RECREATION AND PARKS ADVISORY BOARD
July 25, 1989
The City of Palm Beach Gardens Parks and Recreation Advisory
Board met on Tuesday; July 25, 1989, at the Community Center.
Those present were Chairman Chuck Campbell, Alan Shisgal,
Jeff Sabin, Lynne Bundick, Charles Goforth, Ellen Finnerty,
and Fred Davies. Also present were Mayor Mike Martino, City
Manager John Orr, Councilman Joe Russo, and Parks and Rec-
reation Director, Doug Hood.
Chairman Campbell called the meeting to order at 7:10 P.M.
The first item for discussion was the purchase of the Lake
Catherine area by Burg & DiVosta Corporation. If this pur-
chase goes thru as planned, Palm Beach Gardens will get the
5 acres of land in front of Lake Catherine as well as the
lake itself, the 101 acres of land east of MacArthur Blvd.
and south of Howell Watkins school for ball fields, which
will be a "turn key" operation.put in by Burg & DiVosta.
The concern for traffic flow will be relieved by the opening
of Silverthorn Rd., which is located to the West of the the
housing project. The city will get approximately 26 acres
of land, if the purchase of the Lake Catherine area goes as
planned. The residents of the city need to be informed that
Palm Beach Gardens does not own this land parcel. This site
if developed as purposed, will have 98 single- family homes
and 200 townhouses. The density for this area will be 4 units
per acre, which is the same as Plat 1. The Advisory Board
discussed taking a "fact sheet" to the Open Hearing on Aug. 1st
at the Community Center at 7:30 P.M. Joe Russo read aloud a
letter from the Foundation Land Company to the Mayor and Council
of Palm Beach Gardens. The letter outlined the proposed grants
of land and the building to the east of the Community Center,
plus the credits toward future parks and recreation requirements
by additional developers. Entrance to the city features will
be put in by Burg & DiVosta at no charge.
Ellen Finnerty expressed concern for the Summer Program being
able to handle the influx of new residents from the proposal
mentioned above. The remedies for this propblem might be
handled by the purchase of the Naval Reserve building on River-
side Drive, building another Community Center on Burns Road
across from Sandalwood, or renting more portables. The new
Community Center will be on 11 acres of land, and will be a-
nother "turn key" operation built by Burg & DiVosta Corporation.

The next topic for discussion was the Youth Athletic Association.
The Y.A.A. needs to adhere to the "resident first" policy, if
they are to receive any funding from the City Council. Concern
was expressed also about the fact that non - residents are on the
Y.A.A. Board. Y.A.A. needs to re -group and have stronger control
over the coaches. There was also discussion of the Y.A.A. being
supervised by the Recreation Department. It was decided that
the Y.A.A. and the Recreation Advisory Board should meet and have
a discussion.
The next issue discussed on the agenda was the problem of teen-
agers and nowhere to go. It was decided that they need a place
of their "own ", and their "own" board. It was suggested to
open the Recreation auditorium one night a week, or maybe a dance
once a month. They need a "cool" adult for the supervisor. We
need to meet with the parents to get support for this project,
and go to the high school and put up signs. Also talking with the
Student Government Assoc. of each school would help spread the en-
thusiasum for this project.
The final discussion was on the subject of the Senior Citizens.
We need to be better informed of their projects. This should be
brought up at the next meeting.
Doug Hood also introduced Linda Bullock as his new secretary.
With no other items of business, the meeting was adjourned at
9:30 P.M.
