The Workshop Meeting of the City Council of Palm Reach Gardens, Florida,
was called to order by Chairman Pro Tern Kiselewski at 8:00 0.4. it the
Assembly Room of the Municipal Complex, 10500 North Miiitary Trail. Palm
eeach G ?dens, Florida.
The Deputy City Clerk called the roll and present were: Councilman
Kiselewski, Councilman Aldred and Councilwoman Monroe, vice Mayor Martino
arrived at 8:40 P.M. Mayor Feeney was not in attendance as he was out of
town.
Councilman Kiselewski announced the City's Administrative Offices will be
d on Monday, May -0, 1988, in observance of Memorial Day.
Cccncilirian Kiselewski presented a plaque of appreciation to Centel Cable
in appreciation of $2,000 donation to the City for the purchase of a new
scoreboard for recreational sports. Doug Hood, Director of Recreation and
Parks stated the scoreboard that will be replaced is at Plant Drive Park.
Mr. Hood thanked the City Council, the City Manager and Centel Cable f,r
their support of the Recreation Department.
Councilman Kiselewski congratulated thz City's Recreation Department for
beir3 c:ie of four cities in the county for the National Gold Medal Award
finalists, for the second year. Councilman Kiselewski pointed out Pa1;3i
Beach Gardens was the only city nominated in the State of Florida.
Thy City Council had no concerns re: Ordinance 24, 1988, placing a mora-
torium on pole signs in the City. The City Council will consider second
re, =ding and adoption of Ordinance 24, 1988, at their Regular Meeting of
June 2, 1988.

��► The City Manager dic-u�sed Ordinance 25, 1988, modifying the City's budget
for the 1987/1988 Fiscal Year, detailing the proposed revisions to the
City's budget. The City Council expressed no concerns with the requested
revisions, and will consider second reading and adoption of Ordinance 25,
1988, at their Regular Meating of June 16, 1988.

�1 :e Mr. Hank Skokowski of Urban Design Studio, authorized agent for Soverel
Harbour, addressed the City Council re: the creation of a PUD on 7.58
acres, more or less, with land uses permitted being those as set forth in
the CG -1 General Commercial District of the Palm Beach Gardens Code, pro-
posed to consist of hotel, yacht club, raw bar and ancillary facilities,
located, in general, fronting on the north side of PGA Boulevard, between
Prosperity Farms Road and the Intracoastal Waterway. Mr. Skokowski make a
brief presentation, including slides, pointing out propcsea revisions ro
plans discussed with the City Council at an earlier wor'tLhop meeting,
Mr. Skokewski stated he would like to know the tnoaghts of the City
Council before formally revising the plans. It was the concensus of the
City Council that there was still too much intensity proposed on this site
and requested the petitioner consider removing the boat storage building.
Mr. Skokowski stated they will consider the thoughts of the City Council
and ,ubmit revised plans to the City Clerk's office.
F� %3Ii[i�ai�➢ Mr. Rick Warner of the MacArthur Foundation addressed the City Council re:
request for voluntary annexation of approximately 5.000 acres north of PC%+

Boulevard. Mr. Warner presented a map to the City Co=,;7 showing where
the areas to be annexed were located. Councilwoman Monroe expressed con-

table Parcel 3 until annexation petitions for 2 churches in the area could
simultaneously be passed; and felt there could be possible legal problems
with Parcel 4.
It was the conce sus of the Citv Council to proceed with those annexa-
tions. The City Council will consider second reading and approval of
these annexations at their Regular Meeting of June 15, 1988.
Vice Mayor Martino acknowledged receipt of a letter from Palm Beach County
re: opposition to proposed voluntary annexation of approximately 5,000
acres north of PGA Boulevard.
There being no further business to discuss, the meeting was adjourned at
9:07 P.t .
