PARKS AND RECREATION ADVISORY BOARD
May 2, 1989
The City of Palm Beach Gardens Parks and Recreation Department
Advisory Board met on Tuesday, May 2, 1989 at the Community Center.
Present were Chairman Chuck Campbell, Betsey Yerry, Jeff Sabin,
Lynne Bundick, Chuck Goforth, John Elsner. Absent were Ellen
Finnerty and Alan Shisgal. Also present were Youth Athletic
representative, Donnie Russell, Councilman Joe Russo, and Assis-
tant Director, Sue Ruskay.
Chairman Chuck Campbell called the meeting to order at 7:45 p.m.
and opened by talking about the Comprehensive Plan review. He
had attended the review and told the City Council members that
the Advisory Board is not comfortable with the number of acres
per thousand population. The Board would like to see the city
• purchase additional land for parks and recreation.
There was a discussion on the proposed JDM addition and the in-
creased population this would be for the city. This addition
would also bring impact fees to the city. The JDM addition would
consist of 62,000 acres. 300 sq. ft. of park per unit is planned
but 400 sq. ft. would be needed to meet the 3.5 number recommended
by the Board.
There was a discussion on the future plans of the MacArthur Founda-
tion to release property for sale. A park north of PGA Blvd.
would be ideal. Thereis no property designated for parks at this
time. It may be adventagous to talk to the City Planner, Rich
Walton to get additional information.
It was announced that the Advisory Board may want to attend the
Comprehensive Land meeting on Monday at 7:30 p.m. in the Council
Chambers.
Plans for the Summer Program were discussed. The Parks and Recrea-
tion Department is renting portables to be able to expand the
program. Registration will run from May 30 to June 3 and entrance
to the program will be determined by a lottery. There will be
a drawing on Monday, June 5. The drawing will include all children
in a family.
• It was stated that the Parks and Recreation Department needs
more that having the present Community Center expanded, new centers
are needed in other areas of the city.

The upcoming Dance Recital and the problems for parents of the
children participating in the program getting enough tickets
for all members of the family to attend this was discussed. A
larger place than the auditorium of Palm Beach Gardens High School
is needed or an additional performance to meet the demands for
attendance of this popular event.
The Advisory Board is encouraged to attend City Council meetings
and write letters concerning the recreational needs of the city.
The need for a Teen Center or a place for teenagers to meet on
a regular basis was discussed. The Naval Reserve building that
is being considered as a purchase by the city would be an ideal
location for a center.
Joe Russo stated that he had talked to City Manager, John Orr,
on the use of funds for the city.
Lynne Bundick stated that some children need an alternative to
sports and listed classes and interest groups that the Parks
and Recreation Department may want to consider in planning future
programs.
Plans for the July 4th Celebration were announced by Sue Ruskay.
This year the event will be held at the Gardens Mall. The city
is also working with the Village of North Palm Beach to combine
efforts to have an outstanding day of activities for families.
There will be tournaments, bands, a fashion show, clowns, magicians,
and game booths. The event will be in a parking lot and the
fireworks are planned to be outstanding.
There was a discussion on the need for weekend activities for
adults and a covered pavillion.
The percentages of residents and non - residents for
ties was discussed. The numbers are not exact but
not exceed 150 of members asnon- residents. A time
