RESIDENTS Mayor Feeney will r+raft a letter to the residents in Paiftl Beach Gardens
uutlining the Coun�ll's position on referendums that will appear on the
November 8, 1988, ballot, including Countywide Traffic Performance
Standards, Courrcywide Impact Fees, Seven Member Districts and the annexa-
tion of Horseshoe Acres. The Mayor will deliver i s 1EtEef' to the City
Clerk's Office by Tuesday, November 25, 1988.
REPORTS
VICE MAYOR
MARTINO Vice Mayor Martino reported he and the City Manager attended the League of
Cities meeting in Orlando on Thursday, October 13; 1988, and felt the City
should become more familiar with the Slid Waste issue.
Vice Mayor Martino reported the Planning and Zoning Commission had a spe-
cial meeting on "NorthCorp Center" and stated lie was impressed with how
ch they were handling this project.
RESOLUTIONS
RESOLUTION 92, 988 Per the request of the petitioner, Resolution 92, 1988, approval of 'Great
Western Bank" PUD was postponed.until the Reguldr Meeting of October 27,
1988.
RESOLUTION 93,1988 Per a consensus of the City Council the Deputy City Clerk read, by title
only, Resolution 93, 1988, providing for day, time, and place of meetings
of City Council.

RE50 LUTION 94.1988 Per a concensus of the City Council the Deputy City Clerk reap, by title
only, Resolution 94, 1988, appointing /reappointing members to the City's
Comprehensive Land Use Plan Committee. The City Council reappointed the
same members to the Committee, and appointed Mike Rosen, to replace Carl
Sabatello.

ORDINANCES
ORDINANCE 29, 1988 Par a concensus of the City Council, Ordinance 29, 1988, was postponed
until the Regular Meeting of November 17, 1988. Ordinance 29, 1988 is
the annexation of 596.14 acres, more or less, within Section 31 -41 -43 and
Section 32- 41 -43; and 'ccate:.', in general, between the unincorporated sub-
divisions commonly known as "Cabana Colony" & "Frenchman's Creek" and
Alternate A -1--A & Prosperity Farms Road, per the petition of the John D. &
Catherine T. MacArthur Foundation.
ORDINANCE_32 -,1988 Mayor Feeney reopened the Public Hearing, which was recessed from the
Regular Meeting of 10/13188, and held on the intent of Ordinance 32, 1988,
creation of "Prosperity Centre" PUD on 10.2029 acres, more or less, with
land uses permitted being those as setforth in the CG -1 General Commercial
is District of the Palm Beach Gardens Code, located, in general, south of PGA
Boulevard, east of Prosperity Farms Road, proposed to consist of 156,420
sq. ft. of hotel, retail sales, and office space usages.
Several residents of "Pirate's Cove" addressed the City Council outlining
their concerns with this project, with the main objection being traffic
problems.
There being no further comments from the public, Mayor Feeney closed the
Public Hearing.
Per a unanimous vote of the City Council the Deputy City Clerk read
Ordinance 32, 1988, by title only, on second and final reading.
Ordinance 32, 1988, was unanimously adopted by the City Council, witn the
restrictions, attached to the Ordinance. The City Council requested the
City Manager research the possibility of paving Canal Road.

ORDINANCE 40, 1988 Mayor Feeney declared the Public Hearing open, which was duly advertised
9,'21/86, 9i28/88, 1x/5/88 and 10/12/88 and recessed from the City Council
Regular Meeting of 10/13/88; and held on the intent of Ordinance 40, 1988,
annexation, under Palm Beach County Development Regulations, of 4.15
acres, more or less, located approximately 1/2 mile west of North Military
Trail, on the south aide of Donald Ross Road.
There being no comments from the public, Mayor Feeney declared the Public
Hearing closed.
Per a unanimous vote of the City Council, the Deputy City Clerk read, by
title only, on second and final reading, Ordinance 40, 1988. Ordinance
4E), 1988, was unanimously adopted by the City Council.
ORDINANCE 41, 1988 Mayor Feeney declared the Public Hearing open, which was duly advertised
'121/88, 9128188, 1015/88 and 10/12/88 and recessed from the City Council
Regular Meeting of 10113/88; and held on the intent of Ordinance 41, 1988,
annexation, under Palm Beach County Development Regulations of 5 acres,
more or less, located 1/4 mile west of North Military Trail, on the north
side of Hood Road.
There being no comments from the public, Mayor Feeney declared the Public
Hearing closed.
Per a unanimous vote of the City Council, the Deputy City Clerk read, by
title only, on second and final reading, Ordinance 41, 1988. Ordinance
41, 1988, was unanimously adopted oy the City Council.
ORDINANCE 42, 1988 Mayor Feeney declared the Public Hearing open, which was duly advertised
9/21/88, 9/28/88, 1015/88 and 10/12/88 and recessed from the City Council
Regular Meeting of 10/13/88; and held on the intent of Ordinance 42, 1988,
annexation, under Palm Beach County Development Regulations, of 2 acres,

more or less, located fronting on the north side of Hood Road, between
Nora', Pl;litzry Trail and Alternate A -1 -A.
There being no comments from the public, Mayor Feeney declared the Public
Hearing closed.

42, 1988, was unanimously adopted by the City Council.
ORDINANCE 44, 1988 Mayor Feeney declared the Public Hearing open, which was duly advertised
1014/88, and held on the intent of Ordinance 44, 1488, providing for two
Regular meetings of the City Council each month.
There being no comments from the public, Mayor Feeney declared the Public
Hearing closed.
Per a unanimous vote of the City Council, the Deputy City Clerk read, by
title only, on second and final reading, Ordinance 44, 1988.
Ordinance 44, 1988, was unanimously adopted by the City Council.
ORDINANCE 46. 1988 >:er a vote of 3 ayes and 1 nay of the City Council, the Deputy City Clerk
read, by title only, on first reading. Ordinance 46, 1988, imposing 2%
levy for "Art in Public Places" Program for Private Developments.
Councilwoman Monroe cast the nay vote.
ORDINANCE 47, 1988 Per a vote of 3 nays 'knd 1 aye of the City Council, Ordinance 47, 1988,

ORDINANCE 43, 1988 Mayor Feeney declared the Public Hearing open, which was duly advertised
10/5/88, and held on the intent of Ordinance 43, 1988, creation of a PUD
known as "5overel's Harbour" on 7.04 acres, more or less, with land uses
permitted being those as set forth in the CG -1 General Commercial District
of the Palm Beach Gardens Code, proposed to be located, in general,
