RECREATION AND PARKS ADVISORY BOARD
June 6, 1989
The City of Palm Beach Gardens Parks and Recreation Advisory
Board met on Tuesday, June 6, 1989, at the Community Center.
Those present were Chairman Chuck Campbell, Betsey Yerry,
Alan Shisgal, John Elsner, Jeff Sabin and Lynne Bundick. Also
present were Councilman Joe Russo, Mayor Mike Martino, and
Parks and Recreation Director, Doug Hood.
Chairman Campbell called the meeting to order at 7:40 p.m.
The first item for discussion was the upcoming Summer Pro-
gram. The plan to have a lottery for admittance was cancelled
and all that signed up during registration were accepted. The
addition of 3 portables and expansion of some of the groups
allowed this. The final enrollment figures are not in but it
will be between 500 - 600 children. The program starts June 19
and runs until August 11.
The City is negotiating to purchase the Navel Building on River-
side Drive for future expansion. The building is being appraised.
This building contains offices but funds will have to be allo-
cated for renovation. Building Official, Jack Hanson, and
Public Works Director, Joe Blazes, are working with Doug Hood
on these plans.
The purchase of this building would not concel plans for the
expansion of the Community Center. Additional space is needed
to keep up with growth and increased population of Palm Beach
Gardens. The purchase of property for parks is also under
consideration.
The City has hired a new Tennis Pro, Brenda Engle. There will
be classes for adults and children throughout the summer.
There was a discussion on increased impact fees for recreation.
The county is also raising impact fees.
Doug Hood announced that the Palm Beach Gardens Parks and Recrea-
tion Department is a Gold Medal finalist for the third year in
A row. This award, sponsored by the National Recreation and
Parks Association,'honors the top recreation departments in the
country according to population. The finals will be held in the
fall.

Doug Hood stated that bids are out to light the ballfields
at Gardens Park. This needed improvement should be finished
by the end of the summer.
Lynne Bundick gave a report on the non - resident participation
in the Palm Beach Gardens Youth Athletic Association. Non-
residents pay an additional fee to participate in the YAA
programs and there was a discussion on how the additional
funds should go to the city. The city may want to draw up
guidelines for the YAA concering these fees. The YAA is
having trouble getting volunteers to act as directors and
it may be advantagous to have the Parks and Recreation Depart-
ment run the baseball program and have YAA members coach the
teams.. Advisory Board Chairman Chuck Campbell stated he would
draft a letter to the City Council suggesting ways the Parks
and Recreation Department might help the YAA program.
Non - resident participation in the Soccer program statistics
are being kept. The registration for this program runs from
May 1 to July 28.
There was a discussion on the Comprehensive Plan for the city.
One suggestion for change is acres of recreation land per
population. The change would be 3.5 acres per 1,000 population
up from 2.8 acres. The board would like to see land for a public
golf course and have projected population growth statistics
for future planning.
Doug Hood complimented the Advisory Board on the good job
being done for recreation development in the city. He also
announced the secretary for the department is retiring.
There was a discussion on trying to have some kind of way to
meet the needs of the teenagers in the city. A meeting with
some teens and perhaps some parents may be a way to find out
these needs.
With no other items of business, the meeting was adjourned
at 9:25 p.m.
