HomeMy WebLinkAboutMinutes P&Z 112889CITY OF PALM.BEACH GARDENS PLANNING AND ZONING COMMISSION NOVEMBER 28, 1989 REGULAR.MEETING The Regular Meeting of the City of Palm Beach Gardens, Florida was called to order by Chairman Don Vogel, at 7:00 P.M. in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. The roll was called by the secretary, and present were: Don Vogel; Mike Rosen; Domenick Lioce; Jeffrey Ornstein; James Leatherman; and Joseph Hamzy and Rebecca Serra, Alternate Mem- bers. Alan Strassler and Jack White were not in attendance. The City Attorney stated a temporary chairman and vice chairman should be elected at this meeting due to the fact that Alan Strassler and Jack White, both primary members, were not in attendance. Mr. Domenick Lioce nominated Mr. Don Vogel for temporary chairman. Mr. Mike Rosen seconded the motion. The motion carried unanimously. Mr. Rosen nominated Mr. Lioce as temporary vice chairman. Mr. James Leatherman seconded the motion. The motion carried unanimously. The minutes for the meetings of October 10, 1989 and November 14, 1989 were presented to the Commission. The minutes were not voted on for approval due to lack of sufficient time for review. Items by the Planning & Zoning Director Mr. Rich Walton, Planning & Zoning Director, addressed the Com- mission and introduced members of the Planning and Zoning staff. Mr. Walton discussed procedures for Planning and Zoning meetings 1 and Site Plan and Appearance Review. The Commission discussed the scheduling of meetings for Site Plan and Appearance Review and it was decided that the Planning and Zoning Director would coordinate with the Chairman on the scheduling of Site Plan and Appearance Review petitions. Mr. Walton explained the Planning and Zoning Department will continue to call each Commission member when the packages are ready for each Commission meeting. The packages will be avail- able to be picked up on the Thursday before the meeting by the close of business in the Police Department Dispatch office. Items by City Council Liaison City Council Liaison, Mayor Mike Martino, addressed the Commis- sion advising that the Commission members review the City's code with regard to Site Plan Review and Planning & Zoning. Mayor Martino also advised that the Commission members become familiar • with the Land Use Map and Comprehensive Plan. • Mr. Bill Brant, City Attorney, addressed the Commission stating he is available to answer any questions the Commission may have, however, he attends the Planning & Zoning Commission Meetings only at the invitation of the Chairman. Workshop of Wynfield, A.R.A. Millpond (Z- 89 -09) - re: Rezoning from Palm Beach County designation AR, Agricultural Residential District and RS, Single- Family Residential District, to Planned Community Development (PCD) for a 1,700 -unit residential communi- ty and a 19 -acre village center on 595.26± acres, located on the east side of Alternate A -1 -A, west of Prosperity Farms Road, approximately one mile north of PGA Boulevard, and south of Frenchman's Creek and Frenchman's Landing. (31 & 32- 42S -43E) Mr. Bristol Ellington, City Planner, presented the staff report to the Commission. Mr. Ellington stated staff's concerns regarding this development E were as follows: having only one main access to the site with the two emergency accesses; lack of details on the village cen- ter; the location of the Regional Center pathway, being on the east side of the park rather than the west side; whether or not the petitioner would agree to maintain the park until the City annexes Cabana Colony; a phasing plan which addresses improvement and timing; revise the master plan to show all preserve areas which are significant environmental areas; a 25 -foot buffer area be included around all perimeters of the site versus the buffer easements to be maintained by the individual property owners; the middle school site; details on the community park including the proposed boat ramp; and any traffic concerns that may be raised in discussions with Ken Rogers, the City Traffic Consultant. Mr. Hank Skokowski, agent for the petitioner, addressed the Commission with an overview of the proposed development. Mr. • Skokowski explained the reason why the Regional Center pathway is on the east side of the park is because they control that piece of property and the pathway will connect with the pedestrian pathway on the master plan for the Foundation Land Company. Also, a pathway on the east side will provide for water exposure. Mr. Skokowski stated where the development abutted a totally compatible land use (a low- density residential development) they propose to create easements to preserve existing tree vegetation in that area and at the same time allow for the private property owner, going back to the property line, to use that space, in- stead of the 25 -foot buffer. Mr. Ornstein stated there should be standards established in the PCD to ensure that the property owner does not build up to the 3 property line especially where there will be no commonly -main- tained buffer. •Mr. Skokowski introduced Mr. Frank Marone, Director of Land Planning at Urban Design Studio, who discussed the land plan. Mr. Marone there are potential wetlands and ecosystems on the site, but may not all be viable or sensitive systems. These wetlands and ecosystems are jurisdictional by several agencies including South Florida Water Management District, The Army Corps of Engineers and Department of Environmental Regulation. Mr. Howard Searcy, Waste Water Management, addressed the Commis- sion with a discussion of the wetland areas. Mr. Kahart Pinder, Traffic Consultant for the petitioner, ad- dressed the Commission stating this project will generate approx- imately 14,590 trips a day. The project has a significant impact on Hood Road from Alternate A -1 -A to Central Blvd., Alternate • A -1 -A from Donald Ross Road to PGA Blvd., and on Military Trail • from Hood Road south to PGA Blvd. Hood Road from Alternate A -1 -A to Military Trail would be required to be four -laned prior to project buildout, and Alternate A -1 -A from Donald Ross Road to PGA Blvd. would be required to be six -laned prior to project buildout. A discussion ensued. The Commission directed the petitioner to return for Public Hearing on December 12, 1989. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 10:25 P.M.
