MILITARY TRAIL PALM BEACH GARDENS, FL 33410 (407)775 -8270 PARKS AND RECREATION ADVISORY BOARD January 10, 1989 The City of Palm Beach Gardens Parks and Recreation Department Advisory Board met on Tuesday, January 10, 1989, at 7:30 p.m. in the Community Center. Present were Chairman, Chuck Campbell, Betsey Yerry, Alan Shisgal, Jeff Sabin, Art Kaminski, Ellen Finnerty, Lynne Bundick, and Parks and Recreation Assistant Director, Sue Ruskay. Alternate member Alfred McKenna called to say he was resigning from the Board because of his health. Members of the Board received a draft of the Comprehensive Plan. Sue Ruskay gave out a list of meetings in conjunction with the preparation of the plan. Joe Russo, a candidate for the City Council, introduced himself • to the members and also attended the meeting. The draft of the Comprehensive Plan includes Recreation and Open Space Element for the city. It was prepared by Resource Engineering and Planning, Inc. of Palm Beach Gardens. There was an unsuccessful attempt to get someone from this company to come to the Advisory Board meeting to answer questions about the plan. There was the feeling that comparing Palm Beach Gardens to other cities such as West Palm Beach and Coral Springs was unfair because because of population, location, and potential growth. On page 10 of the plan, in the Table 7 -1, Existing Public and Private Parks, the listing of Lake Catherine should be eliminated since the city does not own this property. There was a discussion of the population projection and growth rate for the city. It was stated we need two regional parks to meet the need of the projected growth plus a library and public golf course. The shuffleboard courts were discussed as well as the need for a covered pavillion. There was a discussion on the pros and cons of the County developing parks within the city limits. A county -run park would be open to the public, not just city residents. • Chairman Chuck Campbell stated it is important to have 100% of the Advisory Board members present at the meetings in the Council chambers to prepare the Comprehensive Plan. JUST FOR YOU" NATIONAL GOLD MEDAL AWARD FINALIST 1987 and 1988 y • dates for the meetings of interest to the Advisory Board will be: Monday, January 30, 1989, at 7:00 p.m. and Monday, February 27, 1989, at 7:00 p.m. The January 30 meeting is scheduled to plan Recreation and Open Space the February 27 meeting discussion will deal with the Future Land Use Element. Chuck Campbell wrote a letter to the City Council recommending the city consider purchase of land that Foundation Land is now offering to sell. The property includes the Lake Catherine baseball facility, the land south of Howell Watkins Junior High School, and the property behind the Klock Company that would be an expansion of Gardens Park. The board decided unanimously to send this request to City Council There was a discussion on the need to label some of the items considered at the monthly Advisory Board meeting as Action Items and bring them up at meetings until the item is acted on or eliminated. Discussing the minutes from previous meetings may also help keep items on track. The Navy Reserve building located on Riverside Drive just north of the Palm Beach Gardens Elementary School is for sale and would be an asset to the Parks and Recreation Department. Some classes or meeting rooms could be located here and alle- viate some of the over - crowding at the Community Center. • . The building may have too high an asking price and the poor parking may elimated this plan. Sue Ruskay stated it is definate that the high school and Jr. high school will be used during the summer program. Sue announced that Paul Quick is the new tennis pro for the city. Mr. Quick is re- organizing some parts of the tennis program and plans to have leagues, lessons, and tournaments in the near future.
