayor Martina stated he was in favor of this site being used for the high school. Councilman Kiselewskl stated he had no objections with the Ordinance, however, outlined several concerns with the Interlocal Agreement. The City Attorney was directed to amend the Interlocal Agreement to include the thoughts of the City Council. The City Council requested the petitioner provide the City with a tree survey and to work with City staff before Tuesday re: any requirements that still need to be met. The City Council will consider second reading and adoption of Ordinance 10, 1989, at their Regular Meeting of May 18, 1989.
