fhe Deputy City Clerk called the roll and present were: Vice Mayor
Martino, Councilman Aldred, and Councilwoman Monroe. Mayor Feeney and
Councilman Kiselewski were out of town.
Vice Mayor Martino made a presentation to Richard Holder, ten -year member
of Palm Beach Gardens Fire Department, Inc.
The City Manager read a letter received from Chief Ed Arrants of the palm
Bear^ Gardens Fire Department exiire_ irg the Fire Department's wiilingncss
and ability to serve the recently annexation areas and that a commercial
that appeared on TV indicating the City's Fire Department was not in
agreement was totally f.,ise. Chief Arrants stated the Fire Department

Per' the recoraiendation of the City Manager, the City Council will hold a
Special Workshop Meeting nn March 23, 1338, at 6:00 P.M., wits City
Engineer Lennert Lindahl and Mr, pincer to discuss traf;,= performance
standards for' the City.

purchase of Seacoast Utilities, however, now needs a letter of consent
from North Palm Bearh and Lake Park. Mr. Orr stated he sent a letter to
these municipalities, however, to this date has not received a reply.
Mr. Orr stated the City has received a letter from the City of Riviera
Beach requesting the City's consent for the purchase of Seacoast
u�i:itie�, anc recorsrenkled a negative reply. The City Council unanimously
agreed with the City Manager's recommendations.
PLANNING $ ZONING
DIRECTCR The City Manager stated that during budget sessions the City Council
approved the hiring of a Planning and Zoning Director, however, stated he
was having a difficult time finding someone for the salary the City is
offering.
GARDEN OAKS The City Manager stated the recent Court decision re: 117.94 Burg and
DiVesta annexation, known as "Garden Oaks ", will automatically be appealed
by the City Attorney. Mr. Orr felt the City should follow through with
the appeal process with the use of other experts to determine if there was
something overlooked, and to define ".tie City's boundaries. 1'ie City
Council requested the City Attorney write a memo interpreting the Court
Order.
SAM CARSILLO The City Manager, and City Council, thanked Sam Carsilio, resident of Palm
Beach Gardens, for his efforts in promoting the recent annexation referen-
dims.

COUNCIL!dAN_ALDPcD Councilman Aldred reported he has submitted the redraft of the Interlocal
Agreement with Palm Beach County to the City Manage ^'s office. Once this
agreement is typed, memhers of the City Council will be 9i ven a copy for
Ida their review. the City Council requested this be placed on the agenda for
the Special Workshop Meeting of March 23, 1988.

assistance. The City Council directed the City Manager write a letter to

SHAWN KALLISTER Mr. Shawn McAllister, resident of Mary Circle, requested a member of the
City Council meet with residents of Mary Circle and Commissioner Marcus
for an informational discussion rc: pcssible annexation into the City of
Pa lm Ceich Gardens. Vice Mayor Martino requested Mr. McAllister let hire
know a definate date and he would attend this meeting.
SO4 CARSILLO !ar. Saj Carsillo, resident of Palm Beach Gardens, addressed the City
Couricii with concerns, including building a libarary, signs for railroad
whistles during evening hours, bike paths and odor from the dump.

County Public Records), located fronting on the west side of Prosperity
Farms Road, between Burns Road and RCA Boulevard (f /k /a Monet Road), ano
consisting of 17 single family lots; and simultaneously zoning same RS -2,

was contiguous to the City of Palm Beach Gardens, the City Council
directed the City Attorney to draft an Ordinance for the Council's con-

Mr. Jeff Renault, authorized agent for 100ti of property owners in "Monet
Oaks ", addressed the City Council stating the property owners were

P and consisting of' 20 singie family lots; and simultaneously zoning

Monet Oaks was contiguous to the City of Palm Beach Cardens, the City
council directed the City Attorney to draft an Ordinance for the Council s
consideration of approval of this annexation.

Council sating he was requesting to modify the "Clocktower" Professional
Cffice PLED created 12/19/85 by Ordinance 19, 1985, providing for iden-
tificatlon wall signage for the individual tenants. The City Council

to a lac' of a quorum_ The City Council requested Mr. Schwartz consult
with the City Attorney. The City Council will consider approval of this
modification once they receive a recommendation from the Planning and

GARDEN TRAIL
Mr. Frank S. DeFilippo addressed the City Council re: creation of .71 -acre
"Garden Trail" PUD, with land uses permitted being those as set forth in
the City's RH- High Density Residential District, proposed to consist of 8
condominium units and be located on .71 acres fronting on the west side of
North Military Trail, between Lilac Street and Holly Drive, immediately
so:,th of "Palm Garden Apartments ". The City Counci. stated a recommen-
dation has not Deen received from the Planning and Zoing Commission S,nce
their Public hearing on March 8, 1988, was recessed due to a lack of a
quorum. Mr. DeFilippo briefly reviewed the plans and elevations. The
City C ^.moil rcquested H , ud= •lippo bring with him to next meeting, a
rear- elevatior, landscape plans and a plan showing how he proposed to
solve possible traffic problems. The City Council will consider approval
o` this PUD once they receive a recommendation from the Planning and
