JANUARY 28, 1988
Thp workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room at
the Municipal Complex. 10500 North Military 7rall, Pa-m Beach Gardens,
Florida; and opened with the Pledge of Allegiance to the Flag.
The Deputy City Clerk called the roll and present were: Mayor Feeney,
Vice President Martino, Councilman Aldred, Councilwoman Monroe, and
Councilman Kiselewski.
Mayor Feeney announced there would be a meeting of the Recreation Advisory
Board as well as a meeting of the Site Plan and Appearance Review
Committee on Tuesday, February 2, 1988, at 7:30 P.M.
Mr. Scott Brown and Michael Redd of Team Plan, Inc. addressed the City
Council re: "Roadway Beautification and Enhancement Program ". A
discussion ensued re: price of proposed streetscape plans, and possible
irrigation and weed problems with plants used in medians. Team Plan will
look into the use of other plants and penccns paver bricks in medians.
Team Plan will also give the City Council an idea of what the price of
their proposals would cost.
The City Council requested input from the Beautification and Environmental
Committee. Mr. Redd of Team Plan stated he would invite the members of
that ranmittee to their office for a meeting. The City Coun--i? requested
Team Plan present photographs of the proposed vegetation and that a pho-
tograph be made of the various sign oroposals for the Councii's revie�,

7Y _ The City Manager arl- owledged a letter from Palm Beach County in response
Cc the City's letter re: proposed annexation. The City Council will
review this letter and discuss it at a future meeting.
REPORTS
MAYOR FEENEY Mayor Feeney reported attendino a meetinq at the Chamber of Commerce this
morning where they discussed governments contributing 2X of construction
costa for a project entitled "Art fn Public Places". Mayor Feeney
requested the Chamber make a presentation to the City Council for their
input.

AND COLNCIL
VICE MAYOR MARTINO Vice Mayor Martino attended a sub - delegation meeting in Jupiter re: Encon
and their request to expand their district into the service areas known as
Seacoast. At this meetinq the sub- delegation requested Encon produce
further information. Vice Mayor Martino stated he has heard that the
Northern Palm Beach County Water Control District has requested special
legislation and requested the City Manager research this request.

Ml7NROF Councilwoman Monroe stated some people are interested in requesting the
legislature to grant a one -year extension for their Comorehensive Land Use
Plan update. The City Manager stated a one -year extension would be help-
ful. Councilwoman Monroe requested Vice Mayor Martino bring this up at
the next Loxahatr.hee Council of Governments to see how others feel about
an extension.

KISELEWSKI Councilman Kiselewski stated the Palm Beach County Commission will be con-
sidering more used car lots on Northlake, as well as some expansions of

® existing car dealers. Councilwoman Monroe stated the City should subunit

staff look into where there car dealers are proposed and give the City
Council a description.
Mayor Feeney requested the City Manager set up a time on a Wednesday

David PlLmer and Lennart Lindahl to this meeting for their input.

JOHN SPRIGG Mr. John Sprigg, 10918 Larch Court addressed the City Council requesting
the City consider building a "half -pipe" in a City park for skateboarding
purposes. The City Council requested Mr. Sprigg contact Mr. Doug Hood,
Director of Parks and Recreation, and suggested Mr. Sprigg appear before
the Recreation Advisory Board.
RESOLUTIONS
RESOLUTION 7, 1988 Mr. Jeff Bernalt of Oakway Circle, Monet Oaks, addressed the City Council
stating neighbors livtog around and on sid- streets off of RCA Boulevard,
did not want that road named after Palm Beach Junior College, and if
anything would like it renamed "Monet Road ". Mr. Bernalt stated ha pre-
sented a petition containing 210 signatures to the City Clerk's office
this date and ,stated a supplemental petition would be delivered next week.
The City Council requested Mr. Bernalt approach Dr. Eissey of Palm Beach
Junior College to mike him aware of the dissatisfaction of the residents
of that area.
RESOLUTION 8, 1988 It was the concensus of the City Council to reappoint Donald Vogel,
Jeffrey Ornstein and Jong Toshner of the Planning and Zoning Commission;

Alan Str-ssler and James Leatherman of the Site Plan and Appearance Review
Committee; and appoint Seymour Fine and Carl SabatelIo, current residents
of r..im t+eacrr Gardens, to the Comprehensive Lend Use Flan Committee. The
City Council will consider approval of Resolution 8, 1988, at their
Regular Meeting of February 4, 1988.
RESOLUTION 9, 1988 The City Council discussed Resolution 9, 1988, setting forth that the
Regular Meetings of the City Council being held on the first foir
Thursdays of each month; and that they be held subsequent to Workshop
Meetings convening ac 7:30 P.M. It was the concensus of the City Council
not to begin meetings at 7:30 P.M., but to list certain items on the
Regular agenda as "workshop items ". The City Attorney was directed to
research the correct way to amend the "Administrative" section of the
City's Code and Charter. The City Council will consider this item at a
future meeting after direction from the City Attorney.

ORDINANCE 4, I988 The City Manager stated Ordinance 4, 1988, amendin_q Chapter 151 of Title
15 of City's Code of Ordinances, providing for increases in Fair Share
Contributions for Road Improve-rents (initially adopted 616185 via
Ordinance 5, 1985), would merely change the various fees, bringing them
into line with Coda!,' - C?t; Council requested the Ordinance be
amended on page 10, to r ^nd "n - 91,999 sq. ft. _ $2.141sq. ft. ".
The City Council will consider adoption of Ordinance 4, 1988, at their
Regular Meeting of February 4, 1988.
ORDINANCE Sl 1988 The City Council will discuss Ordinance 5, 1988, creating a new sub-
section c` the City's Zoning Code to be known as 'Traffic Performance
Standards" after they have had an opportunity to meet with Cai,fd Plummer
and Lennart Lindahl. Earlier, the Council requested the City Manager to

arrange meeting for a Wednesday evening.
91JIN4NCE 6, 1988 The City Council requested the title of Ordinance 6, I988, be amended to
read as follows:
AN ORDINANCE OF THE CITY OF PALM BEACH GARDENS,
FLORIDA, AMENDING SECTION 156.11(A) OF THE
PALM BEACH GARDENS CODE BY PROVIDING THAT THE
JURISDICTION OF THE CITY COUNCIL SHALL ONLY
INTERVENE WHEN THE BUILDING SITE DOES REQUIRE

TRAFFIC IMPACT OR CHANGE IN THE FOOTPRINT
OF BUILDING OR WILDINGS; AND, PROVIDING FOR

GARDENS CODE IN CONFLICT" FEREWTrH; ,AND, PRO-
VIDING FOR AN EFFECTIVE DATE HEREOF.
The Council further requested that Section 1. (A) be amended to Incorporate
the changes made In the title.
The City Attorney was requested to resear-h additional ordinances so that
petitioners could not circumvent the intent of this ordinance.
ORDINANCE 7, 1988 The City Council stated Ordinance 7, 1988, setting forth that the City
Council shall hold four Regular Meetings per month, preceded by Workshop
Meetings, was discussed when Resolution 9, 1988 was discussed. The City
Council will make a determination re: Ordinance 7, 1988, after receiving
input °r,m the City Attorney.

PPE5TON COURTS Mr. Robert Frein, Vice President of Golden Develocment Company of Palm
Beach County, addressed the City Council re: "Preston Courts" multi- f."-7ily
"UD proposed to be located within 4.789 -acre M -18 Tract or the PGA
National PCO, and consist of 34 duplex units. Mr. Frein stated the
Council's requests from the previous Workshop Meeting have been incorporated
into the revised pl.3ns, including the addition of 3 additional auxiliary
parking spaces and the relocation of the driveway into Building 1. The

The City Council directed the City Attorney to prepare a Resolution for
their consideration.

Mr. Hank Skokowski, Urban Des[gn Studio, addressed the -Ity Council re: a
commercial POD proposed to be located within 2.5 -acre Lct I of the 'TGA
Commerce Park” PUD; and consist of an ancillary 77 -bed commuilty bed n*
sheltered -bed nursinq hone, as regulated by Chapter 400, Part r, and
Chapter 651, Section 651.118, Florida Statutes, and a 56 -unit /bed Adult
Congregate Living Facility as regulated by Cria.ter 400, Part 11, Florida
Statutes - including variance of 1418" to setback requirement.
Mr. J. Bridge, Landscape Architect, addressed the City Council re:
Iandscaping plans; and Mr. Lynn Byrd, Architect, addressed the City
Council re: elevations of the proposed building.
The City Council requested the petitioner consider one ingresslegress to
the site, maki.ig a possible antranceway for the residents into the City
park, and installinq a sidewalk south of the building for the residents.
