CITY OF PALM BEACH GARDENS
DECEMBER 8, 198b
The 'Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room of
the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens,
Florida; and opened vith the Pledge of Allegiance to the Flag.
ROLL CALL
The flt,i Clerk called the roll and present were: Mayor Feeney, Vice
Mayor Martino, Councilwoman Monroe and Councilman Kiselewski. Councilman
Aldred was absent due to a previous commitment.
ANNOUNCEMENTS
Mayor Feeney announced there would be a meeting of the Planning and Zoning
Commission on Tuesday, 12113188, at 7:30 P.M.; the Palm Beach Gardens Fire
Department, Inc., on Tuesday, 12/13/88, at 7:30 P.M.; and the
Beautification and Environmentai Committee on Wednesday, 12114/88, at 7:30
P.M.
PROCLAMATION
Mayor Feeney read a proclamation proclaiming January, 1989 "Volunteer
Blood Donor Month ".
PRESENTATION
Mayor Feeney presented a placque of appreciation to Mrs. Charlotte
Faulconer, member of the Beautification and Environmental Committee from
11/21/85 to 11/21/88.
REPORTS
COUNCILWOMAN
MONROE
Councilwoman Monroe reported attending a meeting of the Site Plan and
Appearance Review Committee on Tuesday, and expressed her concern with the
approval of the "barge" at Waterway Cafe. A discussion ensued re: this
approval, concerning setbacks, zoning, parking, and the absence of a PUD
that had been promised for this parcel. The City Council requested this
item be placed under "Items for Discussion" on their agenda of 12/15/89,

Council on this approval and the possibility of an appeal by the City
Manager.
The City Council further requested an ordinance be prepared for first

amend the Parking Code for the City to double the requirements for parking
in restaurant use.
VICE MAYOR MARTINO Vice Mayor Martino reported attending a special meeting of the Planning
and Zoning Commission on Wednesday, December 7, 1988, re: 1400 -acre JOM
property. Vice Mayor Martino stated the meeting included the attendance
of approximately 200 -250 residents. Vice Mayor Martino felt the Planning
and Zoning Commission was doing a thorough review of this project and felt
a majority of the problems would be resolved by the time it reached the
City Council. In response to counciiwoman Monroe, vice Mayer Mdrl7ne
stated the 10 acre parcel at Gardenia and Military Trail will be included
in the petitioner's presentation.

VICE MAYOR
MARTINO Vice Mayor Martino stated residents in the JDM area will be requesting the
removal of the bridge at Seagrape wloer, �nat project comes before the City
coun�:ii.
Vice Mayor Martino expressed his concerns re: roof mounted equipment at
Gardens Plaza and requested information on how this was allowed and what
steps can be taken to resolve the problem.

MONRCE Councilwoman Monroe stated the Site Plan and Appearance Review Committee

COUNCILMAN
KISELEWSKI Councilman Kiselewski stated the Miller Building on U.S. Highway One has
installed an additional sign advertising everyone in the building, and
requested information on how this was allowed.
Councilman, Kiselewski requested information on how all the Chr'stmas tree
lots are being approved.
Councilman Kiselewski expressed his concern with the chain link fence that
Is being installed around the Palm Beact, Gardens High School property on
Military Trail. The Citv Manager was requested to look into this
problem.
MAYOR FEENEY Mayor, Feeney stated he would like to see the City staff work a full 40
hour work week and felt the work hours deeded to oe reconstructed.
Mayor Feeney stated there were 6 police cars parked downstairs when he
arrived this evening, and there were 8 last Thursday. He requested to
know if there was a shortage of staff or an cver-,ibundance of cars.
Mayor Feeney requested a report from the rvl,c.e Department on reported
speeding problems on Elm Street and Holly Drive, and parking on the right -
of -way at the elementary school.
ORDINANCES

Mr. Skokowski discussed the ar:hitectural style and colors stating he felt

project is set back approximately 250' at the closest point from PGA
Boulevard.
Mr. Doug Kumer of Kimley Horne discussed access, circulation and traffic,
stating they are proposing a right -turn in off PGA Boulevard. it was the
concensus of the City Council to add a deceleration lane and to omit the
right -turn in, requesting a complete green strip along PGA Boulevard in
front of the project. Vice Mayor Martino requested Mr. Kumer prepare a

diagram of PGA Boulevard, between Campus Drive and Fairchild Gardens
Avenue, showing a detailed schematic of all curb cuts that exist today.
The City Council requested a report from staff as to whether this project
meets the newly adopted Traffic Performance Standards Ced -.
Ms. Debbie Allen, Landscape Architect, addressed the City Council re:
landscaping plans. Councilwoman Monroe asked for more creativity in the
parking area and around the building, and expressed her concern with the
destruction of trees. The City Council requested the petitioner provide a
tree survey as required.
The City Council expressed concern with the height of the lighting rx r „tp
and requested the petitioner lower the lighting. Mayor Feeney expressed
his concern with the blue steel roof, stating he would like to see it from
PGA Boulevard. The Council requested the petitioner provide them with

samples of materials to be used, including color selections. The Council

The petitioner will be placed on a future workshop agenda, incorporating
the thoughts of the City Council.

OAKBROOK CORPORATE
CENTER
Mr. Gerald Foland, President of Baron Sign Company, addressed ttie City
Council re: ameiding Resolution 73, 1987, adcped 9/3187, whl(h approved
signage for "The Financial Center" PUD (now known as "Oakbrook Corporate
Center") created 9/25/86 8 1214/86 by Ordinances 17 6 25, 1986, providing
for tenant signage for placement on the buildings.
It was the consensus of the Council that they liked the signs, however,
requested a drawing showing maximum size and stated the resolution should
refer to this exhibit.
GARDENS MEDICAL
PARK _
Attorney Robert Banks, authorized agent for Mr. Greg Zielinski, General
Partner of Cardens Medical Associates, fee simple title owner of lands cf
enase II, and Dr. Zbignie,r 5chellar 8 Anna Mama Scheller, Fee simple
title owners of lands of Phase III, addressed the City Council requesting
and amendment to "Gardens Medical Park" PUD, 3355 Burns Road, Palm Beach
GArdens, created 11/17183 by Ordinance 17, 1983, and amended 12/19/85 by
Ordinance 28, 1985, providing for extension, by three years, of the per-
missible time for completion of the project..
The City Council requested information from staff re: impact fees and the
ability of Burns Road to handle any additional traffic from these two pha-
ses, before this extension would be considered.

wash" within a .72 -acre parcel, which includes the present location of the

The City Council expressed no concern with the proposed plans, however,
stated the site plan needed to reflect the landscaping that is proposed.
The City Council reugested the petitioner be prepared to discuss signage
at the Public Hearing. the City Council requested the resolution include
the condition that the car , I but be fully manned.
The Council requested, and the petit to continue the mansard
on the gas station all the way arouiro tiie buil�ing, as well as installed
on the car wash.
The City Council directed the City Attorney to prepare the necessary docu-
ments for approval.
GARDENS SUITES
HOTEL Attorney Fred Cohen, attorney for Messrs. F. Edwcrd Devitt and George
Tolley, Jr., addressed the City Council re: creation of a PUD with land
uses permitted being those as setforth in the CG-1 ( General Commercial)
Zoning District of the Palm Beach Gardens Code, proposed to consist of
existing 1600 sq. ft. bank (City Federal) and 91 -room limited - service "The
Gardens Suites Hotel ", and b: located on 1.85 -acre parcel on the east side
of U.S. Highway #1, south of PGA Boulevard. directly north of "The Tcwers"
six -story professional office project.
Mr. Don Hearing of GBS 8 H Architects reviewed proposed plans, including
achitectural style, elevations, landscaping, lighting, signage and traffic
impact.

was necessary. The Council suggested the petitioner close the northerly
access and once City Federal`s no longer had a lease, the southerly access
be closed. The City Council expressed concern that the fascade of the
bank did not agree with that of the proposed hotel. The Planning and
Zoning Director was requested to research the parking to ensure there were
enough spaces. The Council requestea the future use for the present bank
building be determined before final approval.
COMPETITIVE
OUOTATIONS
The City Attorney was directed to prepare an ordinance to amend Paragraph
(9) of Section 6 -3 of the City's Chater, increasing the amount triggering
the requirement for competitive quotations and public call for bids to
$7500.
OLICENSiNG ACCESS
AGREEMENT
The City Attorney was directed to prepare an *.o authorize the execution
License Agreement with SEacoast utilities, providing for continued leca-
tion of Backflow Preventer within Ironwood Road right -of -way.
ORDINANCES
ORDINANCE 30, 1988 The City Attorney will redraft the July 1, 1988 version of Ordinance 30,
1988, revamp of the Citv's Sign Code, incorporating the thoughts of the
City Council. The City Council will consider Ordinance 30, 1988, for
P,abl ,,c Hearing and second reading at their Regular Meeting of January 19,
1988.
ADJOURNMENT There being no further business to discuss, the meeting was adjourned at
