PARK AVENUE The City Manager updated the City Council on discussions that have taken
place this last week re: Palm Beach County Thoroughfare Plan for Park
Avenue. The City Council directed the City Manager to express the City
Council's opinions to the County, stating their preference for
Alternative No. 2.

APRIL 13, 1989
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room of
the Municipal Complex, 10500 North Military Trail. Palm Beach Gardens,
Florida; and opened with the Pledge of Allegiance to the Flag.
ROLL CALL
The Deputy City Clerk called the roil and present were: Mayor Martino,
Councilwoman Monroe, and Councilman Kiselewski. Vice Mayor Aldred was not
in attendance as he was out of town; and Councilman Russo was not in
attendance due to a previous commitment.
ANNOUNCEMENTS
Mayor Martino announced there would be a Public Hearing by the City
Council on Consideration of Transmittal of City's Proposed Comprehensive
Land Use Plan /Map to State Department of Community Affairs, on Monday,
April 17, 1989, at 7:30 P.M.
Mayor Martino also announced there would be a meeting of the Zoning Board
of Appeals on Tuesday, April 18, 1989, at 7:30 P.M.

candidates. The Personnel Department is now conducting background
searches, and expects all information to be ready for City Council review
within the next 2 weeks.
Councilman Kiselewski requested the City Forester, Planner or Code
Enforcement Officer research why landscaping at Pier One does not comply
with the City's Landscape Code.
Councilman Kiselewski stated the City Council use to get reports from the
various departments and has only been receiving a report from the Fire
Department. It was the Concensus of the City Councii that the various
departments of the City resume reports to City Council so that the Council
will have a better feel for what is needed when they begin to discuss the
budget.
COMMENTS FROM
THE PUBLIC
VITO DE FRANCISCO Mr. Vito De Francisco, resident in PGA National, addressed the City
Council expressing his displeasure with the operations and location of the
guardhouse adjacent to his home in PGA National. Mr. De Francisco
expressed his opposition to the City Council's consideration of the Safe
Neighborhood Act. Mayor Martino advised Mr. De Francisco that the City
Attorney is researching the Safe Neighborhood Act and that subject is now
at the Planning and Zoning Commission level. Mayor Martino also requested
an analysis from City staff re: stated problems with the guardhouse adja-
cent to Mr. De Francisco's home.

Trail, immediately north of tri -plex located on the northwest corner of
Holly Drive and Military Trail. Mr. Walton detailed revised plans and
outlined approval conditions from the Planning and Zoning Conmission.
It was the consensus of the City Council that Ordinance 5, 1989, be placed
on first reading at the Regular Meeting of April 20, 1989. Mayor Martino
advised Mr. Kirschke, applicant, that all documentation must be in -house
prior to April 20, 1989, or this item will be removed from the agenda.
ORDINANCE 6,1989
Richard Walton, Planning and Zoning Director, addressed the City Council
re: Ordinance 6, 1989, amending 2.109 -acre POD, with those uses as per -
mitted in the City's CG -1 (General Commercial) Zoning District (created by
Ordinance 32, 1981; and amended by Ordinance 1, 1984, & Ordinance 2,
1986), witin Section 12 -42 -42 on the south side of PGA Boulevard, imme-
diately west of Military Trail, providing for an extension of an addi-
tional two years of the permissible time for completion of the project.
The City Manager stated the City did receive the right -of -way as a dona-
tion from this project at the original approval.
It was the consensus of the City Council to approve the reciaested exten-
sion with the provision that the petitioner had 2 years to get a permit
and 1 year to get a C.O. The City Council stated if permit date is not
met then this project is subject to the 50' buffer requirement for PGA
Boulevard. The City Council will consider second reading and approval of
Ordinance 6, 1989, at their Regular Meeting of April 20, 1989.

The City Manager addressed the City Council re: Ordinance 7, 1989,

am_ ding 4.5 -acrt ''Gardens Plaza" PUD, with certain uses as permitted in
the City's CG -1 (General Commercial) Zoning District, created by Ordinance
3, 1985, within the southeast quarter of Section 6- 42 -43, on the southeast
corner of PGA Boulevard & Fairchild Gardens Avenue, providing ror a

three year extension of the permissible time for completion of the pro -
ject. The City Manager recommended, and the City Council agreed, that
existing vegetation located on lands designated for the parking garage be
relocated on site. The City Council requested the petitioner consider
joint access to the Sigma project, proposed south of this project.
The City Council will consider second reading and approval of Ordinance 7,
1989, at their Regular Meeting of May 4, 1989.
ORDINANCE 8, 1989
Mr. Hank Skokowski of Urban Design Studio addressed the City Council re:
Ordinance 8, 1989, rezoning 1311.51 acres, including the site commonly
known as "J.D.M. Country Club" located, in general, between PGA &
Northlake Boulevards and North Military Trail & the Turnpike.
Mr. Godfrey, Traffic Engineer, discussed in detail traffic flow, signal
warrants and traffic volumes. Mr. Howard Searcy answered drainage
questions, and the City's Engineer, Mr. Lindahl stated he concurred with
Mr. Searcy's presentation.
The City Attorney stated the only open item is the issue of Recreational
Impact Fees.
It was the consensus of the City Council to hold a Public Information
Workshop meeting on April 27, 1989, to be advertised in a local newspaper
and posted on the bulletin boards so the Council can receive all public
Input for their consideration. This meeting will be held at the City's
Community Center to accommodate expected public participation. If
