"Humanitarian Day ".
PRESENTATION Vice Mayor Martino presented a plaque of appreciation to the City's Police
Chief Ronald Neubauer for his service to the City from September 30, 1985
to November 4, 1988.

a little longer, to watch how petitions are made to the City Council, under

The Regular Meeting of the City Council r Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 6:00 P.M. in the Assembly Room of
the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens,
Florida: and cpened with the Pledge of Allegiance to the Flag.
ROLL CAtA
The City Clerk called the roll and present were: Vice Mayor Martino,
Counci',nan Aldred and Councilwoman Monroe. Mayor Feeney was rot in atten-
dance because he had another commitment. Councilman Kiselewski was not in
attendance as he was out -of -town.
ANNOUNCEMENTS
Vice Maya- Martino announced the General Election is on Tuesday, November
8„ 1988, from 7:00 a.m. - 7:00 P.M. There will be a meeting of the
Recreation Advisory Board on Tuesday, November 8, 1988, at 7:30
P.M. and a meeting of the Palm Beach Gardens Fire Department, Inc. on
Tuesday, November B. 1988, at 7:30 P.M. There will be meetings of the
Planning and Toning Commission as well as the Beautification and
Environmental Committee on Wednesday, November 9, 1928, at 7:30 P.M.

VICE MAYOR
MARTINO Vice Mayor Marino stated there has been a group of citizens that has
formed in the last few wee,cs known as "Citizens for Municipal Rights ", to
bring to the attent',o~ of the public the referendums that will be con -
sidered on the November o, 1988 General Election Ballot, concerning the
language used on the ballot. Vice Mayor Martino stated the language cho-
sen was to "trick" the voting public in to not completely understand what
they were voting on. Vice Mayor Martino reviewed the facts concerning
the Traffic Performance Standards and Impact Fees referendums.

Mr„ Sam Carsillo, a resident of the City, addressed the City Council with
concerns, including a City library, trucks on Military Trail, single -
member districts, and speeding on Dahlia Avenue.

Chris Ounny, 4151 Magnolia Court, Palm Beach Gard( -ns, addressed the City
Council stating a crosswalk was needed nn Military Trail to help bicycles
and walkers cross the street. The City Manager was requested to research
this problem,

RESOLUTION 95,1958
Voce P'ayor Martino declared the Public Hearing open, which was duly adver-
tised 10/19/88, and held on the intent of Resolution 95, 1988, amending
the 100.2 -acre "The Gardens" regional shopping mall PUD (created 1-1/15184
via Resolution 62, 1984, and amended 5/15/86 via Resolution 21, 1986) pro-
viding for the sdle /service of beer and wine, for on- and off- premise con-
sumption at "Tacos Amigos ", a food court tenant (Section L, located at the

upper level of the mall) in Space # L -205 of "The Gardens" shopping mall,
3101 PGA Boulevard, Palm Beach Gardens. There being no comments from the
public, Vice Mayor Martino declared the Public Hearing closed.
Per a unanimous vote of the City Council, the City Clerk reap, oy title
oni , Resolution 95, 1988. Resolution 95, 1988, was unanimously approved
by the City Council.
RESOLUTION 96,1988 Vice Mayor Martino declared the Public Hearing open, which was duly adver-
tised 10119/88 and hela on the intent of Resolution 96, 1988, a variance
to the distance requirement of 750' between alcoholic beverage vendors,
providing for the sale /service of beer and wine, for on- and off- premise
consumption at "Tacos Amigos ", a food court tenant (Section L, located at
the, upper level of the mail) in Space # L -205 of "The Gardens" shopping
mall, 3101 PGA Boulevard, Palm Beach Gardens. There being no comments
from the public, Vice Mayor Martino closed the Public Hearing.
Councilman Aldred stated that the City Council has been approving these
Petitions for the «le of alcoholic beverages in the mall with the con-
dition that the food court would be policed by the mall management to
insure that food and /or beverages would not be taken throughout mall.
Councilman Aldred stated that on his visits to the mall, this has not been
clone and would like this message conveyed to the moll management.
Councilwoman Monroe stated this could be the last approval unless this
procedure is not changed.
Per a unanimous vote of the City Council the City Clerk read, by title
only. Resolution 96, 1988. Resolution 96, 1988, was unanimously approved
by the City Council.
